' MINUTES REGULAR MONTHLY BOARD MEETING
THURSDAY, NOVEMBER 17, 2011

After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order at 7:00 P.M. @ the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547.

Board Members Present:
Supervisor Gary W. Thomas; Clerk Harry L. Sweet, Jr.; Trustees: William J. Gerdes, Tal B. Beckman and James E. Bailey. Trustee Brian B. Fengel was excused.
The Supervisor announced a quorum was present.
The Road Commissioner Dennis R. Beckman and the Tax Assessor Alice B Dailey attended this meeting. There were no visitors.

APROVE MINUTES of Previous Meetings:
Prior to tonight's meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, October 27, 2011 were distributed to Board Members for their review.
MOTION to accept the Minutes as presented made by Tal Beckman; second Jim Bailey. The Motion passed unanimously with all ayes.

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

  1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary November 17, 2011.
    Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.
  2. MOTION to approve reinvesting with Bartonville - Better Banks - $81 ,696.45 - Town Fund Certificate of Deposit. (The original C.D. investment was $80,000 - for a term of 18 months @ 1.40% - maturing November 24, 2011.)
    Effective November 24, 2011, the new Certificate of Deposit for the Town Fund valued at $81,696.45 shall be reinvested for a term of 18 months @ .55% APY; interest shall be compounded to the face value semi-annually, with a maturity date of May 24, 2013.
    Motion Bill Gerdes; second Jim Bailey. The motion passed with all ayes on a roll call vote.
  3. MOTION to accept for payment all General Assistance Invoices as presented to the Board on the Disbursement Summary November 17, 2011.
    Motion Bill Gerdes; second Jim Bailey. The motion passed with all ayes on a roll call vote.
  4. MOTION to approve reinvesting with Bartonville - Better Banks - $90,000. of the General Assistance Fund Certificate of Deposit valued at $100,711.03. (This was an 18 month investment @ 1.40% APY which will mature November 24, 2011.)
    The balance of the maturity value $10,711.03 shall be deposited into the General Assistance Fund Checking account to be available for future expenditures.
    Effective November 24, 2011, the new Certificate of Deposit for the General Assistance Fund - valued at $90,000. shall be invested for a term of 18 months @ .55% APY; interest shall will be compounded to the face value semi-annually, with a maturity date of May 24, 2013.

  5. Motion to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary November 17, 2011

  6. MOTION to accept for payment the Equipment & Building Fund Invoice as presented to the Board on the Disbursement Summary November 17, 2011.
    Motion Tal Beckman; second Bill Gerdes. The motion passed with all ayes on a roll call vote.
  7. MOTION to accept for payment the Joint Bridge Fund Invoice as presented to the Board on the Disbursement Summary November 17, 2011.
    Motion Bill Gerdes; second Gary Thomas. The motion passed with all ayes on a roll call vote.

COMMUNICATIONS & Correspondence:

  1. Legislative up-date: This week, the State of Illinois proposal to use funds from Personal Property Replacement Taxes to pay Regional Superintendents of Public Schools was signed into law by Governor Pat Quinn.
  2. IMRF - 2012 Employer Rate Notice received from Illinois Municipal Retirement Fund - our new rate will be 11.85% which is down from our current rate 12.36%. (Employee rate remains 4.5%)
  3. Hollis Town Fund received a check for $4,910.71 from Rumbold & Kuhn, Inc. for 50% of the soybean crop (399 bu.) harvested from the acres owned by Hollis Township on Hollis Road. This property is farmed by Dean Schwindenhammer for Hollis Township; he received the other 50% of the soybean crop (399 bu.) as well as trucking fees ($47.88) which were deducted from Hollis' gross.

TOWN BUSINESS - Supervisor:
Regarding the house at 10020 Maple Ridge Road which was destroyed by fire - Peoria County Zoning has completed their required paperwork and the Peoria County States Attorney is working on completing their paperwork prior to issuing a demolition order for this house.

ROAD BUSINESS - Highway Commissioner:

  1. The Road Commissioner commented briefly on the Township Officials of Illinois - Annual Educational Conference held Nov. 6-8, 2011 in Springfield, Illinois.
  2. Peoria County Highway Department - Our Road Commissioner will talk with Rick Childress regarding an economic way for Townships to dispose of discarded vehicle tires which are being dumped on our township roads.
  3. The Road Commissioner reported on an estimate from a contractor to build a structure over the new salt bins. He will continue to look for a more reasonable cost.
  4. The road crew continues to prepare equipment for winter.
  5. Our Road Commissioner has purchased a generator which will be large enough to power our maintenance sheds when we have an outage; the $4,200. invoice appears on this month's Board Audit.
  6. Peoria County Highway Department Motor Fuel Tax: Since our meeting is one week early this month, the November Report has not been received. The report for November & December will be included in the Minutes of our Regular Monthly Meeting to be held on December 29,2011.

TRUSTEES/Information / Business:
There were brief comments from Trustees Gerdes and Beckman regarding the Township Officials of Illinois - Annual Educational Conference.

OLD UNFINISHED BUSINESS:

  1. MOTION to adopt the Hollis Township Tax Levy of $48,765.00 for the Tax Year 2011, collectable in the year 2012, as shown below:
    TOWNSHIP TAX LEVY - ORDINANCE NO. 2011 -10
    Town Fund Tax Levy $ 48,665.00 / General Assistance Fund Tax Levy $ 100.00
    Motion Jim Bailey; second Tal Beckman. The motion passed with all ayes on a roll call vote.
  2. MOTION to adopt the Hollis Township Road District Tax Levy of $148,222.00 for the Tax Year 2011, collectable in the year 2012, as shown below:
    ROAD DISTRICT TAX LEVY - ORDINANCE NO. 2011 - 11
    Road & Bridge Fund Tax Levy $ 97,827.00
    Joint Bridge Fund Tax Levy $ 29,644.00 - Equipment & Building Fund Tax Levy $ 20,751.00
    Motion Bill Gerdes; second Tal Beckman. The motion passed with all ayes on a roll call vote.
  3. MOTION to adopt the Hollis Road District CONSENT FOR TAX LEVY INCREASE in the amount of $ 23,715.00 for the Tax Year 2011, collectable in 2012, authorizing the Road Commissioner to levy an additional 4% of the Road & Bridge Fund Levy, for a total of 16 % %, in the form indicated below:
    ROAD DISTRICT CONSENT FOR TAX LEVY INCREASE - ORDINANCE NO. 2011 - 12
    Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

NEW BUSINESS:

  1. MOTION to approve the purchase of 3 Gift Certificates from Menards in the amount of $30.00 each as a Holiday Remembrance for the following Hollis Township Employees: (expense from Town Fund)
    William Kettering, Jr., William Kettering, Sr., Joleen Bailey
    Employee Joleen Bailey respectfully declined the Gift Certificate in lieu of attending the Peoria County Township Officials Dinner, December 4, 2011. Therefore, only 2 Gift Certificates will be purchased at Menards.
    Motion Tal Beckman; second Jim Bailey. The motion passed with all ayes on a roll call vote.
  2. MOTION to adjourn made by Jim Bailey; second Bill Gerdes. The motion passed unanimously. Meeting adjourned at 7:59 P.M.
