MINUTES REGULAR MONTHLY BOARD AUDIT MEETING

WEDNESDAY DECEMBER 30, 2015

In the Clerk’s absence, the Supervisor announced the Pledge of Allegiance to the Flag and then called the meeting to order @ 7:00 P.M.

 

Board Members present for Roll Call:

Supervisor Gary W. Thomas and Trustees: William J. Gerdes, Sandra E. Fruge and James E. Bailey. Clerk Kelsey A. Archer was excused.

The Supervisor announced a quorum was present. Trustee Brian B. Fengel was excused.

The Supervisor asked Trustee Jim Bailey to act as Clerk and write the actions of the meeting in the absence of the Clerk.

The Road Commissioner Dennis R. Beckman attended this meeting. The Tax Assessor Alice B. Dailey was not available.

APPROVE MINUTES of Previous Meetings:

Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on Monday ~ November 23, 2015 were distributed to Board Members for their review.

MOTION to accept the Minutes as presented made by Bill Gerdes; second Sandy Fruge. The

motion passed unanimously with all ayes.

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary dated December 30, 2015.

Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

2. MOTION to accept for payment all General Assistance Fund Invoices as presented to the Board on the Disbursement Summary dated December 30, 2015

Motion Sandy Fruge; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary dated December 30, 2015

Motion Sandy Fruge; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

4. MOTION to accept for payment all Joint Bridge Fund Invoices as presented to the Board on the Disbursement Summary dated December 30, 2015

Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

VISITORS ADDRESSING THE BOARD:

Paul & Jacqueline Jaquet own and operate Eagle Enterprises Recycling ~ a private curbside recycling program which includes service in Bartonville and in the Northern Hollis Township area. They would like to expand their service to include all of Hollis Township.

They provide pick up every other week and offer 3 different size totes available with no sorting necessary by the participants. Eagle Enterprises Recycling, Inc. takes all collected items to their Material Recovery Facility in Galva for sorting, baling and shipment to mills for further processing.

Jaquets provided Hollis Township Officials with copies of their brochure for reference. In the near future Eagle Enterprises plans to contact Hollis Township residents via mail to let them know this service is available.

Prior to this meeting, Hollis Township resident Mrs. Sandy Sanders made a request on behalf of Eagle Enterprises Recycling, Inc. asking Hollis Township to provide mailing addresses for everyone living in Hollis Township. This request was referred to Kelsey Archer, Hollis Township Clerk and FOIA OFFICER.

After completing her research, which included speaking with the Peoria County FOIA OFFICER, Ms. Archer submitted a letter stating her opinion on this issue as follows: It is not appropriate to give this information because it is to be used for commercial purposes. A copy of this letter will be filed with the December 30, 2015 Minutes to be kept as a permanent record for future reference purposes.

The letter was given to Paul Jacquet of Eagle Enterprises Recycling, Inc. and he assured the Hollis Township Board that he would be able to complete the mailing without a list from Hollis Township.

Mr. Jaquet also told the Board that he may be interested in starting a garbage collection route in Hollis Township and would be more interested in bidding to collect everything in the Township if there was enough interest from Hollis residents. He said their price to collect would be much less than everyone is now paying to the other garbage collection businesses.

TOWN BUILDING, GROUNDS & EQUIPMENT:

1. A new American Flag has been purchased to replace the one flying in front of the Town Hall.

2. Trustee Bailey has repaired both toilets in the office building.

CLERK BUSINESS / Business & Comments:

Clerk Kelsey Archer is unavailable for tonight’s meeting due to a Wednesday night obligation which she could not alter.

ROAD BUSINESS ~ Highway Commissioner:

1. The Road Crew has built forms and poured 4 concrete basins on McCullough Road and also built and poured concrete gutters on S. LaFayette Avenue.

2. We are so thankful for only one snowfall on Saturday, November 21 this winter; however, this past weekend we were getting ready for the ice storms predicted on Sunday evening. The Road Commissioner was out on Sunday spreading salt on some roadway hills that can be very troublesome with ice conditions and knows that spreading some salt ahead of the storm has proven to be helpful to vehicles.

3. Peoria County Highway Department Motor Fuel Tax: No current information; however, we should receive an update in January.

4. We have installed Load Limit signs on McCullough Road in anticipation of the closing of the

bridge on Lancaster Road next year.
