MINUTES ~ REGULAR MONTHLY BOARD AUDIT MEETING
THURSDAY ~ DECEMBER 28, 2017 ~ 7:00 P.M.
After the Clerk led the Pledge of Allegiance to the Flag @ 7:00 P.M., the Supervisor called the meeting to order at the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.
Board Members Present for Roll Call:
Supervisor William J. Gerdes; Clerk Cheryl A. Archer; Trustees: James E. Bailey,
Justin R. Egan, Maryann S. Morrison and Rich D. Murray.
The Supervisor announced a quorum was present.
The Road Commissioner Dennis R. Beckman and the Tax Assessor, Alice B. Dailey
attended this meeting.
There were no corrections or additions to the Agenda. There were no visitors.

APROVE MINUTES of Previous Meetings:
Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, November 30, 2017 were distributed to Board Members for their review.
MOTION to accept the Minutes as presented made by Murray; second Morrison. The motion
passed unanimously with all ayes.

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:
1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary December 28, 2017 in the amount of $ 7,723.62.
Motion Egan; second Murray. The motion passed with all ayes on a roll call vote.

2. MOTION to accept for payment all General Assistance Invoices as presented to the Board on the Disbursement Summary December 28, 2017 in the amount of $ 3,760.96
Motion Morrison; second Egan. The motion passed with all ayes on a roll call vote.

3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary December 28, 2017 in the amount of $ 18,205.28.
Motion Egan; second Murray. The motion passed with all ayes on a roll call vote.

4. MOTION to accept for payment the Joint Bridge Fund Invoice as presented to the Board on the Disbursement Summary December 28, 2017 in the amount of $ 317.34.
Motion Morrison; second Egan. The motion passed with all ayes on a roll call vote.

CLERK BUSINESS :
Our Clerk filed the Town & Road District Tax Levy Ordinances for the year 2017 (payable to us in 2018) with the Peoria County Clerk’s office on Friday, December 1, 2017.
A date stamped copy of each Ordinance was returned to Hollis Township as verification of our filing with the Peoria County Clerk. These Odinances shall be filed in the Hollis Township Ordinance Records Notebook as a permanent record.

ROAD BUSINESS ~ Highway Commissioner:
1. The road crew discovered some problems with the salt spreader after a “dry-run”; corrections were made to the machinery and we were ready to take care of the roads before and after the recent snow on Christmas Eve.
2. There was another traffic accident at the intersection of Route 24 and Cameron Lane. A vehicle traveling northbound on Route 24 was stopped in the turn lane, waiting to turn left onto Cameron lane and was rear-ended by another vehicle.
Our Road Commissioner and other road employees were on the scene directing traffic around the collision while waiting for police to arrive. Apparently, there were no serious injuries.
3. Regarding the incident with our 2004 Tandem truck on November 30, 2017, when the seating area on the cab of the truck was seriously damaged by a falling tree which was dead and very decayed; the Road Commissioner has been working with our insurance provider TOIRMA waiting for them to decide whether to repair or replace the truck. Fortunately, the driver of our truck was not injured; it was a very close call for our employee.
Center State International in Peoria is recommending we have the truck repaired by Ken’s Truck Repair in Goodfield, Illinois.
The Road Commissioner will provide more information when it is available.
4. The Peoria County Highway Department Motor Fuel Tax Report for Hollis Township:
No current information has been received. The last report was dated October 13, 2017.

TAX ASSESSOR’S OFFICE / Information:
The Peoria County Supervisor of Assessments mailed notices to Peoria County property owners who are currently receiving the Senior Citizens Homestead Exemption. The purpose is to provide those residents with the current PTAX-340 - 2018 Application for the Senior Citizens Assessment Freeze Homestead Exemption.
This exemption allows seniors who are 65 years of age or older during 2018, with a total 2017 household income of $65,000. or less, to freeze the assessed value of their home at a base year value.
An individual must file an application by September 1 of every year if they believe they are qualified to receive this exemption.

OLD UNFINISHED BUSINESS:
As we reported in the October 2017 Minutes, the Peoria County Township Officials Association sent a Notice of Dissolution of their Association.
We received a letter from the PCTOA dated December 9, 2017, along with a check for Hollis Township in the amount of $950. which was our equal share of the remaining balance in their treasury after all invoices for the association had been paid and the association was officially dissolved.
This check was deposited in our Town Fund Account in December. Hollis Township paid annual dues in the amount of $100.00 to belong to this association.

NEW BUSINESS:
There was discussion by the Board of Trustees regarding the Sexual Harassment Ordinances listed below which are mandated to be adopted by Hollis Township no later than January 15, 2018. After review of these Ordinances the following motions were made:
1. MOTION to Adopt ORDINANCE NO. 2017 - 13
for the Township of Hollis / and the Tax Assessor’s Office for the Township of Hollis:
AN ORDINANCE ESTABLISHING A POLICY TO PROHIBIT SEXUAL HARASSMENT
In the Township of Hollis ~ for the TOWN & for the TAX ASSESSOR’S OFFICE.
Motion Morrison; second Murray. The motion passed with all ayes on a roll call vote.
Ordinance shall only be filed in the Office of the Hollis Township Clerk as a permanent record in the ORDINANCE RECORDS NOTEBOOK.

2. MOTION to Adopt ORDINANCE NO. 2017 - 14
for the Single Road District of Hollis Township:
AN ORDINANCE ESTABLISHING A POLICY TO PROHIBIT SEXUAL HARASSMENT
In the Township of Hollis ~ for the SINGLE ROAD DISTRICT OF HOLLIS TOWNSHIP.
Motion Egan; second Bailey. The motion passed with all ayes on a roll call vote.
Ordinance shall only be filed in the Office of the Hollis Township Clerk as a permanent record in the ORDINANCE RECORDS NOTEBOOK.
