MINUTES REGULAR MONTHLY BOARD MEETING

THURSDAY, SEPTEMBER 27, 2012

 

 

After the Pledge of Allegiance to the Flag the Supervisor called the meeting to order @ 7:00 P.M.

at the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.

 

 

Board Members Present:

Supervisor Gary W. Thomas, Clerk Harry L. Sweet, Jr., Trustees: Tal B. Beckman, James E. Bailey and Brian B. Fengel. Trustee William J. Gerdes was excused.

The Supervisor announced a quorum was present.

 

The Road Commissioner Dennis R. Beckman attended this meeting. The Tax Assessor, Alice B. Dailey was not in attendance.

 

 

Visitors: Hollis Township Residents: Roger & Kathy Becker, Richard & Marilyn Monroe, Ann Granneman, Karen Reaktenwalt and Russell L. Zeine, Jr.

 

 

APROVE MINUTES of Previous Meetings:

Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, August 30, 2012 were distributed to Board Members for their review.

 

MOTION to accept the Minutes as presented made by Tal Beckman; second Brian Fengel. The motion passed unanimously with all ayes.

 

 

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

 

1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary September 27, 2012.

Motion Jim Bailey; second Tal Beckman. The motion passed with all ayes on a roll call vote.

 

 

2. MOTION to accept for payment all General Assistance Invoices as presented to the Board on the Disbursement Summary September 27, 2012.

Motion Brian Fengel; second Tal Beckman. The motion passed with all ayes on a roll call vote.

 

 

3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary September 27, 2012.

Motion Jim Bailey; second Brian Fengel. The motion passed with all ayes on a roll call vote.

 

 

4. MOTION to accept for payment the Equipment & Building Invoice as presented to the Board on the Disbursement Summary September 27, 2012.

Motion Brian Fengel; second Tal Beckman. The motion passed with all ayes on a roll call vote.

 

 

VISITORS ADDRESSING THE BOARD:

There were several residents of the Tuscarora Hills subdivision and other Tuscarora Road residents present at this meeting to discuss the frequent power outages in that area over the past few months. They were asking for support from the Hollis Township Board.

The group presented a telephone number for Ameren to call when reporting an outage ~

1-800-755-5000. They also presented a packet of information entitled “Heading of Petition to Ameren/Cilco” which contained written statements from residents dealing with frequent power outages.

 

A MOTION was made to send a letter to Ameren/Illinois from the Hollis Township Board expressing support for our residents who have been experiencing frequent power outages.

Motion Brian Fengel; second by Tal Beckman. The motion passed unanimously.

 

 

COMMUNICATIONS & Correspondence:

1. Lisa Madigan, Illinois Attorney General’s Office ~ Hollis Township has now received the Carri-Scharf file we requested under the Freedom of Information Act. There are 204 pages in the file. Under FOIA, the first 50 pages of responsive documents are available to us at no charge; the next 154 pages are fifteen cents per page for a total of $23.10. After notification of the fee, we sent a check to the Attorney General so they would process our request.

 

A MOTION was made to keep this CARRI-SCHARF FILE as part of out permanent Township Records for future reference.

Motion Brian Fengel; second Gary Thomas. The motion passed unanimously.

 

2. Truth in Taxation Determination for the 2012 Tax Levies ~ will be addressed during our Regular Monthly Meeting October 25, 2012. At that time, the Township & Road District will determine the Tax Levies needed for the year 2012 which are payable in 2013, and if there is a need for “Truth in Taxation Hearings.”

Levies will be approved October 25, 2012 & adopted November 29, 2012.

Note: There must be at least 20 days between determining and approving Tax Levies & adopting Tax Levies.

 

 

3. TOI ~ 2013 Legislative Survey Form received. Hollis Board Members ~ Please find your copy of this form tonight. Completed surveys are requested by October 31, 2012.

Regarding Prevailing Wage Rates: The Board discussed the need for an exemption from the prevailing wage rates for small jobs and proposed writing a request for the 2013 Legislative Survey which would suggest a range of zero dollars up to $1,000.

 

 

TOWN BUSINESS ~ Supervisor:

 

1. Copies of the Annual Treasurer’s Report for fiscal year end March 31, 2012 were presented to the Board. This report will be published in the Glasford Gazette on September 27, 2012, which meets our legal requirement to publish no later than 6 months after the end of the fiscal year.

As required by law, a copy of this report has been forwarded to the Peoria County Clerk no later than September 30, 2012. In addition, a copy of the publication will also be sent to the County Clerk to verify our publication of this report.

Please find a copy of the Treasurer’s Report attached to the Minutes of this meeting.

 

2. Willock Warning & Co., P.C. has completed the State of Illinois Comptroller’s Annual Financial Report for the fiscal year ended March 31, 2012 and have filed the report via internet with the State Comptroller’s Office on September 6, 2012.

They provided Hollis Township with an original copy which has been signed by the Hollis Township Supervisor and mailed to the Peoria County Clerk on September 24, 2012; required no later than September 30, 2012. An additional copy of the documents will be retained by the Hollis Township Office as part of our permanent records.

Due to changes in Road District equipment, 2 ½ more hours were required to complete this report than was estimated. The cost $670. is shared 50/50 between the Town Fund & the Road & Bridge Fund ($335. each) for fiscal year ended March 31, 2012..

 

ROAD BUSINESS ~ Highway Commissioner:

1. The Peoria County Adult Probation Court has ordered a Hollis resident to perform 240 hours of community service in Hollis Township which is to be completed by July 1, 2013. The Road Commissioner is responsible for monitoring and reporting his hours to the Court.

 

2. Ghelardini, Inc. has completed the salt shed. The paid invoice may be found in the Equipment & Building Fund with this Board Audit September 27, 2012.

 

Our salt & cinders have been transferred from our old building to the new salt shed. The old building was scrubbed to remove the residue of salt and cinders.

 

3. The road crew has been performing maintenance along our roadsides and in the maintenance buildings.
 

4. An ad will be placed in the Glasford Gazette to accept sealed bids to sell the 583 Massey Ferguson 4x4 Tractor w/cab at a bid opening to be held Monday, October 15, 2012 @ 7:00 P.M.

 

5. The Peoria County Highway Department Motor Fuel Tax Report for Hollis Township /

Hollis Township’s July 2012 allotment (dated 8/2) is $2,941.18. Our August 2012 allotment (dated 9/5) is $2,947.91; therefore, our balance as of September 5, 2012 is $27,004.95.

 

OLD UNFINISHED BUSINESS: nothing.

 

NEW BUSINESS:

1. Discussion ~ The salaries for new term officials will begin May 2013.

The Tax Assessor’s new term & salary will begin January 1, 2014.

Salaries must be established by Resolution on or before November 21, 2012; therefore, we will establish salaries at our Regular Monthly Meeting October 25, 2012.

 

Current Annual Salary through April 2013 Previous Salary through April 2009

 

Supervisor $ 7,040. 5,040.

Clerk $ 2,400. 1,800.

Trustees $ 900. 600.

Highway Commissioner $ 18,400. 16,800.
