MINUTES, REGULAR MONTHLY BOARD AUDIT MEETING

THURSDAY, JUNE 25, 2015 @ 7:30 P.M.

After the Clerk announced the Pledge of Allegiance to the Flag @ 7:30 P.M., the Supervisor called the meeting to order at the Hollis Town Hall, 6430 W. Wheeler Road, Mapleton, Illinois 61547-9615.

Board Members Present for Roll Call:

Supervisor, Gary W. Thomas; Clerk, Kelsey A. Archer; Trustees: William J. Gerdes, James E. Bailey and Brian B. Fengel.

The Supervisor announced a quorum was present. Trustee Tal B. Beckman was absent.

The Road Commissioner Dennis R. Beckman and the Tax Assessor Alice B. Dailey attended this meeting.

There were no visitors and no changes or additions to the Agenda were noted.

APPROVE MINUTES of Previous Meetings:

1. Prior to tonight’s meeting, copies of the May 28, 2015 Minutes from the Regular Monthly Meeting were distributed to Board Members for their review.

MOTION to accept the Minutes as presented made by Bill Gerdes; second Jim Bailey. The motion passed unanimously with all ayes.

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary June 25, 2015

Motion Brian Fengel; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

2. MOTION to accept for payment all General Assistance Invoices as presented to the Board on the Disbursement Summary June 25, 2015

Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.

3. MOTION to acknowledge and accept the following transfer of funds with regard to the

General Assistance Fund:

Due to the recent increase in General Assistance monthly flat grant recipients, one Emergency Assistance recipient in June and with the annual premium due for the Catastrophic Medical Insurance, it was necessary to cash out the General Assistance Certificate of Deposit # 25629 / the amount of the C.D. on June 16, 2015 was $91,211.72 held by Better Banks in Bartonville, Illinois.

The penalty for early withdrawal was $91.20.

$20,000. was deposited into the General Assistance Checking Account to meet the anticipated obligations from this fund in the coming 18 months.

A new Certificate of Deposit # 26170 was opened June 16, 2015 in the amount of $71,120.52 for a term of 18 months at a rate of .20%. The new CD will mature December 16, 2016.

4. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary June 25, 2015.

5. MOTION to accept for payment the Equipment & Building Fund Invoice as presented to the Board on the Disbursement Summary June 25, 2015. [2011 J.Deere 310SJ Tractor & Backhoe Loader]

This is the 4th annual payment of 5 @ $8,500.00. (principal $6,665.78 / interest $ 1,834.22)

[ The 6th and final payment is due July 18, 2017 in the amount of $35,156.06. ]

TOWN BUILDING, GROUNDS & EQUIPMENT:

Darcy Ray, who mows the grounds surrounding the office building, called to report an unusual amount of water out in back of the office building and an area of grass that was mounded. She knew the property was not like that the week prior when she mowed.

A water leak was found out near the light pole along Wheeler Road. The Road Commissioner shut the water off on Saturday, June 20, and repaired the cracked pipe on Monday, June 22, 2015.

TOWN BUSINESS ~ Supervisor:

There is a house on Wheeler Road that burned some time ago; the owners had obtained a building permit; however, the house remains as it was after the fire and is in an unsafe condition. Peoria County will discuss this property at a Zoning Hearing scheduled for August 31, 2015.

The house on Tuscarora Road next door to the Tuscarora Fire Department is still pending as a

bankruptcy case.

ROAD BUSINESS ~ Highway Commissioner:

1. The railroad closing Rt 9 @ Rt 24 caused a great deal of extra work for the road crew.

Even though signs were placed at Route 24 at the intersection with S. Cameron Lane (bottoms road) indicating Road Closed Due to Flooding, Rough Road, Travel at Your Own Risk trying to discourage vehicles from using that road to access Pekin, hundreds of cars were going through on that rough farm road every day – both directions – and many vehicles moving quickly

.Our road crew hauled approximately 400 tons of millings and graded that gravel road repeatedly to help improve the surface where possible. [This was between 20 to 25 truck loads of material.]

It was a great relief that the closing only lasted 6 days instead of the 3 weeks which had been announced originally.

2. We have had lots of machinery repairs this past month. The Road Commissioner noted that both the tandem and the one-ton truck have had sensor replacements. He expects to get the tandem back tomorrow.

3. Peoria County Highway Department Motor Fuel Tax: Hollis Township Motor Fuel Tax Un-obligated Fund Balance Report ~ dated June 11, 2015:

Hollis’ beginning Balance May 5, 2015 $ 15,220.60.

Deduct IDOT Maintenance Authorization May 29, 2015 - 34,000.00

Add the allotment for June 2, 2015 $ 3,024.59

Leaves Hollis with a negative balance June 2, 2015 [$15,754.36]

The Road Commissioner explained his understanding of this report.

 

TRUSTEES/ Information / Business:

Bill Gerdes would like to address the height a which wires are strung across our roadways. He may call TOI in Springfield and/or discuss this issue at the Topics Day event.

 

TAX ASSESSOR’S OFFICE / Information / Business:

Alice is expecting to have an updated list of all properties in Hollis Township. She anticipates a lot of telephone calls due to the increase in property taxes assessed on property owners.

 

NEW BUSINESS:

1. MOTION to hire Willock Warning & Co., P.C. to complete the required Illinois State Comptroller’s Report and the GASB Reports for fiscal year ended March 31, 2015.

Noting that their fee last fiscal year was $560.; the fee is variable each year with regard to the Road District’s changes in equipment and the hours required to update depreciation schedules for the old and new equipment. The total cost is split 50/50 between the Town and the Road & Bridge Funds.

for the Township of Hollis, as of June 25, 2015.

Motion Brian Fengel; second Bill Gerdes. The motion passed with 3 ayes and 1 nay cast by Trustee Jim Bailey.

 

3. MOTION to adopt the PREVAILING WAGE ORDINANCE NO. 2015 ~ 09

for the Road District of Hollis Township, as of June 25, 2015.

Motion Brian Fengel; second Bill Gerdes. The motion passed with 3 ayes and 1 nay cast by Trustee Jim Bailey.

Note:

Within 30 days after adoption, NOTICE OF PREVAILING WAGE ORDINANCES shall be published in a local newspaper with circulation in Hollis Township.

This year Hollis will publish in the Peoria Journal Star as a combined notice with other townships in Peoria County. The cost of this publication will be borne by the Peoria County Township Officials Association. The notice will list our Township, the Clerk’s name and signature, and the date the ordinance was adopted.

John Dawson, Secretary of the PCTOA will manage the publication. Each year the PCTOA sends an invitation to publish jointly; however, some years the joint publication seemed untimely due to our adoption date; however, this year we are certain that our legal requirement to publish within 30 days will be met.

 

Within 15 days after adoption, ORIGINAL, COMPLETE SETS OF EACH PREVAILING WAGE ORDINANCE

(the entire document, including the wage rates) shall be forwarded to the Illinois Department of Labor, Conciliation and Mediation Division, 900 South Spring Street, Springfield, Illinois 62704-2725.
