MINUTES REGULAR MONTHLY BOARD AUDIT MEETING

THURSDAY, MAY 29, 2014 @ 7:30 P.M.

After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order at 7:30 P.M. at the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.

Board Members Present:

Supervisor, Gary W. Thomas; Clerk, Kelsey A. Archer; Trustees: William J. Gerdes, James E. Bailey and Brian B. Fengel. Trustee, Tal B. Beckman was excused.

The Supervisor announced a quorum was present.

The Road Commissioner, Dennis R. Beckman and the Tax Assessor, Alice B. Dailey attended this meeting.

Visitors: none.

APPROVE MINUTES of Previous Meetings:

1. Copies of the April 24, 2014 Minutes from the Regular Monthly Meeting were distributed to Board Members for their review.

MOTION to accept the Minutes as presented made by Brian Fengel; second Bill Gerdes. The motion passed unanimously with all ayes.

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary May 29, 2014.

Motion Brian Fengel; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

2. MOTION to approve the payment from Town Fund (prior to our next Board Meeting) of $240.00 to C.W. Septic Service for pumping the septic tank at the Town Hall on Wednesday, May 28, 2014.

Payment is requested at the time of service; however, a check dated within a week of service was acceptable.

Motion Jim Bailey; second Brian Fengel. The motion passed with all ayes on a roll call vote.

3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary May 29, 2014.

Motion Bill Gerdes; second Brian Fengel. The motion passed with all ayes on a roll call vote.

4. MOTION to accept for payment the Joint Bridge Fund Invoice as presented to the Board on the Disbursement Summary May 29, 2014.

Motion Jim Bailey; second Gary Thomas. The motion passed with all ayes on a roll call vote.

TOWN BUILDING, GROUNDS & EQUIPMENT:

Trustee Jim Bailey cleaned & removed all the weeds from the flower beds around the Town Hall Building.

COMMUNICATIONS & Correspondence:

1. Peoria County – Department of Planning & Zoning –

One case which has been resolved – a property on Sunflower Drive was cited for a swimming pool which did not have a fenced barrier around the pool.

2. Zoning Board of Appeals Hearing on June 12, 2014 :

Hollis Township has 2 petitions for variance which will be heard on this date:

A. Keith & Michelle Hubble @ 5709 Thomas Court – proposes to construct a 1,564 sq ft storage building, which results in a variance request of 1008 sq.ft.

B. Albert & Elsie Lynn @ 9181 So. Powell Road – proposes to construct a shed at a distance of 8 feet from the side property line, resulting in a variance request of 7 feet.

Written comments for these petitions are needed by June 3, 2014 in order to be included in the staff report for the June 12th hearing.

3. The Hollis Cemetery Restoration Organization recently celebrated their 20 year anniversary celebration. This not-for-profit group has been maintaining Hollis Cemetery in a clean & respectful condition since 1994. The cemetery is 176 years old.

There was an article and pictures featured in the Peoria Journal Star on Monday, May 19, 2014.

TOWN BUSINESS ~ Supervisor:

Gary Thomas attended a meeting at the Mapleton Village Hall, May 7, 2014 regarding ideas to promote the economic development of Mapleton and the surrounding area.

CLERK BUSINESS / Business & Comments:

The Clerk will file the Town and Road District Budget and Appropriation Ordinances with the Peoria County Clerk’s office within the next 30 days, as required by statute.

ROAD BUSINESS ~ Highway Commissioner:

1. Our new employee is doing a good job. The board approved having J.R. spray for ants around the exterior of the office building at a cost of $70.

2. We are waiting for Peoria County to apply tree sap to our roads that have been graded to help keep the dust under control. The sap is also a pre-curser primer before applying the seal coating.

3. We hired Limestone Township to sweep our roads that were seal coated last year in Saddlebrook subdivision. We were getting complaints that the rocks are coming up from the seal coating. They are asking for more oil to be applied.

4. Our road crew has been working on some small projects that were not finished last year.

4. Peoria County Highway Department Motor Fuel Tax: Hollis Township Report ~ Nothing more current than the $45,000. balance reported last month.

TRUSTEES/ Information / Business:

Trustee Jim Bailey is waiting for a response to a letter he submitted to the Peoria County State’s Attorney with regard to the Maple Ridge Cemetery which was discussed last month.

TAX ASSESSOR’S OFFICE / Information / Business:

Alice Dailey commented on the 2013 Property Tax bills that were sent out last month, noting that since the property values went down, the rates have gone up.

2014 TOI EDUCATION DISTRICT 6 TRAINING ~ Friday, July 11, 2014

Deadline to register is July 7; therefore, we will finalize registration prior to our next Board Audit Meeting on June 26, 2014. Please indicate your interest in attending either tonight, or call the office to make your reservation no later than Monday, June 23, 2014. Thank you!

1. MOTION to approve paying the registration fee of $50.00 per person for Hollis Township Officials and the Secretary to attend the TOI Training Session on Friday, July 11, 2014 in East Peoria, Illinois

Motion Jim Bailey; second Brian Fengel. The motion passed with all ayes on a roll call vote.

At this time, the following individuals asked to register for this Training Session: Gary Thomas, Dennis Beckman, Jim Bailey and Joleen Bailey.

2. MOTION to adjourn made by Brian Fengel; second Bill Gerdes. The motion passed unanimously with all ayes. The Meeting adjourned at 8:20 P.M.
