MINUTES ~ REGULAR MONTHLY BOARD AUDIT MEETING

THURSDAY, MAY 28, 2015

After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order @ 7:00 P.M. at the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.

Board Members Present for Roll Call:

Supervisor Gary W. Thomas; Clerk Kelsey A. Archer; Trustees: William J. Gerdes, Tal B. Beckman, James E. Bailey and Brian B. Fengel.

The Supervisor announced a quorum was present.

The Road Commissioner, Dennis R. Beckman and the Tax Assessor, Alice B. Dailey attended this meeting.

Visitors: Mark Rothert and Dennis & Sonya Ahrens – residents of Hollis Township

APPROVE MINUTES of Previous Meetings:

1. Prior to tonight’s meeting, copies of the April 30, 2015 Minutes from the Regular Monthly Meeting were distributed to Board Members for their review.

MOTION to accept the Minutes as presented made by Jim Bailey; second Brian Fengel. The

motion passed unanimously with all ayes.

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary May 28, 2015.

Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

2. MOTION to accept for payment the General Assistance Invoices as presented to the Board on the Disbursement Summary May 28, 2015.

Motion Tal Beckman; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary May 28, 2015.

Motion Jim Bailey; second Brian Fengel. The motion passed with all ayes on a roll call vote.

VISITORS ADDRESSING THE BOARD:

Mr. Mark Rothert, who is the Assistant County Administrator for Economic Development in Peoria County and who is also a resident of Hollis Township, presented an Intergovernmental Agreement between the County of Peoria and the Hollis Township Road District regarding the placement of traffic control devices at the intersection of Illinois Route 24 and Terminal Road. The agreement requires signatures from our Road Commissioner Dennis R. Beckman and our Clerk Kelsey A. Archer. The agreement has been reviewed by our attorney and has been signed as noted.

The Hollis Township Road District has entered into this Intergovernmental Agreement to be co-operative with Peoria County on this project, but as the agreement clearly indicates, the Hollis Road District shall not incur any costs.

The Mapleton Caterpillar Plant will be increasing employment by 150 people; of course, this will also increase traffic. There will be 3 traffic signals added to this intersection and possibly a speed reduction on Illinois Route 24 near the areas approaching Terminal Road.

Mr. Rothert worked to find a grant and was awarded a grant for this project in the amount of $460,000. The entire project is anticipated to cost more than $560,000. and is scheduled to begin late 2015 or early 2016.

TOWN BUSINESS ~ Supervisor:

Supervisor was unable to attend the TOI Training Session in Bloomington, May 21, 2015. He has reimbursed the Township for the $50. registration fee.

CLERK BUSINESS / Business & Comments:

LEGAL NOTICES: of Public Hearings have been posted for the final Budget & Appropriation

Hearings for the Town of Hollis and for the Hollis Township Road District to be held on June 25th 2015 @ 7:00 and 7:15 P.M. respectively for final action by the Board of Trustees.

Notices have been posted on the 2 Bulletin Boards located at the Hollis Town Hall, 1 @ the Mapleton Bulletin Board located in the lot next to the Post Office, and 1 @ the Tuscarora Fire Department Building at the intersection of Tuscarora & Lafayette Roads.

Postings were completed on Sunday, May 24, 2015 which meets our legal requirement to post notices 30 days prior to the final hearings on June 25th, 2015.

ROAD BUSINESS ~ Highway Commissioner:

1. We ordered parts to repair our roadside mower. They were received on Tuesday and we hope to be mowing again soon. We lost some time trying to keep up with the rapid growth along roadsides.

2. Peoria County will begin tilling our roads prior to seal coating them. We are uncertain of the start date for this work. Roads designated this year are: S. LaFayette, Maple Ridge and McCumber.

3. Peoria County Highway Department Motor Fuel Tax: Hollis Township Motor Fuel Tax Un-obligated Fund Balance Report ~ dated May 8, 2015:

Beginning balance as of March 31, 2015 was $9,735.03 / April 2, 2015 – add the March MFT allotment $1,273.43 / May 4, 2015 - add an IDOT maintenance credit $991.36 / May 5, 2015 - add the April MFT allotment $3,220.78. Hollis’ Ending balance May 5, 2015 $ 15,220.60.

4. Our new part-time employee, who is a college bound student in the fall, is working out very well.

TRUSTEES/ Information / Business:

Report on the TOI Educational Meeting held Thursday, May 21, 2015 in Bloomington:

Trustees Jim Bailey and Bill Gerdes commented on the slide show presentation of the State Capitol Building in Springfield, Illinois. It was interesting and historically educational; encouraging individuals to take a personal tour.

There was also a session presented by a Road Commissioner from northern Illinois who has been using the internet to post road conditions on Face Book. It was particularly valuable during this past winter with the heavy snow fall, poor visibility and slick conditions sending vehicles into ditches. He was able to divert some traffic from these areas by posting frequent updates on Face Book.

TAX ASSESSOR’S OFFICE / Information / Business:

 

Our Tax Assessor Alice Dailey has received many telephone calls from residents since the 2014 Tax Statements were received.

 

Alice is frequently speaking with the Peoria County Supervisor of Assessments Office to help resolve some questions asked and issues presented by property owners.

MOTION to adjourn made by Tal Beckman; second Gary Thomas. The motion passed unanimously with all ayes. The meeting adjourned at 7:55 P.M.
