MINUTES REGULAR MONTHLY BOARD MEETING
THURSDAY, JULY 28, 2011

After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order @ 7:00 P.M. at the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615

Board Members Present:
Supervisor Gary W. Thomas; Clerk Harry L. Sweet, Jr.; Trustees: William J. Gerdes, Tal B. Beckman, James E. Bailey and Brian B. Fengel.
The Supervisor announced a quorum was present.
The Road Commissioner Dennis R. Beckman and the Tax Assessor Alice B. Dailey attended this meeting.
Visitors: Patrick Donley, Gary Thomas' Grandson.

APPROVE MINUTES of Previous Meetings:

  1. Prior to tonight's meeting, copies of Minutes from the Budget Hearing Meetings held on Thursday, June 23, 2011 @ 7:00 and 7: 15 P.M. were distributed to Board Members for their review.
    MOTION to accept the Minutes as presented made by Brian Fengel; second Bill Gerdes. The Motion passed unanimously with all ayes.
  2. Prior to tonight's meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, June 23, 2011 @ 7:30 P.M. were distributed to Board Members for their review.
    MOTION to accept the Minutes as presented made by Jim Bailey; second Bill Gerdes. The Motion passed unanimously with all ayes.

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

  1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary July 28, 2011.
    Motion Jim Bailey; second Brian Fengel. The motion passed with all ayes on a roll call vote.
  2. MOTION to accept for payment the General Assistance Invoices as presented to the Board on the Disbursement Summary July 28, 2011.
    Motion Bill Gerdes; second Jim Bailey. The motion passed with all ayes on a roll call vote.
  3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary July 28, 2011.
    Motion Tal Beckman; second Bill Gerdes. The motion passed with all ayes on a roll call vote.
  4. MOTION to accept for payment the Equipment & Building Fund Invoice as presented to the Board on the Disbursement Summary July 28, 2011.
    Motion Bill Gerdes; second Tal Beckman. The motion passed with all ayes on a roll call vote.

COMMUNICATIONS & Correspondence:

  1. Peoria County Township Officials Meeting on Wednesday, June 29, 2011 at the West Peoria Township Hall: There was discussion at this meeting regarding the Rural Peoria County Council on Aging and their need for funding.
  2. Gary Thomas attended the Heyl Royster governmental seminar held on Tuesday, July 12, 2011 at the Limestone Township Hall.
  3. Peoria County Administration - Information received regarding the Peoria City/County Citizens Leadership Academy which will be held September 14 thru November 2 on Wednesday Evenings from 6-8 P.M. at various locations in the city and county. There is no cost. Graduation will be held on November 8 at the Peoria City Council Meeting and the November 10 County Board Meeting.
    If you choose to register, they request that you attend every session. Participants must be at least 18 years old; class size is limited to 25.
    Copies of brochure available on request.

TOWN BUSINESS - Supervisor:
The Supervisor distributed Illinois State Fair Tickets to individuals who requested tickets for Springfield and Duquoin.

ROAD BUSINESS - Highway Commissioner:

  1. Road Crew patching potholes on various roads.
  2. Seal coating has been applied to the hill on Tuscarora Road near the LaMarsh Bridge; another coat will be applied in a couple of weeks.
  3. An accident resulting in some damage to the Massey Ferguson mower will delay the mowing of our roadsides. The Road Commissioner is waiting for a report from TOIRMA estimating the total damage to the tractor and mower.
  4. Waiting on reports for June and July 2011 regarding the Hollis Road District Motor Fuel Tax Balance (with the Peoria County Highway Department); information is backlogged at this time.

TRUSTEES/Information / Business:

  • Trustee Jim Bailey asked the Board to watch for information on Senate Bill 1831 regarding IMRF changes. The Bill is waiting for the Governor's signature.
  • Eric Lofgren has asked for information on Harry, Alice and Tal for our Township web-site.
    Eric requested updated information on our FOIA Officer replacement. ( Harry Sweet will complete the test this month to qualify as our new FOIA Officer. )
  • Tuscarora Road resident, Jim Granneman asked Trustee Jim Bailey to meet with him and Mark Tremper (Manager of Carri-Scharf Trucking) to discuss the continuous noise from grinders running 24 hours a day when they are only grinding intermittently during the day.
  • Trustee Bailey also asked Mr. Tremper what progress was being made on the cul-de-sac that Carri-Scharf was to have completed in March 2011 according to a legal settlement made last year. Mr.Tremper said he had no knowledge of the cul-de-sac requirement.

TAX ASSESSOR'S OFFICE /Information / Business:
Alice Dailey made a brief report on recent activities in her office.

NEW BUSINESS:

  1. Discuss the Annual Audit for fiscal year ended March 31, 2011 and decide if Hollis Township & Road District will have a full audit for this period ended March 31, 2011.
    A MOTION was made not to have a full Annual Audit by Willock Warning & Co., P.C. for the Town and Road District of Hollis for fiscal year ended March 31,2011.
    Motion Bill Gerdes; second Jim Bailey. The motion passed with all ayes on a roll call vote.
  2. Discuss the required Illinois State Comptroller's Report and the GASB Reports for fiscal year ended March 31, 2011. [GASB is the listing of and the depreciation on all property & equipment owned by Hollis]
    Willock Warning & Co., P.C. has quoted a cost of not more than $500. to complete the required reports after Hollis submits the necessary information to them.
    MOTION was made to hire Willock Warning & Co., P.C. to complete the required Illinois State Comptroller's Report and the GASB Reports for fiscal year ended March 31, 2011 at a cost not to exceed $500.
    Motion Jim Bailey; second Tal Beckman. The motion passed with all ayes on a roll call vote.
  3. MOTION to approve payment of the pre-registration fees for the Township Officials of Illinois 104th Annual Educational Conference to be held in Springfield, Illinois NOVEMBER 6 - 8, 2011. (Sunday Evening thru Tuesday) @ the Prairie Capital Convention Center. Approval for elected officials and the secretary. Full registration (Monday & Tuesday) $140.; Monday registration only $90.; Tuesday registration only $70.
    Motion includes approval for the November 8, Tuesday Evening Banquet @ $45. per person and must be paid with the pre-registration fees. Approval for elected officials and the secretary, plus one guest per individual.
    Motion includes approval for 2 nights hotel expense; mileage, parking fees and meals for the elected officials & the secretary while attending the Conference.
    Receipts required for reimbursement. Please do not combine any food or beverage receipts with another official; it makes reimbursement too confusing and difficult. Thank you.
    Motion by Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

    The following individuals requested registration for the full conference: Dennis Beckman, Bill Gerdes and Tal Beckman. No one requested banquet reservations.
    Payment for the full conference registration will be made for Dennis Beckman, Bill Gerdes and Tal Beckman with the Board Audit on August 25, 2011.

MOTION to adjourn made by Jim Bailey; second Brian Fengel.The motion passed unanimously. Meeting adjourned at 8:00 P.M.
