MINUTES REGULAR MONTHLY BOARD MEETING
THURSDAY, JUNE 23,2011 @ 7:35 P.M.

After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order @ 7:35 P.M. at the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.

Board Members Present:
Supervisor Gary W. Thomas; Clerk Harry L. Sweet, Jr.; Trustees: William J. Gerdes, Tal B. Beckman, James E. Bailey and Brian B. Fengel.
The Supervisor announced a quorum was present.
The Road Commissioner Dennis R. Beckman and the Tax Assessor Alice B. Dailey attended this meeting.

APPROVE MINUTES of Previous Meeting:
Prior to tonight's meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, May 26, 2011 were distributed to Board Members for their review.
MOTION to accept the Minutes as presented made by Tal Beckman; second by Jim Bailey.
The Motion passed unanimously with all ayes.

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

  1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary June 23, 2011.
    Motion Tal Beckman; second Brian Fengel. The motion passed with all ayes on a roll call vote.
  2. MOTION to accept for payment the General Assistance Invoices as presented to the Board on the Disbursement Summary June 23, 2011.
    Motion Jim Bailey; second Tal Beckman. The motion passed with all ayes on a roll call vote.
  3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary June 23, 2011.
    Motion Brian Fengel; second Bill Gerdes. The motion passed with all ayes on a roll call vote.
  4. MOTION to accept for payment the Equipment & Building Fund Invoice as presented to the Board on the Disbursement Summary June 23, 2011.
    Motion Bill Gerdes; second Tal Beckman. The motion passed with all ayes on a roll call vote.

TOWN BUILDING, GROUNDS & EQUIPMENT:
Notice received from Sheriff McCoy regarding two false alarm calls where an officer was dispatched to Hollis Township.
There is no fee for these two false alarms in May 2011; three are allowed in a twelve month period before we will be charged $50. per call up to 10 calls; a fee of $100. per call will be charged for each call that totals more than 10 false alarm calls in a twelve month period.

COMMUNICATIONS & Correspondence:

  1. Peoria County Township Officials of Illinois will have a 7:00 P.M.Meeting on Wednesday, June 29, 2011 at the West Peoria Township Hall @ 2516 West Rohmann Avenue, Peoria .. They will be voting on by-law changes.
  2. Heyl Royster sent notice of a governmental seminar to be held at the Limestone Township Hall on Tuesday, July 12, 2011 from 9:00-11:00 A.M. regarding current legal issues for road and street authorities.
    Guest speaker Senator Darin LaHood will provide legislative updates on issues affecting local governments.

ROAD BUSINESS - Highway Commissioner:

  1. Peoria County Highway Department is looking into the possibility of purchasing our Dura-Patcher.
  2. Restitution Hearing June 17, 2011: Hollis Township Road District won a judgment of $692.00 for damages to property on South Cameron Lane (Pekin Bottoms Road). The defendant was given until 2012 to pay damages through the Peoria County Circuit Clerk's Office.
  3. The Road Commissioner is changing the health care coverage for our only full time road employee; the coverage with Central Management Services will be changed from Local Care Health Plans to Managed Care Plans.
  4. Waiting on report for June on the Hollis Road District Motor Fuel Tax Balance (with the Peoria County Highway Department).

TAX ASSESSOR'S OFFICE / Information / Business:
Alice Dailey wanted to thank everyone who helped while she was on vacation.

NEW BUSINESS:
Copies of the current PREVAILING WAGE ORDINANCES AND PREVAILING WAGE RATES were given to Board Members for their review and discussion.

  1. MOTION to adopt the PREVAILING WAGE ORDINANCE NO. 2011 - 08 for the Township of Hollis.
    Motion Brian Fengel; second Bill Gerdes. The motion passed with all ayes on a roll call vote.
  2. MOTION to adopt the PREVAILING WAGE ORDINANCE NO. 2011 - 09 for the Road District of Hollis Township.
    Motion Tal Beckman; second Bill Gerdes. The motion passed with all ayes on a roll call vote.
  3. MOTION to adjourn made by Tal Beckman; second Brian Fengel. The motion passed unanimously. Meeting adjourned at B:21 P.M.
