MINUTES REGULAR MONTHLY BOARD MEETING
THURSDAY, APRIL 24, 2014
After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order @ 7:00 P.M. at the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.
Noting the excused absence of our Clerk, the Supervisor asked Trustee Jim Bailey to take the minutes of this meeting.
Board Members Present:
Supervisor Gary W. Thomas; Trustees: William J. Gerdes, Tal B. Beckman, James E. Bailey and Brian B. Fengel. Clerk Kelsey A. Archer was excused.
The Supervisor announced a quorum was present.
The Road Commissioner Dennis R. Beckman attended this meeting. The Tax Assessor Alice B. Dailey was not available tonight.
Visitors: Mrs. Marcella Stetler, President of the Maple Ridge Cemetery Board of Trustees
APPROVE MINUTES of Previous Meetings:
1. Prior to tonight’s meeting, copies of the March 27, 2014 Minutes from the Regular Monthly Meeting were distributed to Board Members for their review.
MOTION to accept the Minutes as presented made by Tal Beckman; second Brian Fengel. The
motion passed unanimously with all ayes.
2. Prior to tonight’s meeting, copies of the April 7, 2014 Minutes from the Trustees Annual Accounting Meeting were distributed to Board Members for their review.

motion passed unanimously with all ayes.
3. Prior to tonight’s meeting, copies of the April 8, 2014 Minutes from the Annual Town Meeting were distributed to Board Members for their review and for corrections only.
These Minutes have been signed by the Moderator and the Town Clerk and will be approved by the electors at the next Annual Town Meeting, Tuesday April 14, 2015.
No action necessary from the Board of Trustees.
AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:
1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary April 24, 2014.
Motion Tal Beckman; second Bill Gerdes. The motion passed with all ayes on a roll call vote.
2. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary April 24, 2014.
Motion Bill Gerdes; second Tal Beckman. The motion passed with all ayes on a roll call vote.
TOWN BUILDING, GROUNDS & EQUIPMENT: Office Building ~ Lawn Care 2014 Season:
MOTION to approve re-hiring Darcy Ray’s Lawn Service for this 2014 Season: cost remains @ $40.00 per mowing; $15. per hour to trim shrubs as needed; cost per pound to apply weed and feed and $15. per hour to apply. Verification for her insurance coverage was received this week.
Motion Brian Fengel; second Tal Beckman. The motion passed with all ayes on a roll call vote.
COMMUNICATIONS & Correspondence:
TOWN BUSINESS ~ Supervisor:
The Supervisor is scheduled to attend a meeting on May 7, 2014 at the Mapleton Village Hall regarding the economic planning and development of the Mapleton area.
CLERK BUSINESS / Business & Comments:
ROAD BUSINESS ~ Highway Commissioner:
1. The Road Commissioner has hired another part-time employee. Effective April 14, 2014, Oliver D. Jacobs, Jr. ( J.R. ) began working for the Hollis Township Road District.
2. Engineer Patrick Meyer reported to Denny that the FEMA reimbursement for the 2013 spring flooding has been approved. We anticipate an estimated $18,000. for part of the damages sustained by the Township. When the application was submitted a year ago, we were told to expect to wait a year or longer before funds would be received from FEMA.
3. The bid contracted work awarded to Pipe Vision in January 2014 is expected to begin sometime in mid summer. This is a Joint Bridge Fund project to re-line some of the currently existing culverts in Hollis Township.
The Peoria County Highway Department has a “puller” which we can use to help install plastic liners in other culverts which were not included in the Pipe Vision bid work.
4. Peoria County Highway Department Motor Fuel Tax: Hollis Township Report ~ only an estimated $45,000. fund balance is available at this time.
TRUSTEES/ Information / Business:
Trustee Jim Bailey spoke about the financial solvency of the Maple Ridge Cemetery. He discussed the possibility of contacting our Township Attorney to get details about the procedure for the conveyance of the cemetery to our Township, or what other legal action may be possible for us to assist them.
Marcella Stetler commented that the new portion of their property would give them 301 new plots to sell after it is surveyed. 15% of the sale of each plot must go into the perpetual care fund, which their Board cannot access for maintenance fees. They have approximately $70,000. in that perpetual fund at this time.
After discussion the following motion was made:
MOTION to send a letter to the Peoria County State’s Attorney to ask under what circumstances the Maple Ridge Cemetery Board can use their perpetual care fund and if the Township or County can legally assist them financially? Could he suggest options that would help them financially?
Motion Brian Fengel; second by Tal Beckman. The motion passed with all ayes on a roll call vote.

Copies of the Tentative Budget & Appropriation Ordinances for the Town and Road District were presented to Board Members.
We will approve the Tentative Budgets tonight and we will adopt the final Budgets on May 29, 2014 at hearings to be held at 7:00 and & 7:15 P.M. prior to our Regular Monthly Meeting.
The following motions were made after discussion and review of the Ordinances:
1. MOTION to approve ORDINANCE NO. 2014 ~ 06: Tentative Budget & Appropriation Ordinance for the Township of Hollis for the fiscal year beginning April 1, 2014 and
ending March 31, 2015.
Motion Brian Fengel; second Tal Beckman. The motion passed with all ayes on a roll call vote.
2. MOTION to approve ORDINANCE NO. 2014 ~ 07: Tentative Budget & Appropriation Ordinance for the Single Township Road District of Hollis for the fiscal year beginning April 1, 2014 and ending March 31, 2015.
Motion Brian Fengel; second Tal Beckman. The motion passed with all ayes on a roll call vote.
3. MOTION to adjourn made by Jim Bailey; second Gary Thomas. The motion passed unanimously with all ayes. The meeting adjourned at 8:35 P.M.
