MINUTES REGULAR MONTHLY BOARD MEETING

THURSDAY, MARCH 28, 2013

 

After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order @ 7:00 P.M. at the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.

 

Board Members Present:

Supervisor Gary W. Thomas; Clerk Harry L. Sweet, Jr.; Trustees: William J. Gerdes, Tal B. Beckman, James E. Bailey and Brian B. Fengel.

The Supervisor announced a quorum was present.

 

Visitors: Hollis resident, Kelsey Archer – no comments.

 

APROVE MINUTES of Previous Meetings:

 

Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, February 28, 2013 were distributed to Board Members for their review.

MOTION to accept the Minutes as presented made by Tal Beckman; second Brian Fengel. The

Motion passed unanimously with all ayes.

 

 

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

 

1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary March 28, 2013.

Motion Jim Bailey; second Tal Beckman. The motion passed with all ayes on a roll call vote.

 

2. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary March 28, 2013.

Motion Bill Gerdes; second Tal Beckman. The motion passed with all ayes on a roll call vote.

 

TOWN BUILDING, GROUNDS & EQUIPMENT: Office Building ~ Lawn Care 2013 Season:

1. MOTION to approve re-hiring Darcy Ray’s Lawn Service for this 2013 Season: Cost $40.00 per mowing; $15.00 per hour to trim shrubs as needed; cost per pound to apply weed and feed and $15.00 per hour to apply. Verification for her insurance coverage has been received.

Motion Bill Gerdes; second Brian Fengel. The motion passed with all ayes on a roll call vote.

2. The front of the office building may need improvement sometime in the future - either paint or siding to cover the weathered area.

COMMUNICATIONS & Correspondence:

1. Central Illinois Healthy Community Alliance ~ Public Meeting about the Edwards Coal Plant on Thursday, April 18, 2013 @ 7:00 P.M. Alpha Park Library.

 

2. Office of the Sheriff ~ Letter of appreciation received for Hollis Township’s $300. donation to the Peoria County Sheriff’s Search and Rescue Unit.

 

3. Peoria County 9-1-1 Emergency Telephone System Board: Re: Radio System Update and Request for Information. Supervisor has letter.

 

4. Peoria County – Septic changes and waste water management. Supervisor has information.

 

5. TOIRMA premium dividend $2,095. has been received. The dividend is 15% of our premium contribution paid in the June 1, 2007-2008 program year. This is the 22nd consecutive year of dividends paid to member townships. 30%of the refund is for the Town Fund $629.00; 70% is a Road Fund reimbursement $1,466.00.

 

CLERK BUSINESS / Comments:

 

In recent weeks, Elected Officials should have received their Statement of Economic Interest from the Peoria County Clerk. Please complete your Statement and present it to our Town Clerk tonight.

We will make a copy of the full document. The Township Clerk will file the original Statements with the County Clerk, prior to the May 1 deadline, and will return our full date stamped copies to the Township for our permanent records.

As part of our annual Township audit, these full Statements of Economic Interest are reviewed by our auditors and are noted in our audit report.

 

ROAD BUSINESS ~ Highway Commissioner:

 

1. Peoria County has announced road repairs will require the temporary closing of Airport Road sometime near the end of June this year.

 

2. Peoria County Highway Department ~ Rick Childress is retiring the end of this month. Our Road Commissioner feels he has had a good working relationship with him.

The Peoria County Highway Commissioners are having a retirement gathering for Rick this week.

 

3. The Peoria County Highway Department Motor Fuel Tax Report for Hollis Township:

As of today March 28, 2013, Hollis Township’s current Motor Fuel Tax Balance is $5,279.46. A more detailed report will be added when additional information is available.

 

TAX ASSESSOR’S OFFICE / Information:

 

1. Alice is still working to help senior residents complete the paper work needed for them to receive a senior exemption and, if they qualify, receive a senior freeze.

 

2. Tax Assessor’s new personal email address: alice.dailey@telstar-online.net

 

OLD UNFINISHED BUSINESS: none.

 

 

NEW BUSINESS:

 

1. MOTION to approve the Appointment of JACK D. RENDLEMAN as Trustee for the Tuscarora Fire Protection District for a term of 3 years beginning the first Monday in May 2013 and continuing until the first Monday in May 2016 or until his successor is qualified.

 

Motion Brian Fengel; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

 

There are 5 sets of documents which require the signatures of Hollis Board Members. (2 pages in each set require signatures)

The Township Clerk shall take all 5 sets to the Peoria County Clerk; each set will be date stamped by the County Clerk’s Office. One set remains with the Peoria County Clerk; one set is retained by Hollis Township; three sets shall be returned to Jack Rendleman.

 

 

 

2. MOTION to approve the Agenda for the Annual Town Meeting to be held on Tuesday, April 16, 2013. The date of this meeting is one week later than usual due to the April 9, 2013 Consolidated Election conflicting with the same date originally scheduled for the Annual Town Meeting.

Motion Tal Beckman; second Jim Bailey. The motion passed with all ayes on a roll call vote.

 

No requests were received from citizens asking to place an item on the agenda. To place an item on the agenda for the Annual Town meeting, a written request must have been received by March 1, 2013 and contain signatures of 15 registered voters in Hollis Township.

 

Notice of Annual Town Meeting shall be posted on bulletin boards within the Township at least 10 days prior to the Annual Town Meeting. We are not required to publish this notice.

A copy of the Agenda shall be attached to the Minutes of this Meeting.

 

 

3. Township Officials of Illinois ~ 31st ANNUAL TOPICS DAY ~ Tuesday, May 7, 2013 in Springfield, Illinois. Cost is $75. per person Registration for the day.

 

Registration deadline is April 30, 2013. Registration fee includes the lunch, handout materials and the reception.

 

MOTION to approve payment of $75. per person registration for the 31st Annual Topics Day, Tuesday, May 7, 2013 beginning at NOON @ the Springfield Hilton in Springfield, Illinois.

 

Motion Bill Gerdes; second Tal Beckman. The motion passed with all ayes on a roll call vote.
