MINUTES REGULAR MONTHLY BOARD MEETING
THURSDAY, FEBRUARY 27, 2014
After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order at 7:00 P.M. @ the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.
Board Members Present for roll call:
Supervisor Gary W. Thomas; Clerk Kelsey A. Archer and Trustees: William J. Gerdes, James E. Bailey and Brian B. Fengel.
The Supervisor announced a quorum was present. Trustee Tal B. Beckman arrived at 7:04 P.M.
The Road Commissioner Dennis R. Beckman and the Tax Assessor Alice B. Dailey attended
this meeting.
Correction to Agenda: Audit Current Expenditures: Add motion to approve General Assistance invoice.
APPROVE MINUTES of Previous Meetings:
Prior to tonight’s meeting, copies of the January 30, 2014 ~ Minutes from the Regular Monthly Meeting were distributed to Board Members for their review.
MOTION to accept the Minutes as presented made by Brian Fengel; second Bill Gerdes. The
Motion passed unanimously with all ayes.
AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:
1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary February 27, 2014.
Motion Jim Bailey; second Brian Fengel. The motion passed with all ayes on a roll call vote.
2. MOTION to approve payment of the General Assistance Fund Invoice as presented to the Board on the Disbursement Summary February 27, 2014. ( flat grant to resident for rent – February 6, 2014 )
Motion Tal Beckman; second Bill Gerdes. The motion passed with all ayes on a roll call vote.
3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary February 27, 2014.
Motion Bill Gerdes; second Jim Bailey. The motion passed with all ayes on a roll call vote.
Special Notation:
4. MOTION to accept for payment the following expense from Road & Bridge Fund:

This transfer is reimbursement to Town Fund for the Annual Salary of the Supervisor who serves as the Treasurer of the Road District (it is a set amount and cannot be more than $1,000.)
for the current fiscal year 2013-2014. This $1,000. amount is included in the Supervisor’s Annual Salary of $7,040.

TOWN BUILDING, GROUNDS & EQUIPMENT: nothing.
COMMUNICATIONS & Correspondence:
Note to Township Officials: Statements of Economic Interest forms ~ When you receive the form from the County Clerk’s Office, please bring it to our March meeting. The completed forms are to be filed no later than May 1, 2014 to avoid penalties.
Our Township Clerk, Kelsey Archer will deliver these completed forms to the Peoria County Clerk’s Office to be filed and date stamped. A copy of the full form will be retained by our office as part of our permanent records. Our auditors require access to a copy of the full form.
The receipt portion of this statement will be returned to all officials after the forms are filed with the County Clerk.
TOWN BUSINESS ~ Supervisor:
1. Federal Bank Securities have been increased from $400,000. to $500,000. effective Feb. 28, 2014.
2. Illinois Valley Fuller Center: A veterans assistance organization is looking for Veterans who fall within a qualifying income bracket who are in need of assistance in 2014. A full copy is available upon request.
3. The Supervisor responded to the person who sent a fax regarding the Tax Assessor.
CLERK BUSINESS / Business & Comments:
There have been some problems with the Hollis Township web-site. Eric Lofgren is working on restructuring the site.
ROAD BUSINESS ~ Highway Commissioner:
1. SNOW, ICE, – ETC. Many overtime hours have been paid again this past month. All of our operating costs have increased substantially. Several weeks ago, we had used most of our salt supply and have not been able to replenish it. Peoria County indicated they were out of salt and an additional supply was not available to Hollis.
We purchased cinders to mix with our remaining salt supply to use on our roads.
2. Peoria County Highway Department Motor Fuel Tax: Hollis Township Report ~ no current information available. The last report we received was dated January 9, 2014.
TRUSTEES/ Information / Business:
There is a soft spot at the bottom of the hill on Airport Road which is maintained by Peoria County. Trustee Fengel had reported the poor road condition and was informed that the County will take care of it.
TAX ASSESSOR’S OFFICE / Information / Business:
Mike Tubbs and Alice Dailey had reviewed and updated properties in Hollis Township; however, not all of this information had been posted by the Peoria County Supervisor of Assessments Office.
Since the retirement of Mike Tubbs, Alice Dailey is working and coordinating with Andrew Couri in the Supervisor of Assessments Office. In recent weeks, all Hollis Township information has been posted appropriately.
OLD UNFINISHED BUSINESS:
The information we requested has been received from the Peoria County Auditor’s Office: The inscription on the brick donated by Hollis Township in 2006 for the World War I & II Veterans Memorial at the Peoria County Courthouse grounds was: “In Honor of Hollis Township Veterans “
The Hollis Township Board agreed that this same inscription will be acceptable for the brick which will be placed at the new “Final Salute” War Memorial to honor Peoria County Veterans of all wars after WWII as well as any future conflicts.

2. Township Officials of Illinois ~ 32nd ANNUAL TOPICS DAY ~ Wednesday, April 30, 2014 in Springfield, Illinois. TOI deadline for reservations is April 23, 2014. Cost is $75.00 per person.
Registration includes lunch, handout materials and the reception.
Motion to approve payment of $75. per person registration fee for the 32nd Annual Topics Day, Wednesday, April 30, 2014 beginning at NOON @ the Hilton Springfield in downtown Springfield, Illinois.
Motion Bill Gerdes; second Tal Beckman. The motion passed with all ayes on a roll call vote.
If possible, the check for reservations will be issued with our March 27, 2014 Regular Monthly Board Audit.
