MINUTES, REGULAR MONTHLY BOARD AUDIT MEETING

THURSDAY, JULY 28, 2016

 

After the Clerk led the Pledge of Allegiance to the Flag @ 7:00 P.M., the Supervisor called the meeting to order at the Hollis Township Hall, 6430 W. Wheeler Road, Mapleton, Illinois 61547-9615.

 

Board Members Present for Roll Call:

 

Supervisor Gary W. Thomas; Clerk Kelsey A. Archer; Trustees: William J. Gerdes, Sandra E. Fruge and James E. Bailey.

The Supervisor announced a quorum was present. Trustee Brian B. Fengel was excused.

 

The Road Commissioner Dennis R. Beckman attended this meeting. The Tax Assessor Alice B. Dailey was not available.

 

There were no visitors.

There were no corrections or additions to the Agenda.

 

APPROVE MINUTES of Previous Meetings:

 

1. Prior to tonight’s meeting, copies of the June 30, 2016 Minutes from the Special Budget Hearing Meetings held at 7:00 & 7:15 P.M were distributed to Board Members for their review.

MOTION to accept the Minutes as presented made by Sandy Fruge; second Bill Gerdes.

The motion passed unanimously with all ayes.

 

2. Prior to tonight’s meeting, copies of the June 30, 2016 Minutes from the Regular Monthly Meeting held at 7:30 P.M were distributed to Board Members for their review.

MOTION to accept the Minutes as presented made by Jim Bailey; second Bill Gerdes.

The motion passed unanimously with all ayes.

 

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

 

1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary July 28, 2016.

Motion Jim Bailey; second Sandy Fruge. The motion passed with all ayes on a roll call vote.

 

2. MOTION to accept for payment all General Assistance Invoices as presented to the Board on the Disbursement Summary July 28, 2016.

Motion Jim Bailey; second Sandy Fruge. The motion passed with all ayes on a roll call vote.

 

3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary July 28, 2016.

Motion Bill Gerdes; second Jim Bailey. The motion passed with all ayes on a roll call vote.

 

4. MOTION to accept for payment the Equipment & Building Fund Invoice as presented to the Board on the Disbursement Summary July 28, 2016.

Motion Jim Bailey; second Sandy Fruge. The motion passed with all ayes on a roll call vote.

COMMUNICATIONS & Correspondence:

Next month, the Board will begin discussion regarding setting salaries for the new terms of office which begin May 2017. Salaries must be set no later than November 16, 2016.

 

CLERK BUSINESS / Business & Comments:

 

1. The Notice of Prevailing Wage Ordinance for June 2016 was published in the Peoria Journal Star on Friday, July 8, 2016. A copy of the publication has been faxed to the Peoria County Clerk’s Office as required for publication verification. Hollis’ Ordinances were adopted on June 30, 2016 at our Regular Monthly Board Audit Meeting.

Also, the Original Complete sets of both Prevailing Wage Ordinances were mailed to the Illinois Department of Labor, Conciliation and Mediation Division, 900 South Spring Street, Springfield, Illinois 62704-2725 on Saturday, July 2, 2016 from the Pekin Post Office.

 

2. The 2016-2017 Budget & Appropriation Ordinances were filed in the Office of the Peoria County Clerk on July 6, 2016. Date stamped copies were returned to our office for our permanent files; Budget Ordinances were adopted on June 30, 2016 @ Special Budget Hearing Meetings.

 

ROAD BUSINESS ~ Highway Commissioner:

 

1. During some of the extremely hot days, the road crew has been starting their work day at 6:00 A.M.

2. Although the Peoria County Highway Superintendent had told Dennis Beckman that the County would center stripe McCullough Road at their expense, the striping has not yet occurred.

 

3. Falcon, Inc. of Galva, Illinois brought a used hot patch machine for our Road Department to try for a couple weeks at no cost to the Township.

The benefit of the hot patch machine is to utilize the millings we have stockpiled; however, each batch would only contain 1/3 millings and the other 2/3 of the batch would have to be a purchased hot patch mix. In addition, each batch requires adding two chemicals that cost $75 each (in 5 gallon quantities); a total cost of $150. per load. Purchasing the chemical products by the barrel would have a cost saving effect.

The Road Commissioner is also looking for a “release spray” for the inside of the machine which will help clean the product from inside the drum. He will call a man who sells special products to see what will work best for this procedure.

 

4. Peoria County Highway Department Motor Fuel Tax: no update received for July 2016.

The last report for Hollis Township was dated March 4, 2016.

 

TRUSTEE / Information / Business:

Trustee Jim Bailey presented some information he researched on Prevailing Wage Rates, noting that of the 32 states that have passed a state Prevailing Wage Rate, only 9 states are without a threshold and Illinois is one of the nine without a threshold.

 

In this 2016 spring session, a Bill was introduced in the Illinois House of Representatives,

HB 5041 which would exempt projects under $20,000. from the Illinois Prevailing Wage Rate Act.

TOI SUPPORTS the bill and it is currently held in the House Rules Committee.

Although he was not the sponsor of this HB 5041, Representative Mike Unes has told us he is in favor of the bill and was planning to present it himself.

 

Trustee Bailey is asking all of the Hollis Township Officials to talk to our State Representatives and Senators to strongly encourage them to act on getting a threshold established in Illinois.
