MINUTES REGULAR MONTHLY BOARD AUDIT MEETING
THURSDAY, JULY 26, 2018
The Supervisor led the Pledge of Allegiance to the Flag and called the meeting to order at 7:00 P.M. at the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.
Board Members Present for Roll Call:
Supervisor William J. Gerdes; Clerk Linda A. Phillips; Trustees: James E. Bailey; Rhonda L. Hodges; Maryann S. Morrison, and Rich D. Murray
The Supervisor announced a quorum was present.

The Road Commissioner Dennis R. Beckman and the Tax Assessor Alice B. Dailey attended this meeting.
There were no corrections or additions to the Agenda. There were no visitors.

APPROVE MINUTES of Previous Meetings:
1. Prior to tonight’s meeting, copies of the June 28, 2018 Minutes from the Regular Monthly Meeting held at 7:00 P.M. were distributed to Board Members for their review.
MOTION to accept the Minutes as presented made by Morrison; second Murray.
Motion passed unanimously with all ayes.

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:
1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the
Disbursement Summary July 26, 2018 in the amount of $ 6,124.01.
Motion Bailey; second Hodges. The motion passed with all ayes on a roll call vote.

2. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on
the Disbursement Summary July 26, 2018 in the amount of $ 14,887.03
Motion Morrison; second Bailey. The motion passed with all ayes on a roll call vote.

TOWN BUILDING, GROUNDS & EQUIPMENT: Review estimates:
There was a brief discussion from Trustee Rich Murray regarding the estimates to replace the shingles on the office building roof.
Trustee Bailey will review these estimates in the next month. There will be discussion continuing at the next monthly meeting on August 30, 2018.

COMMUNICATIONS & Correspondence:
We did not receive any response to the “Help Wanted” ads placed in the Glasford Gazette and the Limestone Independent Newspaper.
The current plan: Joleen Bailey is willing to continue working under a new hourly standard which is mandatory. Joleen must reduce her hours (to no more than 599 in the next 12 months) to continue working in a position which does not require IMRF participation.
Joleen has agreed to handle the payroll & accounting for Hollis Township & Road District and all documents which are related to payroll & accounting, if she can accomplish these duties working an average of no more than 49.5 hours per month.
Our new Clerk, Linda Phillips will create the Agendas & Minutes each month as well as perform other duties which are known to be responsibilities of the Township Clerk.
The Supervisor, Bill Gerdes will be responsible for checking telephone messages every day and notify individuals who need to respond to those messages.

TOWN BUSINESS ~ Supervisor:
1. For those Board Members who asked for complimentary tickets to the Township Officials Day at the State Fair, you should have received them in the mail on or about July 26, 2018.
2. Bill Gerdes was approached by Jim Slater of CNC FIREWORKS SALES – He is interested in setting up a location to sell fireworks at 6532 US-24 Mapleton, Il. next year for 3 weeks prior & including July 4th. This is where firewood is currently being sold. (Bill Gerdes has a folder with information)
Supervisor Gerdes will inform Jim Slater that Hollis Township has no zoning authority and that he needs to contact IDOT.

CLERK BUSINESS / Comments:
1. Documents appointing Trustee Rhonda Hodges and Clerk Linda Phillips to the Hollis Township Board were filed in the office of the Peoria County Clerk on Monday, July 2, 2018..
2. Legal Notices for Prevailing Wage Ordinances were published in the Glasford Gazette Newspaper on July 19, 2018. Verification of publication will be faxed to the Peoria County Clerk ASAP.

ROAD BUSINESS ~ Highway Commissioner:
1. The “Solar Panel Garden” entrance will be off Powell Road; not off Route 24.
2. Discuss issue regarding a proposed fire works sales location on Route 24.
3. Our road crew is hot patching roads and trying to stay up with mowing roadsides.
4. Cilco Lane will be closed July 30 until August 1, 2018 for repairs to the railroad track crossing.
5. Peoria County Highway Department had two street lights installed on a pole at the intersection of Tuscarora Road & Route 24. This is a great improvement for this area which had not had lighting for a very long time.
6. Peoria County Highway Department Motor Fuel Tax:
As reported last month the June 4, 2018 Motor Fuel Tax Balance for Hollis Township Road District is $53,395.57.
