MINUTES ~ MONTHLY BOARD AUDIT MEETING

THURSDAY, MARCH 21, 2019

After the Clerk led the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order @ 7:00 P.M. @ the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.

Board Members Present for Roll Call:

Supervisor William J. Gerdes; Clerk Linda A. Phillips; Trustees: James E. Bailey; and Maryann S. Morrison.

The Supervisor announced a quorum was present. Trustees Excused: Rhonda L. Hodges and Rich D. Murray.

The Road Commissioner, Dennis R. Beckman, and the Tax Assessor Alice B. Dailey

attended this meeting.

There were no visitors. There were no corrections or additions to the agenda.

APPROVE MINUTES of Previous Meetings:

Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, February 28, 2019 were distributed to Board Members for their review.

MOTION to accept the Minutes as presented made by Maryann Morrison; seconded by Jim Bailey. Motion passed unanimously with all ayes.

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:

1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary dated March 21, 2019 in the amount of $5,794.59

Motion: Morrison; second Bailey. The motion passed with all ayes on a roll call vote.

2. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary dated March 21, 2019 in the amount of $ 17,420.76

Motion Bailey; second Morrison. The motion passed with all ayes on a roll call vote.

COMMUNICATIONS & Correspondence:

1. Township Officials of Illinois Risk Management ~ TOIRMA Premium Dividend for 2019

$ 2,157.00 has been received. [In 2018 the dividend was $ 2,136.00]

The dividend is approximately 15% of our premium contribution paid for the program year June 1, 2013 ~ June 1, 2014. This is the 28th consecutive year TOIRMA has paid dividends to member townships. To be eligible, a township must have been a TOIRMA member for the previous five consecutive years.

30% of the refund is a Town Fund reimbursement ~ $ 647.00

70% of the refund is a Road & Bridge Fund reimbursement ~ $ 1,510.00

These percentages reflect the cost each fund pays for annual premiums.

TOWN BUILDING, GROUNDS & EQUIPMENT:

There was some discussion regarding when mowing around the office building would start and the need to repair the roof on the administrative building as well as painting the front entrance and other trim on the administrative building.

TOWN BUSINESS ~ Supervisor:

Discussed zoning for a building on the Carrillo property off of Tuscarora Road.

CLERK BUSINESS / Business & Comments: There was discussion regarding a couple of people who still need to submit their Statements of Economic Interest.

Clerk, Linda Phillips will file the hard copy forms for the individuals who chose that method of reporting. She will personally deliver those forms to the Peoria County Clerk’s office as soon as possible.

ROAD BUSINESS ~ Highway Commissioner:

1. Road Commissioner, Denny Beckman, has ordered salt for the coming year. It looks like we have made it through this snow season with the salt we have left.

2. Denny advised they are busy patching pot holes where needed.

3. The Peoria County Highway Department Motor Fuel Tax Fund - Report for Hollis Township:

Jan 31, 2019 allotment for January $3,029.20

Jan 31, 2019 interest for January $ 113.58 balance $81,571.72

Feb 2. 2019 Maint. Eng. (per estimate of cost) IDOT disbursed $7,047.64 *

Feb 28, 2019 allotment for February $2,755.32 balance $77,279.40

***Denny elaborated on the $7,047.64 disbursement at the meeting:

(5% is the amount the County charges for engineering projects)

TRUSTEES/ Information / Business: None

TAX ASSESSOR’S OFFICE / Information / Business:

Alice Dailey has had a complaint noting an un-improved property (vacant lot) has been assessed higher than an improved property (with structure). The irregularity has been reported.

OLD UNFINISHED BUSINESS: none.

NEW BUSINESS:

1. MOTION to approve the Appointment of Jack D. Rendleman as Trustee for the Tuscarora Fire Protection District for a term beginning May 7, 2019 and continuing until the first Monday in May, 2022 or until his successor is qualified.

Motion Bailey; second Morrison. The motion passed with all ayes on a roll call vote.

There are 5 sets of documents which require signatures of Hollis Board Members. (Two pages in each set require signatures)

The Township Clerk shall take all 5 sets to the Peoria County Clerk; each set will be date stamped by the County Clerk’s Office. One set remains with the Peoria County Clerk; one set is retained by Hollis Township; three sets shall be returned to Jack Rendleman.

2. MOTION to approve the Agenda for the Annual Town Meeting to be held on Tuesday,

April 9, 2019. (A copy of the Annual Town Meeting Agenda shall be attached to the Minutes of this meeting.)

Motion Morrison; second Bailey. The motion passed with all ayes on a roll call vote.

NOTICE OF ANNUAL TOWN MEETING shall be posted on our 3 bulletin boards within the Township at least 15 days prior to the Annual Town Meeting. (no later than March 25) We do not have to publish this notice.

3. MOTION to approve re-hiring Darcy Ray ‘s Lawn Service to mow & trim the yard around the Town Hall for the 2019 mowing season. $40. per mowing (same rate) / trim shrubs and remove debris $20. per hour (same rate). She will fertilize at cost of product.

A copy of her insurance coverage will be sent to us asap and will be kept as a permanent record in our files.

Motion Morrison; second Bailey. The motion passed with all ayes on a roll call vote.
