MINUTES REGULAR MONTHLY BOARD MEETING

THURSDAY, APRIL 26, 2012

 

After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order at 7:00 P.M. @ the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.

 

Board Members Present for Roll Call:

Supervisor Gary W. Thomas, Clerk Harry L. Sweet, Jr. and Trustees: William J. Gerdes and James E. Bailey. Trustees excused from this meeting: Tal B. Beckman and Brian B. Fengel.

The Supervisor announced a quorum was present.

 

The Road Commissioner Dennis R. Beckman was not available; the Tax Assessor Alice B. Dailey attended this meeting.

 

 

ADDITION to Agenda:

Trustee Bailey presented information regarding the property located at 6436 West Wheeler Road which is scheduled to be sold at auction at the Peoria Court House. The date of the auction has not been discovered at this time. This house and acreage is adjacent to our Township real estate @ 6430 West Wheeler Road.

After a brief discussion, the Board agreed to continue searching for the actual date of the sale and then decide if it would be feasible for the Township to attempt purchasing this adjacent property. More information will be presented as it becomes available. No motion was made at this time.

 

 

APROVE MINUTES of Previous Meetings:

 

1. Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, March 26, 2012 were distributed to Board Members for their review.

MOTION to accept the Minutes as presented made by Bill Gerdes; second Jim Bailey. The

Motion passed unanimously with all ayes.

 

 

2. Prior to tonight’s meeting, copies of Minutes from the Trustees Annual Accounting Meeting held on Monday, April 9, 2012 were distributed to Board Members for their review.

MOTION to accept the Minutes as presented made by Bill Gerdes; second Gary Thomas. The

Motion passed unanimously with all ayes.

 

 

3. Prior to tonight’s meeting, copies of Minutes from the Annual Town Meeting held on Tuesday, April 10, 2012 were distributed to Board Members for their review and for corrections only.

These Minutes have been signed by the Moderator and the Town Clerk and will be approved by the electors at the next Annual Town Meeting on Tuesday, April 9, 2013.

 

 

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

 

1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary April 26, 2012.

Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

 

2. MOTION to accept for payment all General Assistance Invoices as presented to the Board on the Disbursement Summary April 26, 2012.

Motion Bill Gerdes; second Jim Bailey. The motion passed with all ayes on a roll call vote.

 

 

3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary April 26, 2012.

Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

 

 

COMMUNICATIONS & Correspondence:

 

1. Brian Fengel & Gary Thomas went to Springfield, Illinois on Monday, April 16, 2012 to testify supporting the proposed Concealed Carry Law in Illinois.

Hollis Township’s current Board of Trustees has passed a Resolution in September 2009 indicating support for the proposed Concealed Carry Law.

In the absence of Brian Fengel, Gary Thomas reported on their experience.

 

 

2.. Peoria County Zoning Board of Appeals: Information received regarding 2 properties in Hollis Township scheduled for hearings:

a. Communications tower to be placed on 4.9 acres off Route 24 on the John Kriegsman property by Verizon Wireless.

b. Request for variance @ 6804 S. Cameron Lane, Mapleton, Illlinois to place a 36 X 54 building on the property prior to construction of the residence. Property owners are Chad & Rebecca Kalkabrenner.

 

 

CLERK BUSINESS / Comments:

Statements of Economic Interest were filed with the Peoria County Clerk on Friday, March 30, 2012.

 

ROAD BUSINESS ~ Highway Commissioner:

 

In the Road Commissioner’s absence, the following information was presented to the Board.

 

1. The windshield has been replaced on the Massey Ferguson Tractor which was totaled last year by TOIRMA. At this time, it is doubtful that a replacement cab will be located.

 

It was suggested by the Board that excess equipment owned by the Road District could be listed for sale in the Perspective Magazine. The Massey Ferguson Tractor cannot be sold to another Township if they are insured by TOIRMA.

 

2. Mowing equipment is ready for the season.

 

3. Peoria County Highway Department Motor Fuel Tax:

Hollis Township’s March allotment is $2,769.95 as reported to us in a letter dated April 5, 2012.

 

Peoria County is still in the process of upgrading their computer program that tracks our MFT Township monthly allotments, expenditures and balance. Therefore, we are only receiving a report on our monthly allotment amount during this transition time.

 

OLD UNFINISHED BUSINESS: Regarding motion made March 29, 2012:

Township Officials of Illinois ~ 30th ANNUAL TOPICS DAY ~ Tuesday, May 8, 2012 in Springfield, Illinois. Cost is $75. per person Registration for the Day. (beginning @ NOON)

Registration deadline is Monday, April 30, 2012 / Gary Thomas & Bill Gerdes asked for reservations.

 

 

NEW BUSINESS:

Copies of the Tentative Budget & Appropriation Ordinances for the Town and Road District were presented to Board Members for their review and discussion.

We will approve the Tentative Budgets tonight and we will adopt the final Budgets on May 31, 2012 @ 7:00 & 7:15 P.M. prior to our Regular Monthly Meeting.

The following motions were made, after the Board discussed some line item changes on both the Town and Road District Budget Ordinances:

 

1. MOTION to approve ORDINANCE NO. 2012 ~ 06: Tentative Budget & Appropriation Ordinance for the Township of Hollis for fiscal year beginning April 1, 2012 and ending March 31, 2013.

Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

 

 

2. MOTION to approve ORDINANCE NO. 2012 ~ 07: Tentative Budget & Appropriation Ordinance for the Single Township Road District of Hollis for fiscal year beginning April 1, 2012 and ending March 31, 2013.

Motion Gary Thomas; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

 

 

3. MOTION to adjourn made by Jim Bailey; second Bill Gerdes. The motion passed unanimously.
