MINUTES REGULAR MONTHLY BOARD AUDIT MEETING

THURSDAY, MARCH 26, 2015

 

After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order @ 7:00 P.M. at the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.

 

Board Members Present for Roll Call:

Supervisor Gary W. Thomas; Clerk Kelsey A. Archer and Trustees: William J. Gerdes, Tal B. Beckman and James E. Bailey.

The Supervisor announced a quorum was present. Trustee Brian B. Fengel was excused.

The Road Commissioner, Dennis R. Beckman and the Tax Assessor. Alice B. Dailey attended

this meeting.

APPROVE MINUTES of Previous Meetings:

Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, February 26, 2015 were distributed to Board Members for their review.

MOTION to accept the Minutes as presented was made by Jim Bailey; second Bill Gerdes. The motion passed unanimously with all ayes.

 

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary dated March 26, 2015.

Motion Tal Beckman; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

 

2. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary dated March 26, 2015.

Motion Bill Gerdes; second Tal Beckman. The motion passed with all ayes on a roll call vote.

 

COMMUNICATIONS & Correspondence:

1. Statements of Economic Interest forms ~ please present your forms tonight – copies will be kept as permanent records for the Township. Our Clerk will take the original Statement of Economic Interest and our copy to be date stamped by the Peoria County Clerk. The County Clerk will retain the original; the copy will be returned to our office. The deadline for filing is May 1, 2015.

 

2. Township Officials of Illinois Risk Management ~ ie: TOIRMA Premium Dividend

$ 2,115.00 has been received.

The dividend is 15% of our premium contribution paid for the program year June 1, 2009 ~

June 1, 2010. This is the 24th consecutive year of dividends paid to member townships. To be eligible, a township must have been a TOIRMA member for the previous five consecutive years.

30% of the refund is a Town Fund reimbursement ~ $ 634.50

70% of the refund is a Road & Bridge Fund reimbursement ~ $ 1,480.50

TOWN BUSINESS ~ Supervisor:

1. The owner of the house and property located next to the Tuscarora Fire Department has filed for bankruptcy; therefore, any progress achieved in trying to have the property maintained in a respectable condition has stalled.

2. The Supervisor attended a meeting at the Peoria County Court House regarding road side mowing by the Peoria County Highway Department. (Dennis Beckman was unable to attend.)

The message of the meeting was to let Townships know that Peoria County will not be mowing road sides this year unless someone reports a problem with tall weeds.

 

CLERK BUSINESS / Business & Comments: none.

 

ROAD BUSINESS ~ Highway Commissioner:

1. The Road Commissioner reported that used tires are being dumped on the Pekin bottoms road. This is an ongoing problem; no one has been caught in the process of dumping tires.

2. There was a call to the Township reporting a problem with South LaFayette Road indicating that the road had bubbled up and a car’s oil pan was busted after hitting it; however, no evidence of oil was found.

3. Peoria County Highway Department Motor Fuel Tax Report : no current information available. Our last report was Feb. 3 which showed our balance as $8,238.31.

 

TRUSTEES/ Information / Business: none.

TAX ASSESSOR’S OFFICE / Information / Business: .

1. Alice Dailey has been attending Tax Assessor training this week in Bloomington which is required to keep her credentials up to date.

2. Alice informed the Board of Trustees that it will be necessary for her to be out of town for an extended period of time later in the year due to personal family business. She will still be available to take care of any Tax Assessor issues which may arise during that time.

 

OLD UNFINISHED BUSINESS:

1. MOTION to approve the $75.00 registration fee for individuals to attend the

Township Officials of Illinois ~ 33rd Annual Topics Day, Tuesday, May 5, 2015

In Springfield, Illinois beginning at noon. TOI deadline for reservations is April 30, 2015. Registration includes lunch, handout materials and the reception. SEE PERSPECTIVE MAGAZINE FOR DETAILS.

Motion Bill Gerdes; second Tal Beckman. The motion passed with all ayes on a roll call vote.

No one asked for reservations at this time.

 

2. MOTION to approve the $50.00 registration fee for individuals to attend the

Township Officials of Illinois ~ 2015 Education District 4 & 6 Training Session

Thursday, May 21, 2015 in Bloomington at the Doubletree Inn beginning at 8:00 A.M.

ending at 3:00 P.M. Lunch is included. SEE PERSPECTIVE MAGAZINE FOR DETAILS.

Motion Jim Bailey; second Tal Beckman. The motion passed with all ayes on a roll call vote.

 

Reservations will be made for Jim Bailey, Joleen Bailey, Alice Dailey, Bill Gerdes and Gary Thomas.

 

NEW BUSINESS:

1. MOTION to approve the Appointment of Norman J. Zentko as Trustee for the Tuscarora Fire Protection District for a term beginning May 1, 2015 and continuing until the first Monday in May, 2018 or until his successor is qualified.

Motion Tal Beckman; second Jim Bailey. The motion passed with all ayes on a roll call vote.

There are 5 sets of documents which require signatures of Hollis Board Members. (Two pages in each set require signatures)

The Township Clerk shall take all 5 sets to the Peoria County Clerk; each set will be date stamped by the County Clerk’s Office. One set remains with the Peoria County Clerk; one set is retained by Hollis Township; three sets shall be returned to Jack Rendleman.

 

2. MOTION to approve the Agenda for the Annual Town Meeting to be held on Tuesday,

April 14, 2015. (A copy of the Annual Town Meeting Agenda shall be attached to the Minutes of this meeting.)

Motion Bill Gerdes; second Tal Beckman. The motion passed unanimously with all ayes.

No requests were received by our Town Clerk from citizens asking to place an item on the Agenda.

To place an item on the Agenda for the Annual Town Meeting, a written request must have been received by March 1, 2015 and contain signatures of at least 15 registered voters in Hollis Township.

NOTICE OF ANNUAL TOWN MEETING shall be posted on our 3 bulletin boards within the Township at least 10 days prior to the Annual Town Meeting. We are not required to publish this notice.

 

3. MOTION to approve re-hiring Darcy Ray ‘s Lawn Service to mow & trim the yard around the Town Hall for the 2015 mowing season. $40. per mowing / trim shrubs and remove debris $15. per hour and fertilize at cost of product.

Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

 

4. MOTION to adjourn was made by Tal Beckman; second Jim Bailey. The motion passed

unanimously. Meeting adjourned at 7:55 P.M.
