MINUTES REGULAR MONTHLY BOARD MEETING

THURSDAY, MAY 30, 2013 @ 7:30 P.M.

 

After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order @ 7:30 P.M. @ the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.

 

 

Board Members Present:

Supervisor Gary W. Thomas; Clerk Kelsey A. Archer; and Trustees: William J. Gerdes, Tal B. Beckman, James E. Bailey and Brian B. Fengel.

The Supervisor announced a quorum was present.

 

The Road Commissioner, Dennis R. Beckman and the Tax Assessor, Alice B. Dailey attended this meeting.

 

Visitor: Harry L. Sweet, Jr.

 

 

 

APROVE MINUTES of Previous Meetings:

 

1. Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, April 25, 2013 were distributed to Board Members for their review.

 

MOTION to accept the Minutes as presented made by Tal Beckman; second Jim Bailey. The

Motion passed unanimously with all ayes.

 

 

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

 

1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary May 30, 2013.

 

Motion Brian Fengel: second Bill Gerdes. The motion passed with all ayes on a roll call vote.

 

 

2. MOTION to approve reinvesting with Better Banks in Bartonville ~

$82,371.68 ~ which is the value of Town Fund Certificate of Deposit No. 25159.

Note: This C.D. investment was $81,696.45 for a term of 18 months @.55% matured on May 24, 2013.

 

Effective May 24, 2013, the new Certificate of Deposit for the Town Fund, valued at $82,371.68 shall be reinvested for a term of 18 months @ .27%; interest shall be compounded to the face value semi-annually (@ 6 month intervals) with a maturity date of November 24, 2014.

 

Motion Brian Fengel; second Tal Beckman. The motion passed with all ayes on a roll call vote.

 

 

3. MOTION to accept for payment the General Assistance Fund Invoice as presented to the Board on the Disbursement Summary May 30, 2013.

4. MOTION to approve reinvesting with Better Banks in Bartonville ~

$90,743.86 ~ which is the value of General Assistance Fund Certificate of Deposit No. 25629.

Note: This C.D. investment was $90,000. for a term of 18 months @ .55% matured May 30, 2013.

 

Effective May 30, 2013, the new Certificate of Deposit for the General Assistance Fund valued at $90,743.86 shall be reinvested for a term of 18 months @ .27%.; interest shall be compounded to the face value semi-annually (@ 6 mo. intervals) and matures November 30, 2014.

5. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary May 30, 2013.

 

Motion Bill Gerdes; second Tal Beckman. The motion passed with all ayes on a roll call vote.

 

 

VISITORS ADDRESSING THE BOARD:

 

Former Township Clerk, Harry L. Sweet, Jr. turned in his Township Officials of Illinois identification cards to be destroyed and will return the Clerk’s Manual at a later date.

 

 

 

COMMUNICATIONS & Correspondence:

 

1. From Hollis Township’s Office Manager, Joleen Bailey:

To the Hollis Township Board -

Thank you for the card and azalea plant given to me at the time of my brother’s death.

 

 

2. Peoria County Zoning Board of Appeals – June 13, 2013

One petition received for R.P. Lumber in Hollis Township is requesting a variance which will not affect the Township. No action needed.

 

 

 

TOWN BUSINESS ~ Supervisor:

 

1. Dick & Marilyn Monroe called about orange dust on their truck everyday. The Supervisor gave them information to file a report with the plants in Mapleton.

 

2. The Supervisor has experienced difficulty reaching the Road Commissioner on his cell phone. The Road Commissioner has now changed the “ringer” and is hopeful that will solve this dilemma.

 

3. The Supervisor asked what steps would be taken to repair Gollon Road after repeated use by heavy trucks hauling materials to construct the towers at the far end of Gollon?

The Road Commissioner reported that a solid base with 5/8” gravel will be created for the road reconstruction and an appropriate surface will be applied.

CLERK BUSINESS / Business & Comments:

Legal Notices were published in the Glasford Gazette on April 18, 2013 for the Budget & Appropriation Hearings which were held earlier this evening. Publication is required at least 30 days prior to the public hearings. Notices of the Public Hearings were also posted on our three Township Bulletin Boards.

 

ROAD BUSINESS ~ Highway Commissioner:

 

1. Gollon Road ~ repairs will start as soon as there is some relief from the extreme wetness ~ possibly next week, if the rain subsides. We will put a 5/8” rock base on Gollon Road prior to the seal coating. We will be reimbursed for any materials.

 

2. Water Damage ~ We are still dealing with results from the excessive rainfall on and along our roadways.

 

3. FEMA ~ According to Mrs. Turner from the Emergency Center, any reimbursement we may receive for repairs due to the excessive water and flooding in our Township will be at least a year or longer coming to us.

 

4. Mowing is very slow due to wet roadsides and ditches.

 

5. Culvert repairs and/or replacement: The Road Commissioner got a price on putting linings in existing culverts instead of totally replacing the culverts and digging across roads. He will present information on this matter.

Peoria County also gave Denny some information about a company where we can purchase plastic culverts to line existing culverts. He will explain the process and difficulties which may occur with this method. He will talk with a sales representative for additional information.

 

6. Seal Coating Roads: The Road Commissioner estimates a delay of several weeks before the County will begin seal coating. Again, the wet conditions are hampering their progress also.

 

 

7. The Hollis Township’s Motor Fuel Tax Unobligated Fund Balance with the Peoria County Highway Department:

On April 2, 2013, after adding the March allotment of $2,791.19, Hollis Township’s motor fuel tax balance was $8,070.65.

On May 6, 2013, after adding the April allotment of $2,375.99, Hollis Township’s motor fuel tax balance is $10,446.64.

 

8. The Road Commissioner reported a problem with a dog running loose on Tuscarora Road when he was out of his vehicle. If this happens again, he will consider calling Animal Control to have the dog picked up. Peoria County has a leash law.

 

 

TAX ASSESSOR’S OFFICE / Information:

 

1. Alice mentioned residents coming to meet with her at the Town Hall are having great difficulty finding the Hall. She suggested more signs are needed on Wheeler Road and on Route 24 to help people locate us.

 

2. Alice also reported difficulty reaching the Road Commissioner on his cell phone. That issued has now been addressed under the Supervisor’s comments.
