TOWNSHIP OF HOLLIS - COUNTY OF PEORIA – STATE OF ILLINOIS
MINUTES – MONTHLY BOARD AUDIT MEETING
THURSDAY, MAY 30, 2019
The Supervisor called the meeting to order @ 7:30 P.M. @ the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.
Board Members Present for Roll Call:
Supervisor William J Gerdes; Clerk Linda A Phillips; Trustees: James E Bailey, Rhonda L Hodges, Maryann S Morrison, and Rich D. Murray.
The Supervisor announced a quorum was present.
The Road Commissioner, Dennis R. Beckman, and the Tax Assessor, Alice B. Dailey attended this meeting.
There were no visitors. There were no corrections or additions to the agenda.

APPROVE MINUTES of Previous Meetings:
1. Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, April 25, 2019 were distributed to Board Members for their review.
MOTION to accept the Minutes as presented made by Rhonda Hodges; second Jim Bailey.
Motion passed unanimously with all ayes.

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:
1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary dated May 30, 2019 in the amount of $ 26,432.81
Motion Maryann Morrison; second Rich Murray. The motion passed with all ayes on a roll call vote.

2. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary dated May 30, 2019 in the amount of $ 24,471.62
Motion Rhonda Hodges; second Rich Murray. The motion passed with all ayes on a roll call vote.

3. MOTION to accept for payment the Joint Bridge Fund Invoice as presented to the Board on the Disbursement Summary May 30, 2019 in the amount of $ 7,230.00.
Motion Rich Murray; second Maryann Morrison. The motion passed with all ayes on a roll call vote.

VISITORS ADDRESSING THE BOARD: None
TOWN BUILDING, GROUNDS & EQUIPMENT:
1. Kreiling Roofing tore off and replaced shingles on the Office Building roof May 13 & 14, 2019.
2. Jack-A-Slab Construction worked on leveling some of the sidewalk joints in front of and around the office building this week on Tuesday, May 28, 2019, at a cost of $750.00.

COMMUNICATIONS & Correspondence:
Peoria County Planning & Zoning:
The May 9, 2019 hearing for a variance request by Charles and Carolyn Johnson to construct a building on their property was approved. Information on this hearing was explained thoroughly during our April 25, 2019 Monthly Meeting. Please see Minutes from the April 25 Meeting for complete details.

TOWN BUSINESS ~ Supervisor:
Bill Gerdes shared information received in a meeting he attended regarding shutting down coal plants in the future. There was also some discussion about cleaning out the shrubs around the administrative building.

CLERK BUSINESS / Business & Comments:
The Clerk advised she would be filing the approved Town & Road Budgets with the Peoria County Clerk within the next ten days.

ROAD BUSINESS ~ Highway Commissioner:
1. After refusing to fully insure our 2004 International tandem truck (which has been restored after the cab was crushed in November 2017), our insurance provider TOIRMA has reconsidered its decision and has now agreed to FULLY INSURE this vehicle. (Township Officials of Illinois Risk Management Assn.) At this time he is still not sure the exact amount it is insured for.
Prior to this time, we were waiting to hear back from the Unland Companies who were working on quoting a premium rate to insure this vehicle for us. Unland had requested information from TOIRMA to complete their review of our loss history; however, TOIRMA was not providing the information to Unland.
2. The road crew has successfully Installed a large culvert across S. Cameron Lane (Pekin bottoms).
3. Because of wet conditions roadside mowing has not been started. Also because of all the rain blacktopping pot holes has been difficult.
4. Peoria County Highway Department Motor Fuel Tax Fund ~ Report for Hollis Road District:
Last balance received was $77,386.26 as of February 2019.

TRUSTEES/ Information / Business: Jim Bailey volunteered to take the shrubs out of the flower beds surrounding the administration building prior to a new landscaping plan for the area.
We will be getting estimates on painting at the administration building that needs to be done.
TAX ASSESSOR’S OFFICE / Information / Business: .
.Alice Dailey has received several telephone inquiries from residents since their 2018 Real Estate Tax statements were sent out. She is working on satisfying property value verses tax.

NEW BUSINESS:
1. A vote to table a MOTION to approve a $2.00 per hour salary increase for our Administrative Assistant to begin June 1, 2019 – salary will be $25.00 per hour until the June Board Meeting.
Joleen is currently working an average of 49 ½ hours per month (must work less than 599 hours per year); therefore the increase would be less than $100. per month.
This would only be the 3rd increase for this position in the past 11 years.
Motion Rich Murray; second Rhonda Hodges. Ayes: Hodges, Morrison, Murray, Gerdes; with Bailey abstaining.
