MINUTES REGULAR MONTHLY BOARD MEETING
THURSDAY, MARCH 27, 2014
The Clerk announced the Pledge of Allegiance to the Flag. The Supervisor called the meeting to order @ 7:00 P.M. at the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.
Board Members Present:
Supervisor Gary W. Thomas; Clerk Kelsey A. Archer; Trustees: William J. Gerdes; Tal B. Beckman, and James E. Bailey. Trustee Brian B. Fengel was excused.
The Supervisor announced a quorum was present.
The Road Commissioner Dennis R. Beckman and the Tax Assessor Alice B. Dailey attended this meeting.
Visitors: Resident, Russell L. Zeine, Jr.
APPROVE MINUTES of Previous Meetings:
Prior to tonight’s meeting, copies of the February 27, 2014 Minutes from the Regular Monthly Meeting were distributed to Board Members for their review.
MOTION to accept the Minutes as presented made by Tal Beckman; second Bill Gerdes. The
motion passed unanimously with all ayes.
AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:
1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary March 27, 2014.
Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.
2. MOTION to accept for payment the General Assistance Fund Invoice as presented to the Board on the Disbursement Summary March 27, 2014.
Motion Bill Gerdes; second Gary Thomas. The motion passed with all ayes on a roll call vote.
3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary March 27, 2014.
Motion Tal Beckman; second Jim Bailey. The motion passed with all ayes on a roll call vote.
4. MOTION to accept the transfer of payment for the following expenses to Joint Bridge Fund as presented to the Board on the Disbursement Summary dated March 27, 2014.
TOTAL TRANSFER shall be $ 11,647.68.
.These expenses were inadvertently paid from Road & Bridge Fund this fiscal year ~see itemized invoices to be transferred from Road & Bridge Fund to Joint Bridge Fund.

TOWN BUILDING, GROUNDS & EQUIPMENT: nothing.
COMMUNICATIONS & Correspondence:
1. Township Officials of Illinois Risk Management:
TOIRMA Premium Dividend $2,158. has been received. The dividend is 15% of our premium contribution paid for the program year June 1, 2008 ~ 2009. This is the 23rd consecutive year of dividends paid to member townships. 30% of the refund is for Town Fund $ 647.40; 70% is a Road Fund reimbursement $1,510.60.
2. Acknowledgement received from the Peoria County Auditor’s Office for the contribution Hollis Township made to the “Final Salute” Veterans Memorial @ the Courthouse, as well as confirmation of the inscription we requested to be placed on the brick – “In Honor of Hollis Township Veterans.”
TOWN BUSINESS ~ Supervisor:
The Supervisor attended a Peoria County Zoning Meeting on March 5, 2014, held at the Village Hall in Mapleton.
The Village of Mapleton is in the process of mapping their Village to establish residential and commercial areas in an effort to attract more people and businesses to the Village. They have hired a firm to help with the planning.
CLERK BUSINESS / Business & Comments:
Statements of Economic Interest were collected from our Township Officials. Kelsey Archer filed the Statements on March 20, 2014 at the Peoria County Clerk’s Office ~ Election Division. Individual receipts will be given to Hollis Township Officials tonight.
The deadline for filing statements is May 1, 2014.
ROAD BUSINESS ~ Highway Commissioner:
1. Our full time road district employee has resigned effective March 28, 2014. The Road Commissioner is considering replacing this full time position with a part-time employee sometime later in the spring.
2. Our Road Commissioner has ordered 200 tons of salt for next winter. Peoria County required this ordered be placed by March 14, 2014.
We will plan on mixing salt with cinders for the next winter season to help prevent the clumping of salt we have been experiencing this winter. We should receive our salt supply in September.
3. We will begin cold patch repairs on our roads as soon as possible.
4. As soon as the threat of snow has subsided, we will remove the plows and salt spreaders from our trucks. The snow related equipment will be cleaned and painted before storing so it will be ready for next winter.
5. Peoria County Highway Department Motor Fuel Tax: Hollis Township Report ~
Currently, only an estimated balance is available $ 45,900.00. There is a problem with the Peoria County data base – the State has interceded to try to solve the dilemma.
Our Road Commissioner, Dennis Beckman has questioned the County regarding the lack of monthly reports. The County has not been handling the MFT the way the State of Illinois requires; therefore, the State is working on the process. Hopefully, this will be resolved in the near future.

TAX ASSESSOR’S OFFICE / Information / Business: nothing.
OLD UNFINISHED BUSINESS: No one asked for reservations for Topics Day, April 30, 2014.
NEW BUSINESS:
1. MOTION to approve the Appointment of GREGORY S. HILL as Trustee for the Tuscarora Fire Protection District for a term of 3 years beginning May 3, 2014 and continuing until the first Monday in May 2017 or until his successor is qualified.
Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.
There are 5 sets of documents which require signatures of Hollis Board Members. (Two pages in each set require signatures.)
The Township Clerk shall take all 5 sets to the Peoria County Clerk; each set will be date stamped by the County Clerk’s Office. One set remains with the Peoria County Clerk; one set is retained by Hollis Township; three sets shall be returned to Jack Rendleman.
2. MOTION to approve the Agenda for the Annual Town Meeting to be held on Tuesday, April 8, 2014. (A copy of the Annual Town Meeting Agenda shall be attached to the Minutes of this meeting.)
Motion Bill Gerdes; second Jim Bailey. The motion passed unanimously with all ayes.
Note: To place an item on the Agenda for the Annual Town Meeting, a written request must have been received by March 1, 2014 and contain signatures of at least 15 registered voters in Hollis Township.
No requests were received by our Town Clerk from citizens asking to place an item on the Agenda.
Notice of Annual Town Meeting shall be posted on our 3 bulletin boards within the Township at least 10 days prior to the Annual Town Meeting. We are not required to publish this notice.
3. MOTION to adjourn made by Jim Bailey; second Tal Beckman. The motion passed unanimously with all ayes. The Meeting adjourned at 7:39 P.M.
