MINUTES ~ REGULAR MONTHLY BOARD MEETING

TUESDAY, NOVEMBER 26, 2013

 

After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order @ 7:00 P.M. at the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.

 

Board Members present:

 

Supervisor Gary W. Thomas; Clerk Kelsey A. Archer; Trustees: William J. Gerdes, Tal B. Beckman, James E. Bailey and Brian B. Fengel.

The Supervisor announced a quorum was present.

 

The Road Commissioner Dennis R. Beckman and the Tax Assessor Alice B. Dailey attended

this meeting.

 

Visitors: Mr. Steve Sonnemaker ~~ the Peoria County Clerk and also the General Chairman of the Peoria County Veterans’ Memorial Committee.

 

APPROVE MINUTES of Previous Meetings:

 

Prior to tonight’s meeting, copies of the October 31, 2013 ~ Minutes from the Regular Monthly Meeting were distributed to Board Members for their review.

MOTION to accept the Minutes as presented made by Tal Beckman; second Bill Gerdes. The

motion passed unanimously with all ayes.

 

 

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

 

1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary November 26, 2013.

Motion Brian Fengel; second Tal Beckman. The motion passed with all ayes on a roll call vote.

 

 

2. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary November 26, 2013.

Motion Tal Beckman; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

 

 

VISITORS ADDRESSING THE BOARD:

 

At 7:00 the Board recognized Mr. Sonnemaker. He presented information regarding the appeal for funds to support the construction of the Veterans Memorial on the Peoria County Courthouse Plaza in honor of Peoria County Veterans of the Korean War, Vietnam War, Grenade, Panama, Persian Gulf, Somalia, Haiti, Bosnia, Kosovo, Iraq, Afghanistan and the War on Terror. Attached, please find the handout presented from the Peoria County Veterans’ Memorial Committee.

In addition, this memorial will specifically honor by name, the 106 Peoria County Veterans who lost their lives in Korea and Vietnam.

This project will proceed after 70% of the funds required have been raised.

 

The Hollis Township Board will discuss this issue during our next scheduled meeting on December 26, 2013.

 

COMMUNICATIONS & Correspondence:

1. Willock Warning & Co., P.C. ~~ Due to the fact that the audit documents are incomplete, Jim Warning & Dave Bauman send their apologies for being unable to attend this meeting again tonight.

Our December 26, 2013 Meeting is a conflict for them due to the Christmas Holiday; however, they are willing to attend the January 30, 2014 meeting to discuss the audit.

 

2. Rumbold & Kuhn, Inc. ~~ Hollis Township has received a check in the amount of $3,959.05 (net amount) which represents our ½ of the 2013 bean crop from our property on Hollis Road which is a 50/50 share crop with Dean Schwindenhammer. The check was deposited into the Town Fund checking account.

 

TOWN BUSINESS ~ Supervisor: nothing.

CLERK BUSINESS ~ Comments: nothing.

 

ROAD BUSINESS ~ Highway Commissioner:

 

1. TOI Annual Educational Conference November 11 & 12, 2013 in Springfield, Illinois:

The Road Commissioner attended a “flagger” training class and received certification in that field. He asked one of the people who were involved in the flagger training about the possibility of him coming to Hollis Township to present a class to train flaggers. We would need a minimum of 15 people to hold a session here.

Denny also attended classes on bridges and rights-of-way.

 

2. The Road District received a reimbursement check in the amount of $25,230.33 from Ameren / Illinois for repairs to Gollon Road. Ameren damaged the road while accessing property on the far end of that road earlier this year. The amount of this check will be paid to the Peoria County Highway Department for tilling, grading and priming Gollon Road prior to applying two coats of seal coating to finish the surface.

 

3. Peoria County Highway Department Motor Fuel Tax: Hollis Township Report ~ Our most recent balance of 27,893.50 was reported to us on November 7, 2013, which includes the October MFT Allotment of $3,019.09.

 

4. Denny has met with a FEMA representative regarding the 2013 Spring Flooding in our area. FEMA was agreeable with most of the road damage expenses submitted by Hollis, except for the white rock which we had stockpiled before using it for repairs this spring. Our receipt for the white rock was over a year old; FEMA will not accept receipts for materials purchased more than one year prior to the loss.

There was a total of approximately $160,000. in damages which were accepted and submitted by Hollis Township. FEMA will review the expenses and pay Hollis about 75% of the damages.

 

5. In recent months, the Hollis Township Road District has not received any payments from the Peoria County Circuit Clerk for fines paid by individuals for dumping refuse or for traffic violations on our Township Roads. Denny will follow-up to see if tickets are being written for these violations on Hollis Township roads.

 

TRUSTEES/ Information / Business:

 

TOI Annual Educational Conference, November 11 & 12, 2013 in Springfield, Illinois:

 

1. Trustee William Gerdes attended 2 sessions presented by attorneys and a session regarding insurance.

2. Trustee Tal Beckman attended the “flagger” training and received a Certification in Flagging. He also attended a session on Quickbooks and a session regarding Budgets & Levies.

3. Trustee Brian Fengel presented a Memorandum on the Illinois Concealed Carry Act which was prepared for him in his position as the Chief of Police in Bartonville, Illinois by Attorney Mike Roush.

Trustee Fengel submitted this copy to be filed with other Hollis Township documents.

TAX ASSESSOR’S OFFICE / Information / Business:

Some real estate tax adjustments may occur in Hollis Township due to a change in personnel in the Peoria County Supervisor of Assessments Office. Mike Tubbs has recently retired. Andrew Couri, who is Mike’s replacement, will be reviewing property tax assessments with Alice Dailey to see if anything has been overlooked. Updates will follow.

 

OLD UNFINISHED BUSINESS:

 

1. MOTION to adopt the Hollis Township Tax Levy in the amount of $53,773. for the Tax Year 2013, collectable in the year 2014, with the Ordinance shown below:

 

TOWNSHIP TAX LEVY ORDINANCE NO. 2013 - 10

Town Fund Tax Levy $ 53,673. General Assistance Fund Tax Levy $ 100.

Motion Jim Bailey; second Brian Fengel. The motion passed with all ayes on a roll call vote\

 

2. MOTION to adopt the Hollis Township Road District Tax Levy in the amount of $ 142,034. for the Tax Year 2013, collectable in the year 2014, with the Ordinance shown below:

 

ROAD DISTRICT TAX LEVY ~ ORDINANCE NO. 2013 - 11

Road & Bridge Fund Tax Levy $ 93,743.00

Joint Bridge Fund Tax Levy $ 28,407.00 ~ Equipment & Building Fund Tax Levy $ 19,884.00

 

Motion Tal Beckman; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

 

3. MOTION to adopt the Hollis Road District CONSENT FOR TAX LEVY INCREASE in the amount of $ 22,725.00 for the Tax Year 2013, collectable in 2014, authorizing the Road Commissioner to levy an additional 4% of the Road & Bridge Fund Levy, for a total of 16 ½ %, in the Ordinance shown below:

1. MOTION to approve the purchase of 6 Gift Certificates from Menards in the amount of $30.00 each as an annual Holiday Remembrance for the following

Motion Tal Beckman; second Brian Fengel. The motion passed with all ayes on a roll call vote.

This expense shall be paid from Town Fund.
