MINUTES REGULAR MONTHLY BOARD AUDIT MEETING

THURSDAY, APRIL 27, 2017

 

In the Clerk’s absence, the Supervisor announced the Pledge of Allegiance to the Flag and then called the meeting to order at 7:00 P.M. at the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.

 

Board Members Present for Roll Call:

 

Supervisor Gary W. Thomas; Trustees: William J. Gerdes, Sandra E. Fruge, James E. Bailey and Brian B. Fengel. Clerk Kelsey A. Archer was excused.

 

The Supervisor announced a quorum was present.

 

In the absence of the Clerk, the Supervisor asked Trustee Jim Bailey to act as Clerk and record the actions of this meeting.

 

The Road Commissioner Dennis R. Beckman and the Tax Assessor Alice B. Dailey attended this meeting.

There were no visitors. There were no corrections or additions to the agenda.

APPROVE MINUTES of Previous Meetings:

Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, March 23, 2017 were distributed to Board Members for their review.

MOTION to accept the Minutes as presented made by Fengel; second Gerdes. The motion passed unanimously with all ayes.

Prior to tonight’s meeting, copies of Minutes from the Trustees Annual Meeting held on Monday, April 10, 2017 were distributed to Board Members for their review.

MOTION to accept the Minutes as presented made by Bailey; second Gerdes. The motion passed unanimously with all ayes.

Prior to tonight’s meeting, copies of Minutes from the Annual Town Meeting held on Tuesday, April 11, 2017 were distributed to Board Members for their review and corrections only.

These Minutes have been signed by the Moderator of the Annual Town Meeting and the Town Clerk. The Minutes will be approved by the electors at the next Annual Town Meeting which will be held

on Tuesday, April 10, 2018.

No action required from the Board of Trustees.

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary dated April 27, 2017 in the amount of $ 6,622.10.

Motion Gerdes; second Fruge. The motion passed with all ayes on a roll call vote.

2. MOTION to accept for payment all General Assistance Invoices as presented to the Board on the Disbursement Summary dated April 27, 2017 in the amount of $ 735.00.

Motion Fruge; second Gerdes. The motion passed with all ayes on a roll call vote.

3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary dated April 27, 2017 in the amount of $ 9,764.76.

Motion Fengel; second Bailey. The motion passed with all ayes on a roll call vote.

4. MOTION to accept for payment the Equipment & Building Fund Invoice as presented to the Board on the Disbursement Summary dated April 27, 2017 in the amount of $ 1,885.00.

Motion Gerdes; second Fruge. The motion passed with all ayes on a roll call vote.

5. MOTION to accept for payment all Joint Bridge Fund Invoices as presented to the Board on the Disbursement Summary dated April 27, 2017 in the amount of $ 90,251.00.

Motion Fruge; second Gerdes. The motion passed with all ayes on a roll call vote.

TOWN BUILDING, GROUNDS & EQUIPMENT:

The Township has received a check in the amount of $ 13, 124.61 from our insurance provider, Township Officials of Illinois Risk Management Association (TOIRMA) for hail damage to the roof of the office building. The check has been deposited into Town Fund checking.

COMMUNICATIONS & Correspondence:

The Peoria County Board of Election Commissioners sent the Official Canvass Results from the Consolidated Election which was held on April 4, 2017 listing the following individuals elected to office and the positions they will hold with the new terms of office beginning May 15, 2017 thru May 14, 2021. The first meeting for the newly elected officials will be May 25, 2017.

TOWN BUSINESS ~ Supervisor:

Some roofing estimates have been received with regard to the hail damage to the office building roof; however, no action will be taken at this time.

CLERK BUSINESS / Business & Comments:

On Friday, March 24, 2017, Kelsey Archer filed the Tuscarora Fire Department Trustee Appointment ( which is effective May 1, 2017) with the Peoria County Clerk and has delivered the Fire Department copies to Jack Rendleman.

Hollis Township will retain one copy for our files.

ROAD BUSINESS ~ Highway Commissioner:

1. The Road District has received a $ 294.65 check from Erie Insurance Exchange for property damage. A vehicle hit and destroyed two road signs on South LaFayette Avenue.

2. J.C. Dillon has completed relining the culverts contained in their September 2016 bid for this work. The invoice may be found April’s Board Audit Expenses in the Joint Bridge Fund. The amount is $ 90,251.00. Details and location of these culverts may also be found with the Joint Bridge Invoice.

3. We have started mowing roadsides and we have started hot patching holes which is a more permanent repair for roads than cold patch.

4. Peoria County Highway Department Motor Fuel Tax Report for Hollis Township:

No update has been received since January 3, 2017 when the balance on our account was a positive

$ 6,229.55.

Trustee Gerdes attended Topics Day in Springfield.

TAX ASSESSOR’S OFFICE / Information / Business: .

Alice Dailey noted that the Peoria County Property Tax Bills for 2016 will be sent out in the near future.

OLD UNFINISHED BUSINESS:

There is a correction to the 2017-2018 Meeting Schedule presented to the Board of Trustees in February. The correct date for the August Meeting is the 31st , 2017.

Meeting Schedules posted on our 3 outdoor bulletin boards have been replaced with correct information.

NEW BUSINESS:

1. Reminder: Tentative Budget and Appropriation Ordinances for 2017~2018 will be presented for approval at our regularly scheduled meeting on May 25, 2017.

2. MOTION to adjourn made by Bailey; second Fengel. The motion passed unanimously. Meeting adjourned at 7:49 P.M.
