MINUTES REGULAR MONTHLY BOARD MEETING

THURSDAY, OCTOBER 25, 2012 @ 7:00 P.M.

 

 

After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order @ 7:00 P.M. @ the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.

 

Board Members Present:

Supervisor Gary W. Thomas, Clerk Harry L. Sweet, Jr. and Trustees: William J. Gerdes, Tal B. Beckman, James E. Bailey and Brian B. Fengel.

The Supervisor announced a quorum was present.

 

The Road Commissioner Dennis R. Beckman and the Tax Assessor Alice B. Dailey attended this meeting.

 

There were no visitors.

There were no corrections or additions to the agenda.

 

APROVE MINUTES of Previous Meetings:

Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, September 27, 2012 were distributed to Board Members for their review.

MOTION to accept the Minutes as presented made by Brian Fengel; second Tal Beckman. The motion passed unanimously with all ayes.

 

 

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary October 25, 2012.

Motion Jim Bailey; second Tal Beckman. The motion passed with all ayes on a roll call vote.

 

 

2. MOTION to accept for payment all General Assistance Invoices as presented to the Board on the Disbursement Summary October 25, 2012.

Motion Tal Beckman; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

 

 

3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary October 25, 2012.

4. MOTION to accept for payment the Equipment & Building Invoice as presented to the Board on the Disbursement Summary October 25, 2012.

COMMUNICATIONS & Correspondence:

1. Reminder regarding the TOI 2013 Legislative Survey Form discussed last month. Copies were distributed last month. Completed surveys are requested by October 31, 2012.

 

 

2. Peoria County Township Officials Association ~ PCTOA will not be hosting a 2012 December Dinner, due to the date of the Township Caucus’ this year. They plan on continuing the tradition in December of 2013. (Information received from Robert DeSutter, PCTOA Treasurer).

 

3. Rumbold & Kuhn Inc. ~ Hollis Township has received a check for $6,741.94 (net amount) which represents our ½ of the 2012 corn crop from our property on Hollis Road which is a 50/50 share crop with Dean Schwindenhammer. The check was deposited into the Town Fund.

 

TOWN BUSINESS ~ Supervisor:

 

1. The Supervisor has received a letter from the Peoria County Health Department regarding meetings scheduled to discuss septic and sewer disposal systems. He will make a report after attending one of these meetings.

 

2. As requested last month, the Supervisor will send letters from the Hollis Township Board to Ameren/Illinois and the Citizens Utility Board regarding the frequent power outages experienced by residents of Hollis Township on Tuscarora Road, in the Tuscarora Hills Subdivision and in other surrounding areas.

Ameren/Illinois has completed some work in those areas to help alleviate the problems and additional work is expected to continue in the near future.

 

3. Peoria County Planning & Zoning – A hearing for a variance permit is scheduled for a new building construction in Hollis Township by Troy Krause family.

 

 

CLERK BUSINESS / Comments:

 

Regarding the Township Caucus’ to be held on Tuesday, December 4 ~ for the political parties in Hollis Township:

November 4, 2012 is the last day the township clerk shall notify the Chairman of each township central committee by first class mail of their obligation to report the time and location of their party’s caucus ~ those individuals are: Brian B. Fengel, Democratic Chairman and James E. Bailey, Republican Chairman.

 

November 14, 2012 is the last day each chairman of the township central committee shall notify the township clerk by first class mail of the time and location of their party’s caucus.

November 24, 2012 is the last day for the township clerk to publish notice of time and location of caucus for each political party.

As required, Hollis Township will publish NOTICE OF CAUCUS’ in the Glasford Gazette and in the Limestone News with publication dates November 21, 2012 which will meet our legal requirement to publish no later than November 24, 2012.

 

 

ROAD BUSINESS ~ Highway Commissioner:

1. On October 18 – the Road Commissioner called the Peoria County Sheriff’s Office to report a person whose vehicle was stuck along the right-of-way off of South Cameron Lane. The vehicle had been driving around in circles in the field. The individual was issued a notice to appear on November 21, 2012 @ 1315 hours to answer the charges of criminal trespass to State supported property.

The Road Commissioner MUST APPEAR at this hearing to sign a written complaint regarding this incident.

 

2. William E. Kettering, Sr. will be retiring from his full time job with the Hollis Township Road District effective December 10, 2012. Mr. Kettering has given official notice to the Road Commissioner of his retirement date.

Therefore, our Road Commissioner has a commitment from an individual who has agreed to fill the full time position left open by the retirement of Mr. Kettering, Sr. This individual has given notice to his current employer and will begin employment with Hollis Township on Wednesday, January 2, 2013.


3. As reported in the Bid-Opening Minutes dated Monday, October 15, 2012 ~ the 583 Massey Ferguson Tractor with Cab (500 hours) was sold for $ 16,529.00 to Timber Tractor Sales in Glasford, Illinois. It was the only bid received.

 

4. The Peoria County Highway Department Motor Fuel Tax Report for Hollis Township /

Nothing has been received as of the date of this meeting, October 25, 2012.

 

TRUSTEES/ Information / Business: nothing submitted.

 

TAX ASSESSOR’S OFFICE / Information:

On Monday and Tuesday this week, the Tax Assessor attended seminars in Edwardsville, Illinois which lasted 8 hours each day. These credit hours are mandatory for the Assessor.

Reimbursement for out-of-pocket expenses for these classes may be found in the Board Audit this month.

 

OLD UNFINISHED BUSINESS: After discussion ~ Salaries for new term officials beginning May 2013, except for the Tax Assessor whose new term salary begins January 1, 2014.

Salaries must be established on or before November 21, 2012. Our regular monthly meeting is November 29, 2012; therefore, we must finalize salary compensation tonight.

 

MOTION to adopt RESOLUTION NO. 01 – 2012 - Setting Compensation for the New Term Hollis Township Elected Officials for the Four Year Term beginning May 2013 through April 2017 as presented below – salaries are listed as Annual Salaries payable 1/12th each month:

Noting the exception – the Tax Assessor’s New Term Salary shall begin Jan. 2014 ~ Dec. 2017.

 

MOTION by Brian Fengel; second Tal Beckman. The motion passed with all ayes on a roll call vote.

 

Current Annual Salaries thru April 2013 New Term Annual Salaries begin May 2013

Supervisor $ 7,040. no change $ 7,040.

Clerk $ 2,400. no change $ 2,400.

 

Trustees (each) $ 900. no change $ 900.

Road Commissioner $ 18,400. Change to $ 20,000.

Plus – The Highway Commissioner’s position qualifies for IMRF. Official must work a minimum of 600 hours per year. Town Fund pays the employer cost which is established annually by IMRF; employee pays 4.5% of the gross income.

 

Current Annual Salary thru Dec 2013 New Term Annual Salary begin Jan 1, 2014

Tax Assessorr $ 4,500. Change to $ 7,000.

 

Currently there are 1440 parcels in Hollis Township.

NEW BUSINESS:

 

TAX LEVIES FOR 2012 must be established and approved at least 20 days prior to adopting them on Thursday, November 29, 2012 either at a hearing, or during our Regular Monthly Board Meeting. Levies must be filed with the Peoria County Clerk no later than Tuesday, December 18, 2012.

If the Township or Road District is planning to levy more than 105% over of the previous year’s tax levy extension, there must be a “Truth in Taxation Hearing” establish at this meeting tonight. In addition, if there is a hearing, a legal notice of the “Truth in Taxation Hearing” must appear in a newspaper with distribution in the Township, published not more than 14 days or less than 7 days prior to the date of the hearing. Copies of the Town & Road District Tax Levies given to Board Members.

 

Levies will be approved tonight, October 25, 2012 & adopted November 29, 2012.

Note: There must be at least 20 days between determining and approving Tax Levies & adopting Tax Levies.

 

First: Establish if there is a need for “Truth in Taxation Hearings” for 2012

Second: Establish & Approve Tax Levies for 2012

 

 

1. Motion: The Hollis Township Board has established there is NO NEED FOR A “TRUTH IN TAXATION HEARING” for the Tax Year 2012, collectable in 2013, since the TOWNSHIP will be levying NO MORE THAN 105% of the 2011 Total Tax Extension which was $48,769. The increase shall be $2,438. Therefore, the following request will be submitted:

 

The Town Fund will levy $ 51,098. The General Assistance Fund will levy $109.

THE TOTAL TOWNSHIP LEVY REQUEST FOR 2012 SHALL BE: $51,207.00

2. Motion to approve the Hollis Township Tax Levy in the amount of $ 51,207.00 for the Tax Year 2012, collectable in the year 2013, in the form shown below:

Town Fund Tax Levy $ 51,098.00 General Assistance Fund Tax Levy $ 109.00

3. Motion: The Hollis Township Highway Commissioner has established there is NO NEED FOR A “TRUTH IN TAXATION HEARING” for the Tax Year 2012, collectable in 2013, since the ROAD DISTRICT will be levying NO MORE THAN 105% of the 2011 Total Tax Extension which was $136,640. The increase shall be $6,830. Therefore, the following request will be submitted:

Road & Bridge Fund $ 94,691.00

Joint Bridge Fund $ 28,694.00

Equipment & Building Fund $ 20,085.00

 

THE TOTAL ROAD DISTRICT LEVY REQUEST FOR 2012 SHALL BE: $ 143,470.00

5. Motion to approve the Hollis Road District CONSENT FOR TAX LEVY INCREASE in the amount of $ 22,955.00 for the Tax Year 2012, collectable in 2013, authorizing the Road Commissioner to levy an additional 4% of the Road & Bridge Fund Levy, for a total of 16 ½ %, in the form indicated below:
