MINUTES REGULAR MONTHLY BOARD MEETING

THURSDAY, DECEMBER 26, 2013

 

After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order @ 7:00 P.M. @ the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.

 

Board Members Present:

Supervisor Gary W. Thomas; Clerk Kelsey A. Archer; Trustees: William J. Gerdes, James E.

Bailey and Brian B. Fengel. Trustee Tal B. Beckman was absent.

The Supervisor announced a quorum was present.

 

The Road Commissioner Dennis R. Beckman was in attendance. The Tax Assessor Alice B. Dailey was not available for this meeting.

 

Visitors: Russell L. Zeine - no comments.

 

 

APPROVE MINUTES of Previous Meetings:

 

Prior to tonight’s meeting, copies of the November 26, 2013 ~ Minutes from the Regular Monthly Meeting were distributed to Board Members for their review.

MOTION to accept the Minutes as presented made by Jim Bailey; second Bill Gerdes. The

Motion passed unanimously with all ayes.

 

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

 

1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary December 26, 2013.

Motion Brian Fengel; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

 

2. Correction to the General Assistance Board Audit Report October 31, 2013 as stated here:

There was an additional $23.68 expended for pre-approved prescription drugs which was missed during the manual check entry process.

We did report the $245.00 Flat Grant amount dispensed during the Board Audit Period September 27 thru October 31, 2013.

The correct total for the October 31, 2013 Board Audit Report should have been $268.68 and is shown on the corrected report presented tonight.

Please sign the corrected report for proper documentation. Thank You.

 

MOTION to accept for payment all General Assistance Invoices as presented to the Board on the Disbursement Summary correction for October 31, 2013.

Motion Jim Bailey; second Gary Thomas. The motion passed with all ayes on a roll call vote.

 

3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary December 26, 2013.

Motion Brian Fengel; second Jim Bailey. The motion passed with all ayes on a roll call vote.

 

4. MOTION to accept for payment the Joint Bridge Fund Invoice as presented to the Board on the Disbursement Summary December 26, 2013.

Motion Jim Bailey; second Brian Fengel. The motion passed with all ayes on a roll call vote.

 

TOWN BUILDING, GROUNDS & EQUIPMENT: nothing.

 

COMMUNICATIONS & Correspondence:

The Supervisor received a letter from the Peoria County Planning & Zoning. There were no hearings scheduled for Hollis Township; however, the Supervisor will call to see if changes in the definition of agricultural zoning will affect Hollis Township.

 

TOWN BUSINESS ~ Supervisor:

In Old Business, the Board will discuss the Peoria County Veterans Memorial.

 

CLERK BUSINESS / Business & Comments:

 

The 2014 Tax Levy Ordinances for the Town and Road District were filed with the Peoria County Clerk on November 27, 2013.

 

ROAD BUSINESS ~ Highway Commissioner:

1. This past month, there has been an unusual amount of truck equipment failures. Several trucks have been down at the same time during this period of time when the Road District was trying to plow snow and treat the roads for slippery conditions. Repair costs will likely exceed the budgeted amount.

Recently, the Ford had to be taken in for repairs and is expected to be back in service on December 27, 2013.

 

2. We have received our invoice for seal coating Hollis Township Roads in 2013; (excluding the amount due for the Gollon Road Project) the total cost is $69,067.51.

After deducting our Motor Fuel Tax Fund balance of $16,372. as of July 2, 2013, the total due is $52,902.98. The amount due has been paid with this Board Audit, December 26, 2013.

 

3. Peoria County Highway Department Motor Fuel Tax: Hollis Township Report ~

Nothing reported to us since the November 7 update.

 

TRUSTEES/ Information / Business: nothing requested.

 

 

TAX ASSESSOR’S OFFICE / Information / Business:

Our Tax Assessor, Alice Dailey is unable to attend this meeting tonight; however, she reported that all the Hollis Township real estate tax assessment information has been entered into the system. Prior to this time, some information had not been updated; however, she now believes that situation has been rectified.

 

OLD UNFINISHED BUSINESS:

 

There was discussion regarding the Peoria County Veterans Memorial which will be constructed on the Peoria County Courthouse Plaza; information was presented last month by Mr. Steve Sonnemaker, Peoria County Clerk and Chairman of the Committee to raise funds.

 

1. MOTION to approve a donation in the amount of $ 500. to be used to help construct the Peoria County Veterans’ Memorial on the Peoria County Courthouse Plaza in honor of all Peoria County Veterans of the Korean War, Vietnam, Grenade, Panama, Persian Gulf, Somalia, Haiti, Bosnia, Kosovo, Iraq, Afghanistan and the War on Terror. The amount of this donation will purchase a brick to be inscribed in Memory of Hollis Township Veterans.

In addition, this memorial will specifically honor by name, the 106 Peoria County Veterans who lost their lives in Korea and Vietnam.

NEW BUSINESS:

 

1. MOTION to adjourn made by Jim Bailey; second Gary Thomas. The motion passed unanimously with all ayes. The meeting adjourned at 7:31 P.M.
