MINUTES REGULAR MONTHL Y BOARD MEETING
THURSDAY, AUGUST 25, 2011

After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order @ 7:00 P.M at the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.

Board Members Present:
Supervisor Gary W. Thomas; Clerk Harry L. Sweet, Jr.; Trustees: William J. Gerdes, Tal B.Beckman, James E. Bailey and Brian B. Fengel.
The Supervisor announced a quorum was present.
The Road Commissioner Dennis R. Beckman and the Tax Assessor Alice B. Dailey attended this meeting.

APROVE MINUTES of Previous Meetings:
Prior to tonight's meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, July 28, 2011 were distributed to Board Members for their review.
MOTION to accept the Minutes as presented made by Brian Fengel; second Tal Beckman. The Motion passed unanimously with all ayes.

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

  1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary August 25, 2011.
    Motion Brian Fengel; second Tal Beckman. The motion passed with all ayes on a roll call vote.
  2. MOTION to accept for payment the General Assistance Invoices as presented to the Board on the Disbursement Summary August 25, 2011.
    Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.
  3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary August 25, 2011.
    Motion Brian Fengel; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

TOWN BUSINESS - Supervisor:

  1. Supervisor has received two calls regarding the house at 10020 Maple Ridge Road that was gutted by a fire recently.
  2. There was some discussion about Ameren Illinois regarding deregulation and lower rates available for commercial and residential due to deregulation.

Update on IMRF Senate Bill 1831 which was signed by the Governor as House Bill 1956.

TAX. ASSESSOR'S OFFICE /Information / Business:
Alice Dailey reported on recent Peoria County Real Estate Tax Assessment Notices received by Hollis residents for the tax year 2012 (payable in 2013). Alice noted she has received many telephone inquiries and objections to those assessments.

These Minutes have been approved and signed by the Board

  1. TOIRMA has totaled the Massey Ferguson Tractor as a result of the damage last month. They will pay Hollis Road District $26,603. for the loss of the tractor and $1,533.47 for the loss of the Woods Mower. ($26,603. - for Road & Bridge Fund; $1,533.47 for Equipment & Building Fund)
    Hollis can remove the ROPS cab and sell the tractor possibly for $15,000; however, we cannot keep the damaged tractor because TOIRMA will not insure this tractor again to any Township after the damage.
    The Road Commissioner received an estimate of $1,400. to repair the damage to the Woods Mower.
    The State bid for a new John Deere tractor is $43,500
  2. At this time, mowing has stopped due to the total loss of the tractor and mower.
  3. Peoria County has not returned to finish seal coating roads for Hollis Township.
  4. Peoria County Highway Department:
    Report updated August 15, 2011 - Hollis' Motor Fuel Tax Balance is $28,975.98 - after adding the June allotment $ 2,642.99; adding the Illinois Job Now Program on July 18 - $6,086.; and adding the July allotment $3,017.37
    At this time, the Acting County Engineer is Amy Benecke McLaren, P.E.
