MINUTES REGULAR MONTHLY BOARD MEETING

THURSDAY, JULY 26, 2012

 

After the Pledge of Allegiance to the Flag. the Supervisor called the meeting to order at 7:00 P.M. at the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.

 

Board Members Present:

Supervisor Gary W. Thomas; Clerk Harry L. Sweet, Jr., and Trustees: William J. Gerdes, Tal B. Beckman and James E. Bailey. Trustee Brian B. Fengel was excused.

The Supervisor announced a quorum was present.

 

The Road Commissioner Dennis R. Beckman attended this meeting. The Tax Assessor Alice B. Dailey was not available for this meeting.

 

 

APROVE MINUTES of Previous Meetings:

 

1. Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, June 28, 2012 @ 7:00 P.M. were distributed to Board Members for their review.

MOTION to accept the Minutes as presented was made by Tal Beckman; second Bill Gerdes.

Motion passed unanimously with all ayes.

 

 

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

 

1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary July 26, 2012.

Motion Bill Gerdes; second Jim Bailey. The motion passed with all ayes on a roll call vote.

 

 

2. MOTION to accept for payment all General Assistance Invoices as presented to the Board on the Disbursement Summary July 26, 2012.

Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

 

 

3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary July 26, 2012.

Motion Bill Gerdes; second Tal Beckman. The motion passed with all ayes on a roll call vote.

 

 

4. MOTION to accept for payment all Joint Bridge Fund Invoices as presented to the Board on the Disbursement Summary July 26, 2012.

Motion Tal Beckman; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

 

 

TOWN BUILDING , GROUND & EQUIPMENT:

 

Trustee Jim Bailey has cleared the weeds from the flower beds around the Town Hall Building and noted that the black cap blew off the cupola which is mounted on the roof of the Town Building. We need to hire someone to repair it.

COMMUNICATIONS & Correspondence:

1. The house destroyed by fire last year, which is located at 10025 West Maple Ridge Road, has been demolished and debris has been hauled away. The property is for sale.

 

2. Local Officials Day – TICKETS – Illinois State Fairgrounds, Springfield Director’s Lawn - Saturday, August 11, 2012 4:00 – 7:00 P.M.

The Supervisor will order 20 tickets for individuals who expressed an interest in attending.

 

3. Local Officials Day – TICKETS – DuQuoin State Fairgrounds, DuQuoin, Governor’s Mansion Lawn, Saturday, August 25, 2012 11:00 AM - 2:00 PM

The Supervisor will order 2 tickets.

ROAD BUSINESS ~ Highway Commissioner:

 

1. The Road Commissioner attended the Heyl Royster Seminar, Wednesday, July 25, 2012.

 

2. Seal Coating on our township roads has been completed; however, please note that due to extremely hot temperatures, oil is seeping through the rock in some locations. Township employees are reapplying rock to soak up the oil where it is needed.

The Road Commissioner is asking Board Members to call him if they notice any wet oil spots on our roads.

 

3. Roadside mowing is done for now due to the drought.

 

4. Part time Road employee, Dick Ringwald had unexpected coronary by-pass surgery last week.
 

5. The Peoria County Highway Department Motor Fuel Tax Report for Hollis Township which was generated July 11, 2012:

As of June 4, 2012, the Hollis Road District Motor Fuel Tax Balance with the Peoria County Highway Department was $18,598.97 after adding the May 2012 allotment which was $2,987.70.

 

As of July 2, 2012, the Hollis Road District Motor Fuel Tax Balance with the Peoria County

Highway Department was $21,115.86 after adding the June 2012 allotment which was $2,516.89.

 

6. The Road Commissioner has made an agreement with Ghelardini, Inc. located at 219 Indian Creek Drive in Pekin, Illinois. They will construct and enclose the top of the existing concrete foundation which was created to be a salt shed (26’ X 36’). The salt shed is located behind the maintenance buildings; the estimated cost is $18,453. Construction will begin in the next few weeks.

 

 

TRUSTEES/ Information / Business:

Trustee Jim Bailey reported on the seminar he attended at Heyl Royster on July 25, 2012: Cincinnati Township announced: They will be hosting a meeting on September 19, 2012 @ 9:00 AM. The subject to be discussed is Prevailing Wage. All Peoria County Townships are invited to attend.

 

Public Act 97-0744 Illinois Transparency and Accountability Portal or (ITAP) will include townships. It will require Wage Reports to be posted on the internet. The exact details of how this is to be reported are still not decided. My understanding is that it will take effect January 1, 2013.

 

Public Act 97-0827 will amend Statute 5 ILCS 120/2-02 Open Meetings Act regarding the posting of the meeting Agenda 48 hours prior to the meeting – New to this act: Agenda must be placed where it can be observed by the public 24 hours a day. It will also require including details of each item on the agenda. They did not say exactly what is required, but we will need to learn how this applies to us as we learn the wording of this bill in the future.

NEW BUSINESS:

 

1. TOWNSHIP OFFICIALS OF ILLINOIS ~ 105th Annual Educational Conference

NOVEMBER 11 ~ 13, 2012

MOTION to approve payment of the pre-registration fees for the Township Officials of Illinois 105th Annual Educational Conference to be held NOVEMBER 11 ~ 13, 2012 at the Prairie Capital Convention Center.

Approval for elected officials and the secretary. Full registration (Monday & Tuesday) is $140.

Monday registration only $90. Tuesday registration only $70.

 

Conference registration must be received no later than October 12 for your Hotel reservations to be honored. Hotel reservations must be made online or by Housing form mailed in to TOI - AND MUST BE RECEIVED BY TOI NO LATER THAN OCTOBER 12.

Elected officials are responsible for making their own hotel reservations.

 

MOTION includes approval for the November 13, Tuesday Evening Banquet $45. per person and must be paid with the pre-registration fees. Approval for elected officials and the secretary, plus one guest per individual.

MOTION includes approval for 2 nights hotel expense; mileage, parking fees and meals for the elected officials and the secretary while attending the Conference.

 

Receipts required for reimbursement. Please do not combine any food or beverage receipts with another official; it makes reimbursement too complicated. Thank You!

 

Motion Tal Beckman; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

 

 

The following individuals asked to be registered for the conference: Dennis Beckman, Tal Beckman and William Gerdes. Conference registration will be made with the Regular Monthly Board Audit on August 30, 2012. No one requested banquet reservations.
