MINUTES REGULAR MONTHLY BOARD MEETING

THURSDAY, JULY 25, 2013 @ 7:00 P.M.

 

After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order @ 7:00 P.M. at the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.

 

Board Members Present:

Supervisor Gary W. Thomas; Clerk Kelsey A. Archer; Trustees: William J. Gerdes, Tal B. Beckman, James E. Bailey and Brian B. Fengel.

The Supervisor announced a quorum was present.

The Road Commissioner Dennis R. Beckman and the Tax Assessor Alice B. Dailey attended this meeting. There were no visitors.

 

Corrections or ADDITION to Agenda:

Trustee Jim Bailey would like to add discussion regarding the National Pollutant Discharge Elimination System. Please see Trustees Business.

 

APROVE MINUTES of Previous Meetings:

1. Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, June 27, 2013 were distributed to Board Members for their review.

MOTION to accept the Minutes as presented made by Jim Bailey; second Bill Gerdes. The

Motion passed unanimously with all ayes.

 

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary July 25, 2013.

Motion Brian Fengel ; second Tal Beckman. The motion passed with all ayes on a roll call vote.

2. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary July 25, 2013.

Motion Tal Beckman; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

TOWN BUILDING, GROUNDS & EQUIPMENT:

1. The Wheeler Road and Hollis Township directional sign has now been replaced and is mounted in the median on Route 24 West bound near the left turn lane prior to the Wheeler Road entrance; however, the Road Commissioner is going to have the sign remade to have “Hall” added after the word “Township”.

2. Our Road Commissioner will call IDOT to get another Wheeler Road and “Hollis Township Hall” sign placed out on Route 24 East bound when approaching the Wheeler Road entrance near the Township buildings.

3. As soon as possible, repairs will be made to the old wooden Hollis Township sign and it will be placed back on the hillside in front of the Hollis Township buildings along Wheeler Road.

TOWN BUSINESS ~ Supervisor:

1. Regarding the Sierra Club and its focus and criticism of the Edwards Station on Route 24 in Hollis Township: Gary Thomas reported that local political leaders are supporting the retention of the plant to keep it functioning at this location.

2. John Hamann has forwarded maps which show the flood plain areas in Hollis Township.

3. Discuss the Rural Peoria County Public Transportation System presented last month.

See Old Business for motion to indicate if Hollis Township will participate financially.

CLERK BUSINESS / Business & Comments:

1. The Notices of Prevailing Wage Ordinances for 2013 were published in the July 18, 2013 issue of the Glasford Gazette.

2. Our Clerk, Kelsey Archer is in the process of updating the Hollis Township Web Site information. She is communicating and coordinating with our web master, Eric Lofgren.

3. Kelsey has completed the on-line training necessary to become Hollis Township’s FOIA Officer. She will present her Certificate tonight which will be attached to the Minutes of this Meeting.

ROAD BUSINESS ~ Highway Commissioner:

1. Tilling on Gollon Road is completed.

2. Milling on Tuscarora Road has occurred this past month.

3. Mowing of our roadsides is continuing.

4. Denny has been meeting with Pat Meyer to determine road damage from the excessive rains this spring to see what may be refundable from FEMA. Pat said some situations look like a “yes” for FEMA to pay expenses – others are questionable.

5. Peoria County Highway Department Motor Fuel Tax: Hollis Township Report ~ Again, No current information available.

 

TRUSTEES/ Information / Business:

Trustee Bailey received a letter at his home address regarding the National Pollutant Discharge Elimination System – Phase II Storm Water Program for Municipal Separate Storm Sewer Systems. Hollis Township was given a waiver permit 10 years ago and that waiver will expire March 31, 2014.

Now, we must file for a new waiver or a pollution plan by September 30, 2013.

Jim Bailey suggested we get a couple of estimates from Engineering Firms for their fees to prepare and file this current waiver needed to exempt us from the NPDES. Patrick Meyer submitted the previous waiver. His fee for that service was $1,500. and was paid from Road and Bridge Fund in May 2004.

TAX ASSESSOR’S OFFICE / Information / Business:

Alice reported that Cook County has a new rule of Senior Tax Exemption Fraud regarding property tax exemptions submitted by home owners. They are finding many home owners who do not qualify for the exemptions being given to them.

OLD UNFINISHED BUSINESS:

There was discussion regarding the Rural Peoria County Public Transportation System which was presented at our June Meeting. The following motion was presented:

MOTION to approve a donation in the amount of $250.00 to the Rural Peoria County Public Transportation to assist with potential passenger services in Hollis Township. In addition, send a letter with the donation requesting the specific number of Hollis Township residents using the service.

Motion Tal Beckman; second Gary Thomas. The motion passed with all ayes on a roll call vote.

NEW BUSINESS:

1. TOWNSHIP OFFICIALS OF ILLINOIS ~ 106TH ANNUAL EDUCATIONAL CONFERENCE

November 10 thru 12, 2013

A. ~ MOTION to approve payment of the pre-registration fees for the Township Officials of Illinois 106th Annual Educational Conference to be held November 10 ~ 12, 2013 at the Crowne Plaza Hotel in Springfield, Illinois. Full registration fee for Monday & Tuesday is $140.

Approval for elected officials and the secretary.

B. MOTION INCLUDES approval for the November 12, Tuesday Evening Banquet $45, per person and must be paid with the pre-registration fees.

Approval for elected officials and the secretary, plus one guest per individual.

C. MOTION INCLUDES approval for only 2 nights hotel expense; meals, mileage and parking fees for the elected officials and the secretary while attending the Conference.

Elected officials are responsible for making their own hotel reservations.

Receipts required for reimbursement. Please do not combine any food or beverage receipts with another elected official; it makes reimbursement too complicated. Thank you!!

The Crowne Plaza Hotel is handling ALL HOUSING RESERVATIONS. Please read carefully for a full understanding of the changes. All housing reservations must be made no later than October 14 ~ after that date, no online reservations or housing form reservations will be honored.

2. MOTION to approve the purchase of 2 copies of the new 2013 TOI LAWS AND DUTIES HANDBOOK Single copy is $24. / or $23.50 if ordering 2 or more.

Motion Brian Fengel; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

3. MOTION to appoint Town Clerk, Kelsey A. Archer to fill the position of FOIA OFFICER for HOLLIS TOWNSHIP. A copy of her CERTIFICATE OF COMPLETION which was provided by the State of Illinois, Office of the Attorney General verifying her successful completion of the Freedom of Information Act on-line training shall be attached to the Minutes of this meeting.

Motion Brian Fengel; second Jim Bailey. The motion passed with all ayes on a roll call vote.

 

 

4. MOTION to adjourn made by Jim Bailey; second Tal Beckman. The motion passed unanimously.
