MINUTES ANNUAL TOWN MEETING
TUESDAY, APRIL 08, 2014
This meeting was called to order by the Clerk, Kelsey A. Archer at 7:00 P.M. at the Hollis Township Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.
After the Pledge of Allegiance to the Flag, the Clerk called for a motion to set the Moderator's salary for this meeting.
MOTION by Gary Thomas; second by Brian Fengel to set the salary for the Moderator at $30.00 for this meeting. The motion passed with all ayes.
The Clerk called for nominations for moderator:
A MOTION by Brian Fengel; second by Gary Thomas nominating Tal B. Beckman as moderator.
The Clerk called a total of three times for nominations for moderator. There were no other nominations.
A MOTION by Alice Dailey; second by Joleen Bailey to close nominations. The motion passed with all ayes.
The Clerk asked for a vote, which elected Tal B. Beckman as moderator of this meeting. He was elected with all ayes.
The Clerk then swore Tal B. Beckman into the office of Moderator. He became the Chairman of the meeting.
OLD BUSINESS:
The Moderator asked the Clerk to read the Minutes from last year's Annual Town Meeting, Tuesday April 16, 2013. The Minutes were read.
A MOTION by Jim Bailey; second by Alice Dailey to approve the minutes as read. The motion passed unanimously with all ayes.
NEW BUSINESS:
The Moderator asked the Clerk to read the Supervisor's Annual Report and the Highway Commissioner's Report, for the Fiscal Year April 1, 2013 through March 31, 2014 which include the Town Fund, General Assistance Fund, Road and Bridge Fund, Equipment and Building Fund and Joint Bridge Fund. The reports were read.
A MOTION by Brian Fengel; second by Jim Bailey to accept the Supervisor's Annual Report and the Highway Commissioner's Report for the funds listed above. The motion passed unanimously with all ayes.
The Moderator asked the Clerk to read the five ordinances submitted for this meeting. The Ordinances were read and motions for acceptance were made as listed herein:
1. ORDINANCE NO. 2014-01; Regarding Fixing date and location for the Next Annual Town Meeting ~ Tuesday, April 14, 2015 at the hour of 7:00 P.M. @ the Hollis Town Hall.
MOTION by Gary Thomas; second Joleen Bailey to institute Ordinance No. 2014-01. The motion passed with all ayes.
2. ORDINANCE NO. 2014-02; Regarding the Establishment of Property Record System.
MOTION by Joleen Bailey; second Alice Dailey to institute Ordinance No. 2014-02. The motion passed with all ayes.
3. ORDINANCE NO. 2014-03; Regarding Liability Insurance.
MOTION by Jim Bailey; second Gary Thomas to institute Ordinance No. 2014-03. The motion passed with all ayes.
In 2013: The Town Premium was $4,330. & the Road District Premium was $10,103.
In 2014, TOIRMA premium reimbursements were: Town Fund - $647. & Road Fund - $1,511.
4. ORDINANCE NO. 2014-04; Authorizing Contracts for Senior Citizens Services.
MOTION by Brian Fengel; second Gary Thomas to institute Ordinance No. 2014-04. The motion passed with all ayes.
5. ORDINANCE NO. 2014-05; Authorizing Appropriation of Funds / Hollis Cemetery Restoration Association.
MOTION by Joleen Bailey; second Alice Dailey to institute Ordinance No. 2014-05. The motion passed with all ayes.

MOTION by Brian Fengel; second Jim Bailey to authorize the Road Commissioner to sell these items as listed. The motion passed with all ayes.
NO OTHER BUSINESS SHALL BE DISCUSSED
. There were no written notices received by the Township Clerk. March 1, 2014 was the last day for at least 15 or more registered voters in the Township to request an agenda item by petition and signatures for consideration by the Electors at the Annual Town Meeting by giving written notice. and
MOTION by Jim Bailey; second Gary Thomas to adjourn. The motion passed with all ayes. Meeting adjourned at 7:22 P.M.
