MINUTES ~ REGULAR MONTHLY BOARD AUDIT MEETING
THURSDAY, APRIL 30, 2015
After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order at 7:00 P.M. @ the Hollis Town Hall, 6430 W. Wheeler Road, Mapleton, Illinois 61547-9615.
Board Members Present for Roll Call:
Supervisor Gary W. Thomas; Clerk Kelsey A. Archer; Trustees: William J. Gerdes, Tal B. Beckman, James E. Bailey and Brian B. Fengel.
The Supervisor announced a quorum was present.
The Road Commissioner, Dennis R. Beckman and the Tax Assessor, Alice B. Dailey attended this meeting.
APPROVE MINUTES of Previous Meetings:
1. Prior to tonight’s meeting, copies of the March 26, 2015 Minutes from the Regular Monthly Meeting were distributed to Board Members for their review.
MOTION to accept the Minutes as presented made by Tal Beckman; second Brian Fengel. The
Motion passed unanimously with all ayes.
2. Prior to tonight’s meeting, copies of the April 13, 2015 Minutes from the Trustees Annual Accounting Meeting were distributed to Board Members for their review.
MOTION to accept the Minutes as presented made by Jim Bailey; second Bill Gerdes. The
Motion passed unanimously with all ayes.
3. Prior to tonight’s meeting, copies of the April 14, 2015 Minutes from the Annual Town Meeting were distributed to Board Members for their review and for corrections only.
These Minutes have been signed by the Moderator and the Town Clerk and will be approved by the electors at the next Annual Town Meeting, Tuesday April 12, 2016.
No action required from the Board of Trustees.
AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:
1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary April 30, 2015.
Motion Bill Gerdes; second Tal Beckman. The motion passed with all ayes on a roll call vote.
2. MOTION to accept for payment the General Assistance Invoice as presented to the Board on the Disbursement Summary April 30, 2015.
Motion Bill Gerdes; second Jim Bailey; The motion passed with all ayes on a roll call vote.
3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary April 30, 2015.
Motion Jim Bailey; second Tal Beckman. The motion passed with all ayes on a roll call vote.
TOWN BUILDING, GROUNDS & EQUIPMENT:
Road Commissioner Dennis Beckman is still working on the hillside on Wheeler Road along the frontage of our Hollis Township Office Building & Maintenance Buildings. He will be removing the Hollis Township sign and then blending the area with new landscaping as soon as possible.
ROAD BUSINESS ~ Highway Commissioner:
1. The Road Commissioner is waiting for the Environmental Protection Agency (EPA) to pick up the tires we have collected from roadside dumping in our Township.
2. The Road Crew will start mowing roadsides next week.
3. 2004 Tandem ~ we are having the frame sandblasted and painted
4. Denny has hired a college bound young man for summer work.
5. On Wednesday this week, the Peoria County Board was to hear information regarding the proposed traffic light at Route 24 and Terminal Road. The Peoria County Engineer is handling all the paperwork involved with the grant application for this project. Hollis Township is listed as the “host” on that application. There will be no cost for Hollis Township for this traffic light installation.
The Road Commissioner will share the results of that meeting if available to him by the time of our meeting tonight.
5. Peoria County Highway Department Motor Fuel Tax: Hollis Township Report ~ no update.

TAX ASSESSOR’S OFFICE / Information / Business:
Alice Dailey noting that the Peoria County 2014 Property Tax Statements have been sent out and that they are higher.
OLD UNFINISHED BUSINESS:
Reminder: TOI - 2015 Education District 4 & 6 Training Session - Thursday, May 21, 2015 in Bloomington at the Doubletree Inn on Veterans Parkway – beginning at 8:00 and ending at 3:00 P.M.
Reservations have been made for Jim Bailey, Joleen Bailey, Alice Dailey, Bill Gerdes and Gary Thomas.
NEW BUSINESS:
Copies of the Tentative Budget & Appropriation Ordinances for the Town and Road District were presented to Board Members for their review and discussion.
We will approve the Tentative Budgets tonight and we will adopt the final Budgets on June 25, 2015 at hearings to be held at 7:00 and & 7:15 P.M. prior to our Regular Monthly Meeting.
1. MOTION to approve ORDINANCE NO. 2015 ~ 06: Tentative Budget & Appropriation Ordinance for the Township of Hollis for the fiscal year beginning April 1, 2015 and ending March 31, 2016.
Motion Jim Bailey; second Brian Fengel. The motion passed with all ayes on a roll call vote.

After discussion and suggestions to clarify some line item information, the Road Commissioner announced he will be making some changes to the Tentative Budget prior to the hearings in June to adopt the Budget. Those changes will appear on the Final Budget ~ June 25, 2015.
2. MOTION to approve ORDINANCE NO. 2015 ~ 07: Tentative Budget & Appropriation Ordinance for the Single Township Road District of Hollis for the fiscal year beginning April 1, 2015 and ending March 31, 2016 as presented at this time, and noting some proposed changes for the final budget..
Motion Tal Beckman; second Brian Fengel. The motion passed with all ayes on a roll call vote.
3. MOTION to adjourn made by Jim Bailey; second Tal Beckman. The motion passed unanimously with all ayes. The Meeting adjourned at 8:10 P.M.
