MINUTES REGULAR MONTHLY BOARD MEETING

THURSDAY, FEBRUARY 23, 2012

 

After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order at 7:00 P.M. @ the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.

 

Board Members Present:

Supervisor Gary W. Thomas; Clerk Harry L. Sweet, Jr. and Trustees: William J. Gerdes, James E. Bailey and Brian B. Fengel.

The Supervisor announced a quorum was present. Trustee Tal B. Beckman was absent.

 

The Road Commissioner Dennis R. Beckman and the Tax Assessor Alice B. Dailey attended this meeting.

 

 

APROVE MINUTES of Previous Meetings:

 

1. Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, January 26, 2012 were distributed to Board Members for their review.

MOTION to accept the Minutes as presented made by Brian Fengel; second by Bill Gerdes. The

Motion passed unanimously with all ayes.

 

 

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

 

1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary February 23, 2012.

Motion Brian Fengel; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

 

 

2. MOTION to accept for payment all General Assistance Invoices as presented to the Board on the Disbursement Summary February 23, 2012.

Motion Jim Bailey; second Brian Fengel. The motion passed with all ayes on a roll call vote.

 

Summary of expenses paid this Board Audit: Two - $245. Monthly Flat Grant payments - January 29, 2012 and February 19, 2012 for residents waiting SSI; Heartland Health Clinic $20. and Bogard Drug, Inc. $69.62 - pre-approved expenses paid January 29, 2012.

 

 

3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary February 23, 2012.

Motion Bill Gerdes; second Jim Bailey. The motion passed with all ayes on a roll call vote.

 

 

VISITORS ADDRESSING THE BOARD:

Brad Harding, Peoria County Board Member and Matthew Hoppock, Candidate for Peoria County Circuit Judge in the Primary Election March 20, 2012, were present later in the meeting. Mr. Harding spoke about various issues in Peoria County and the State of Illinois. Mr. Hoppock introduced himself and shared information about his credentials and answered questions from the Board.

 

TOWN BUILDING, GROUNDS & EQUIPMENT:

 

There was discussion regarding the outdoor security light on the end of the maintenance shed which as been controlled by a photocell; the light functioned intermittently. The Board agreed to put a toggle switch on the light in an effort to establish if the light or the photo switch were the source of the problem.

 

COMMUNICATIONS & Correspondence:

 

1. Township Officials of Illinois - ALL ELECTED OFFICIALS - MANDATE

TOWN BUSINESS ~ Supervisor:

 

The Supervisor noted he will be attending a meeting in the near future which will be scheduled by the Peoria County District Attorney to discuss the process of razing dilapidated and unsafe building structures in Peoria County.

 

 

ROAD BUSINESS ~ Highway Commissioner:

 

1. The Road Commissioner discussed the problems he is experiencing with illegal dumping of refuse on Township roads. Trustee Brian Fengel will contact the Peoria County Sheriff for assistance with this issue.

 

2. The Road District is waiting for reimbursement funds from FEMA regarding the February 2011 Snow Blizzard. Denny believes he has submitted all information necessary to receive this reimbursement.

 

3. Peoria County Highway Department Motor Fuel Tax: Hollis Township January allotment is $2,793.59.

Peoria County is in the process of upgrading their computer program that tracks our MFT Township monthly allotments, expenditures and balance. Therefore, we are only receiving a report on our monthly allotment amount during this transition time.

 

 

TAX ASSESSOR’S OFFICE / Information / Business:

 

1. Alice Dailey noted information reported on the 2010 Census Report which shows 1,881 residents in Hollis Township; the 2000 Census reported 1,707 residents.

 

2. In the near future, Alice will be sending letters to senior residents of Hollis Township offering them assistance with their PTAX-340 – 2012 Senior Citizens Assessment Freeze Homestead Exemption Application and Affidavit form which must be filed no later than September 1, 2012.

 

OLD UNFINISHED BUSINESS: none.

 

 

NEW BUSINESS:

 

1. MOTION to approve the SCHEDULE OF HOLLIS TOWNSHIP MEETINGS for the fiscal year April 1, 2012 through March 31, 2013 as presented: (copies were given to Board Members at this meeting)

 

All meetings shall be held at the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois.

All Meetings shall begin @ 7:00 P.M. unless noted otherwise.
