MINUTES REGULAR MONTHLY BOARD MEETING
THURSDA Y, OCTOBER 27, 2011

After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order at 7:00 P.M. @ the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.

Board Members Present:
Supervisor Gary W. Thomas, Clerk Harry L. Sweet, Jr.; Trustees: William J. Gerdes, Tal B. Beckman, and James E. Bailey. Trustee Brian Fengel was expected late and arrived at 7:10 P.M.
The Supervisor announced a quorum was present at 7:00.
The Road Commissioner Dennis R. Beckman was present for this meeting. The Tax Assessor Alice B. Dailey was unable to attend.

APROVE MINUTES of Previous Meetings:
Prior to tonight's meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, September 29, 2011 were distributed to Board Members for their review.
MOTION to accept the Minutes as presented made by Bill Gerdes; second Tal Beckman. The motion passed unanimously with all ayes.

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

  1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary October 27, 2011.
    Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.
  2. MOTION to accept for payment all General Assistance Invoices as presented to the Board on the Disbursement Summary October 27, 2011.
    Motion Jim Bailey; second Tal Beckman. The motion passed with all ayes on a roll call vote.
  3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary October 27,2011.
    Motion Tal Beckman; second Brian Fengel. The motion passed with all ayes on a roll call vote.
  4. MOTION to accept for payment the Equipment & Building Fund Invoice as presented to the Board on the Disbursement Summary October 27,2011.
    Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

COMMUNICATIONS & Correspondence:

  1. TOI sent a Legislative Alert last week - There is a proposal by the Governor to take funds from Personal Property Replacement Taxes to pay salaries of Regional Superintendents of schools who have not been paid since July 2011. (Board Members were presented with copies of the Legislative Alert and were urged to contact State Representatives and State Senators to express objection to this proposal.)
  2. A copy of the Legislative Report from the October issue of the Perspective Magazine was presented to Board Members for their review. The Board discussed a few of these "Bills" which have been signed into law by the Governor.

TOWN BUSINESS Supervisor:
Peoria County Zoning will post another notice on the "Cotton" residence at 10020 Maple Ridge Road which burned earlier this fall. This will give an additional 30 day legal notice before demolition of the structure.

ROAD BUSINESS Highway Commissioner:

  1. The Road District has received our new John Deere 6100D Tractor.
  2. The Road Commissioner believes there is nothing he can do to avoid taking over the full maintenance of McCullough Road effective December 31, 2011; Peoria County has chosen to return McCullough Road to Hollis Township Road District.
  3. The Road Commissioner is waiting for estimates from contractors to build a new structure over the salt bins behind the maintenance sheds.
  4. The road crew is creating concrete gutters on the cul-de-sac at the end of Lafayette Road in Meadow View Estates. This will solve some problems with water drainage in the area.
  5. The road crew will prepare equipment for winter.
  6. Peoria County Highway Department: Report October 19, 2011 the Hollis Motor Fuel Tax Balance is $34,593.16 - after adding the September allotment of $2,654.36.

NEW BUSINESS
Peoria County Township Officials Association Annual December Dinner Meeting SUNDAY, DECEMBER 4, 2011. Reservations must be received by PCTOA no later than Friday, November 25, 2011.
The full cost of each dinner is $35.00 (previous year was $34.) In the past, each official and guest has contributed $10.00 out-of-pocket to defray the cost of the dinner. Therefore, the following motion is presented and, if necessary, may be altered to suit the Board.

  1. MOTION to approve the payment of $35.00 per Official (including our Secretary) as well as payment for one guest per Official (and our Secretary), to attend the Peoria County Township Officials Association Dinner on Sunday, December 4, 2011 at the Coyote Creek Banquet Facility, 8201 Lancaster Road, Bartonville.
    Social Hour 5:00-6:00 P.M. - Buffet Dinner at 6:00 P.M.
    To defray the cost of each ticket, all individuals attending will pay $10.00 by check, out-of- pocket, to reimburse the Township.
    Motion Brian Fengel; second Tal Beckman. The motion passed with all ayes on a roll call vote.

    TAX LEVIES FOR 2011 must be established and approved at least 20 days prior to adopting them on Thursday, November 17, 2011 either at a hearing or during our Regular Monthly Board Meeting. Levies must be filed with the Peoria County Clerk no later than Tuesday, December 27,2011.
    If the Township or Road District is planning to levy more than 105% of the previous year's tax levy extension, there must be a "Truth in Taxation Hearing" established at this meeting tonight for the fund or funds levying more than 105%. In addition, if there is a hearing, a legal notice of "Truth in Taxation Hearing" must appear in a newspaper with distribution in the Township, not more than 14 days or less than 7 days prior to the date of the hearing.
    Copies of Town and Road District Tax Levies were presented to Board Members for their review.

    First: ESTABLISH IF THERE IS A NEED FOR "TRUTH IN TAXATION Hearings" for 2011
    Second: ESTABLISH AND APPROVE TAX LEVIES FOR 2011
  2. MOTION: The Hollis Township Board has established there is NO NEED FOR A "TRUTH IN TAXATION HEARING" for the Tax Year 2011, collectable in 2012, since the TOWNSHIP will be LEVYING NO MORE THAN 105% of the 2010 Total Tax Extension which was $46,443.53. Therefore, the following request will be submitted.
    The Town Fund will levy $48,665.00. The General Assistance Fund will levy $100.00.
    THE TOTAL TOWNSHIP LEVY REQUEST FOR 2011 SHALL BE $ 48.765.00
    Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.
  3. MOTION to approve the Hollis Township Tax Levy of $ 48.765.00 for the Tax Year 2011, collectable in the year 2012, as shown below:
    TOWNSHIP TAX LEVY - ORDINANCE NO. 2011 - 10
    Town Fund Tax Levy $ 48,665.00 / General Assistance Fund Tax Levy $ 100.00
    Motion Brian Fengel; second Jim Bailey. The motion passed with all ayes on a roll call vote.
  4. MOTION: The Hollis Township Highway Commissioner has established there is NO NEED FOR A “ TRUTH IN TAXATION HEARING” for the Tax Year 2011, collectable in 2012, since the ROAD DISTRICT will be LEVYING NO MORE THAN 105% of the 2010 Total Tax Extension which was $ 141,165.76. Therefore the following request will be submitted:
    Road & Bridge Fund $97,827.00
    Joint Bridge Fund $29,644.00
    Equipment & Building Fund $20,751.00

    THE TOTAL ROAD DISTRICT LEVY REQUEST FOR 2011 SHALL BE $148,222.00
    Motion Tal Beckman; second Bill Gerdes. The motion passed with all ayes on a roll call vote.
  5. MOTION to approve the Hollis Township Road District Tax Levy of $148,222.00 for the Tax Year 2011, collectable in the year 2012, as shown below:
    ROAD DISTRICT TAX. LEVY - ORDINANCE NO. 2011 - 11
    Road & Bridge Fund Tax Levy $ 97,827.00
    Joint Bridge Fund Tax Levy $ 29,644.00 - Equipment & Building Fund Tax Levy $ 20,751.00
    Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.
  6. MOTION to approve the Hollis Road District CONSENT FOR TAX LEVY INCREASE in the amount of $ 23,715.00 for the Tax Year 2011, collectable in 2012, authorizing the Road Commissioner to levy an additional 4% of the Road & Bridge Fund Levy, for a total of 16 % , in the form indicated below:
    ROAD DISTRICT CONSENT FOR TAX. LEVY INCREASE - ORDINANCE NO. 2011 - 12
    Motion Jim Bailey; second Gary Thomas. The motion passed with all ayes on a roll call vote.
  7. MOTION to adjourn made by Jim Bailey; second Brian Fengel. The motion passed unanimously. Meeting adjourned at 8:03 P.M.
