MINUTES REGULAR MONTHLY BOARD MEETING
THURSDAY, MARCH 29, 2012
After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order at 7:00 P.M. @ the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.
Board Members Present:
Supervisor Gary W. Thomas, Clerk Harry L. Sweet, Jr. and Trustees: William J. Gerdes, Tal B. Beckman and James E. Bailey. Trustee Brian Fengel was excused.
The Supervisor announced a quorum was present.
The Road Commissioner, Dennis R. Beckman and the Tax Assessor Alice B. Dailey attended this meeting.
Visitors: Hollis resident, Frank Hubbel.
APROVE MINUTES of Previous Meetings:
Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, February 23, 2012 were distributed to Board Members for their review.
MOTION to accept the Minutes as presented made by Bill Gerdes; second Tal Beckman. The
Motion passed unanimously with all ayes.
AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:
1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary March 29, 2012.
Motion Jim Bailey; second Tal Beckman. The motion passed with all ayes on a roll call vote.
2. MOTION to accept for payment all General Assistance Invoices as presented to the Board on the Disbursement Summary March 29, 2012.
Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.
Summary of expenses paid this Board Audit: Three $245. Monthly Flat Grant payments: February 29, 2012, March 19, 2012, March 29, 2012 for two residents waiting SSI; Bogard Drug, Inc. $91.62 pre-approved prescription drugs for February and Heartland Health Clinic $20. co-pay pre-approved office visit on March 9, 2012.
3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary March 29, 2012.
Motion Bill Gerdes; second Tal Beckman. The motion passed with all ayes on a roll call vote.
4. MOTION to accept for payment the following expense from Road & Bridge Fund:
$1,000.00 from Salaries LI 31500 to Town Fund Salaries LI 11500
$ 62.00 from Social Security LI 31508 to Town Fund Social Security LI 11508
$ 14.50 from Medicare LI 31510 to Town Fund Medicare LI 11510
TOTAL TRANSFER $ 1,076.50 ~ made with this Board Audit, March 29, 2012
This transfer is reimbursement to Town Fund for the Annual Salary for the Supervisor as Treasurer of the Road District – current fiscal year 2011-2012. This $1,000.00 is included in the Supervisor’s Annual Salary of $6,540.00.

5. MOTION to accept for payment the Joint Bridge Fund Invoices as presented to the Board on the Disbursement Summary March 29, 2012.

VISITORS ADDRESSING THE BOARD:
Mr. Frank Hubbel spoke with the Board regarding a bicycle race he is organizing this year which will be held in Jubilee State Park. He is looking for an alternative location for next year’s race and asked about the possibility of using only Hollis Township Roads for that purpose.
The race has been denied use of Peoria County Roads due to a foot race incident which resulted in a participant’s death when she was struck by a car.
The Road Commissioner indicated there was no way to race only on Hollis Township roads without involving some Peoria County roads. Hollis Township would not want to endorse a race for the same reasons Peoria County has prohibited them.
TOWN BUILDING, GROUNDS & EQUIPMENT: Office Building ~ Lawn Care 2012 Season:
MOTION to approve re-hiring Darcy Ray’s Lawn Service for this 2012 season: Cost $40.00 per mowing; $15.00 per hour to trim shrubs as needed; cost per pound to apply weed & feed and $15.00 per hour to apply. Her current insurance verification has been received by Hollis.
Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.
COMMUNICATIONS & Correspondence:
1. TOIRMA Refund received ~ 15% of premiums contributed for the program year June 1, 2006 thru May 31, 2007. This is the 21st consecutive year in which dividends have been paid to townships who have been TOIRMA members for the previous five years consecutively.
The total received was $2,054.00. 30% of the refund is a Town Fund reimbursement - $616.20; 70% is a Road fund reimbursement - $1,437.80. These entries are reflected in the March 2012 investment report.
2. Rural Peoria County Public Transportation ~ Letter received announcing new management of this transportation system which serves seniors, developmentally disabled and the general public. The new provider for this system is MV Transportation which will begin operations April 1, 2012.
State & Federal grants fund a large portion of the operations; however, they are looking for donations to help fund this service. Note: In past years, individuals using this form of transportation were charged a fee of $12. one way, if paying privately. We do not know what the trip-fee will be with the new provider.
The last report Hollis Township received from Rural Peoria County Council on Aging showed only 3 Hollis Township residents were using this transportation service annually. (No action by Board)
TOWN BUSINESS ~ Supervisor:
The Supervisor spoke briefly regarding meetings he attended where Jerry Brady, the Peoria County States Attorney, was presenting information on proposed procedures to have dilapidated buildings removed throughout Peoria County.
CLERK BUSINESS / Comments:
The balance of the Statements of Economic Interest will be collected from Board Members so the Township Clerk can file all of them with the Peoria County Clerk’s Office prior to May 1, 2012. We will have a complete stamped copy of these “statements” for our Township records.
ROAD BUSINESS ~ Highway Commissioner:
1. We are still waiting to see if we can get a new top for the tractor cab that was totaled in the accident last year.
2. There have been additional incidents of dumping on the roadways in the Pekin bottoms; tickets for this violation have been issued.
3. The Road District received an $8,251.88 reimbursement check from FEMA for the February 2011 severe snow blizzard. The check was deposited into the Road & Bridge Fund checking account and is reflected in the March 2012 investment report.
4. Peoria County Highway Department Motor Fuel Tax:
Hollis Township’s February allotment is $2,847.50 as reported to us in a letter dated March 9, 2012.
TAX ASSESSOR’S OFFICE / Information / Business:
Alice Dailey registered to attend the following classes with the Illinois Property Assessment Institute in Normal, Illinois:
1. March 26, 2012 – two days – APPEAL PRACTICE & PROCEDURE
2. March 28, 2012 – two days - LEGAL DESCRIPTIONS
NEW BUSINESS:
1. MOTION to approve the Appointment of NORMAN J. ZENTKO as Trustee for the TUSCARORA FIRE PROTECTION DISTRICT for a term of 3 years beginning May 1, 2012 and continuing until the first Monday in May, 2015 or until his successor is qualified.
Motion Bill Gerdes; second Tal Beckman. The motion passed with all ayes on a roll call vote.
There are 5 sets of documents which require the signatures of Hollis Board Members (2 pages in each set require signatures)
The Township Clerk shall take all 5 sets to the Peoria County Clerk; each set will be date stamped by the County Clerk’s Office. One set remains with the Peoria County Clerk; one set is retained by Hollis Township; three sets shall be returned to Jack Rendleman.
2. MOTION to approve the Agenda for the Annual Town Meeting to be held Tuesday, April 10, 2012 was made by Jim Bailey; second Bill Gerdes. Call for acceptance.
The motion passed unanimously with all ayes. (Copies for Board Members)
No requests were received from citizens to place an item on the agenda. A written request must have been received by March 1, 2012 and contain signatures of 15 registered voters in Hollis Township to place an item on the agenda for the Annual Town Meeting.
Notice of Annual Town Meeting shall be posted on bulletin boards within the Township at least 10 days prior to the Annual Town Meeting. We are not required to publish this notice.
A copy of the Agenda shall be attached to the Minutes of this Meeting.
3. Township Officials of Illinois ~ 2012 Education Program ~ District 6 ~ Friday, May 4, 2012 in East Peoria, Illinois @ the Embassy Suites. Pre-Registration deadline is April 25, 2012.
Pre-registration is $50. per with lunch included. It is a half day program with lunch served at 12:30 P.M.
MOTION to approve payment of $50. per person for the pre-registration fee for the Educational Program for District 6 to be held on Friday, May 4, 2012 @ the Embassy Suites in East Peoria beginning with registration at 8:00 A.M. and concluding after lunch at 1:30 P.M.
Motion Jim Bailey; second Tal Beckman. The motion passed with all ayes on a roll call vote.
Reservations will be made for the following: Alice Dailey; Bill Gerdes; Tal Beckman; Jim Bailey; Gary Thomas and Denny Beckman. (6 @ $50. - $300.)
4. Township Officials of Illinois ~ 30th ANNUAL TOPICS DAY ~ Tuesday, May 8, 2012 in Springfield, Illinois. Cost is $75. per person Registration for the Day.
Registration deadline is April 30, 2012. Registration fee includes the lunch, handout materials and the reception.
MOTION to approve payment of $75. per person registration for the 30th Annual Topics Day, Tuesday, May 8, 2012 beginning at NOON @ the Springfield Hilton Hotel in Springfield, Illinois.
Motion by Bill Gerdes; second Tal Beckman. The motion passed with all ayes on a roll call vote.
Prior to next month’s Board Audit, members will respond to our accounting secretary if they want reservations to be sent for this event.
5. Township Officials of Illinois ~ TOWNSHIP SUPERVISORS OF ILLINOIS ~ Zone II Educational Workshop, Friday, May 18, 2012 in East Peoria, Illinois. Cost is $30.00 advance registration. Registration deadline is May 4, 2012. Registration fee includes printed materials and lunch @ 12.30 P.M. with one session after lunch at 1:30.
MOTION to approve payment of $30. per person registration fee for the Supervisors Zone II Educational Workshop, Friday, May 18, 2012 beginning at 8:00 A.M. @ the Stoney Creek Inn, East Peoria, Illinois.
