REGULAR MONTHLY BOARD AUDIT MEETING

THURSDAY, JUNE 26, 2014

After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order @ 7:00 P.M. at the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615

Board Members Present:

Supervisor Gary W. Thomas; Clerk Kelsey A. Archer; Trustees: William J. Gerdes, Tal B. Beckman and James E. Bailey. Trustee Brian B. Fengel was excused.

The Supervisor announced a quorum was present.

The Road Commissioner Dennis R. Beckman and the Tax Assessor Alice B. Dailey attended this meeting.

There were no visitors.

APROVE MINUTES of Previous Meetings:

1. Prior to tonight’s meeting, copies of Minutes from the Special Budget Hearing Meetings held on Thursday, May 29, 2014 @ 7:00 and 7:15 P.M. were distributed to Board Members for their review.

MOTION to accept the Minutes as presented made by Jim Bailey; second Bill Gerdes. The

Motion passed unanimously with all ayes.

2. Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, May 29, 2014 @ 7:30 P.M. were distributed to Board Members for their review.

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary June 26, 2014.

Motion Bill Gerdes; second Tal Beckman. The motion passed with all ayes on a roll call vote.

2. MOTION to accept for payment the General Assistance Invoice as presented to the Board on the Disbursement Summary June 26, 2014. Annual Catastrophic Medical Insurance Premium $823.

Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary June 26, 2014.

Motion Bill Gerdes; second Tal Beckman. The motion passed with all ayes on a roll call vote.

4. MOTION to accept for payment the Equipment & Building Fund Invoice as presented to the Board on the Disbursement Summary June 26, 2014. 3rd annual payment of 5 @ $8,500.00

COMMUNICATIONS & Correspondence:

Resident Larry Stranz may have some historic items he would like to donate to Hollis Township.

The Board will discuss how we would display these items at a later date.

TOWN BUSINESS ~ Supervisor:

The Supervisor had a conversation with resident Ken Nugen regarding some of his hardwood trees that were cut down by Common Wealth Edison when they were clearing under the power lines that are near Mr. Nugen’s property.

Mr. Nugen filed a police report. He has received a letter from Common Wealth Edison saying that they were in error when they cut his trees.

CLERK BUSINESS / Business & Comments:

1. The 2014-2015 Budget & Appropriation Ordinances were filed in the office of the County Clerk on Thursday, June 3, 2014.

2. Clerk Kelsey Archer has renewed her Freedom of Information Act Certificate as well as her Open Meetings Act Certificate. The documents are on file in the Hollis Township Office.

ROAD BUSINESS ~ Highway Commissioner:

1. Our road crew is patching on Tuscarora Road getting ready for seal coating.

2. Since the grass is growing rapidly, three members of our road crew were mowing road sides this week .

3. Peoria County Highway Department Motor Fuel Tax: Hollis Township Report ~ current information received dated June 5, 2014: After the May 2014 allotment of $3,579.46, our balance is $43,958.00.

4. All Hollis Township Board Members received a letter from State Representative Mike Unes, dated June 18, 2014. The letter is to inform the Board that Hollis Township will be receiving an additional $6,086. in Motor Fuel Tax monies due to House Bill 3794. The Bill extends approximately $100 million dollars to units of local government throughout the State of Illinois through the Motor Fuel Tax Formula. This funding was passed in recognition of the recent harsh winter and its impact on local roads. These funds are expected to be disbursed in late summer 2014. (A copy of the letter is attached to minutes.)

OLD UNFINISHED BUSINESS: none.

NEW BUSINESS:

1. In lieu of a full Audit for Hollis Township and Hollis Township Road District Funds:

MOTION to hire Willock Waring & Co., P.C. to complete the required Illinois State Comptroller’s Report and the GASB Reports for fiscal year ended March 31, 2014 .

Motion Jim Bailey; second Tal Beckman. The motion passed with all ayes on a roll call vote.

Note regarding cost comparison:

In Fiscal Year ended 2012, the cost for completing the Illinois State Comptroller’s Report and the GASB Report was $670. The fee is variable with regard to the Road District’s changes in equipment and the hours required to up date depreciation schedules for the old and new equipment. The cost is spilt between the Town and the Road & Bridge Funds.

In Fiscal Year ended March 31, 2013 we were required to have a full audit since that was an election year. New term officials were sworn into office in May 2013.

The fee for the full audit in 2013 was $4,400.

2. Copies of the 2014 PREVAILING WAGE ORDINANCES AND PREVAILING WAGE RATES were given to Board Members for their review and discussion.

MOTION to adopt the PREVAILING WAGE ORDINANCE NO. 2014 ~ 08 for the Township of Hollis, as of June 26, 2014.

Motion Bill Gerdes; second Gary Thomas. The motion passed with 3 ayes and 1 nay.

3. MOTION to adopt the PREVAILING WAGE ORDINANCE NO. 2014 ~ 09 for the Road District of Hollis Township, as of June 26, 2014.

Motion Tal Beckman; second Gary Thomas. The motion passed with 3 ayes and 1 nay.

Within 30 days after adoption, NOTICE OF PREVAILING WAGE ORDINANCES shall be published in a local newspaper with circulation in Hollis Township [Glasford Gazette or Limestone Independent News].

After publication, the newspaper will send us verification. Copies of ALL NEWSPAPER VERIFICATION NOTICES and a copy of the publication shall be forwarded to the Peoria County Clerk’s Office by mail or fax.

Within 15 days after adoption, ORIGINAL, COMPLETE SETS of each Prevailing Wage Ordinance (the entire document, including the wage rates) shall be forwarded to the Illinois Department of Labor, Conciliation and Mediation Division, 900 South Spring Street, Springfield, Illinois 62704-2725.

Referring to the Township Perspective May 2014 Issue Page 44: Prevailing Wage change requires copies to Illinois Department of Labor only. (Previously, we were also required to send copies to the Secretary of State’s Office)
