MINUTES – MONTHLY BOARD AUDIT MEETING
THURSDAY, JUNE 27, 2019
In the absence of the Clerk, the Supervisor led the Pledge of Allegiance to the Flag. and called the meeting to order at 7:00 P.M.
In the absence of the Clerk, the Supervisor asked Trustee Jim Bailey to record the minutes of this meeting June 27, 2019.
Board Members Present for Roll Call:
Supervisor William J Gerdes; Trustees: James E Bailey; Rhonda L Hodges; Maryann S Morrison;
Rich D Murray . Clerk Linda A Phillips Excused.
The Supervisor announced a quorum was present.

The Road Commissioner, Dennis R Beckman, and the Tax Assessor, Alice B Dailey, attended this
meeting.

There were no corrections or additions to the agenda.

APPROVE MINUTES of Previous Meetings:
1. Prior to tonight’s meeting, copies of the May 30, 2019 Minutes from the Special Budget Hearing Meetings held at 7:00 & 7:15 P.M. were distributed to Board Members for their review.
MOTION to accept the Minutes as presented made by Maryann Morrison; second Rhonda Hodges. Motion passed unanimously with all ayes.

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:
1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the
Disbursement Summary June 27, 2019 in the amount of $ 6,019.04.
Motion Maryann Morrison; second Rich Murray. The motion passed with all ayes on a roll call
vote.

2. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary June 27, 2019 in the amount of $ 10,726.54.
Motion Rich Murray; second Rhonda Hodges. The motion passed with all ayes on a roll call
vote.

3. MOTION to accept for payment all Joint Bridge Fund Invoices as presented to the Board on the Disbursement Summary June 27, 2019 in the amount of $ 135.00.00
Motion Rhonda Hodges; second Maryann Morrison. The motion passed with all ayes on a roll call vote.

VISITORS ADDRESSING THE BOARD: Russ Zeine told the Board that the Timber Hollis Fire Dept. has someone who handles all of their bookkeeping including invoices, payroll, all reports that need to be filed and sent, and W-2’s for an annual fee of $3,000.00.

COMMUNICATIONS & Correspondence:
Prevailing Wage Act Changes: Townships & Road Districts no longer need to approve an annual prevailing wage ordinance each June due to the enactment of Public Act 100-117 in March this year which became effective on June 1, 2019.
Prevailing wages must be paid; however, the vendor is now responsible for filing those documents with the State of Illinois and retaining the wage records. Attached, please find a copy of the article published in the Perspective Magazine which details how this change will effect our Township requirements regarding prevailing wages.

TOWN BUSINESS ~ Supervisor
Regarding the Medical Assistance Catastrophic Insurance Program for General Assistance recipients which we have carried since 2005 ~~~ the $823. annual premium would usually be paid in June for a July 1 due date each year. It was a $25,000. deductible.
We have discussed this coverage with at least 4 other Township Supervisors who have dropped this coverage - some have not carried it for the past 3 years. One Supervisor shared an experience he had at a meeting 3 years ago when a township attorney was asked if this insurance coverage was necessary -- the answer to the group was no.
Anyone who qualifies for a General Assistance monthly flat grant will also qualify for health insurance coverage through the State of Illinois - and - one of our requirements for any applicant for General Assistance is that they apply for health insurance before we process their application. Every General Assistance applicant we have had in the past 26 years came to us with health insurance coverage as well as a food card from the Department of Human Services.
In New Business – please find a motion by the Board to approve discontinuing this coverage.

CLERK BUSINESS / Business & Comments:
1. Town & Road District Budgets were filed with the Peoria County Clerk on Wednesday, June 5.

ROAD BUSINESS ~ Highway Commissioner:
1. Receiving lots of calls from residents regarding downed trees, washouts, and culverts that are plugged.
2. Mowing every day when there is no rain.
3. Peoria County Highway Department Motor Fuel Tax Fund ~ no current update.
4. Road District culvert requirements need to be posted on the Township website. The minimum for new installation of driveways is 15 inches in diameter and 30 feet in length, although some may require a larger diameter culvert. The Road District is not responsible for the installation or repair of culverts, although the Road Commissioner does have the authority to require the correct size culvert is being installed. We also require that 10 inches of course material be applied from the edge of the road to the culvert.
TRUSTEES/ Information / Business: Jim Bailey has e-mailed Eric the information regarding the culvert requirements so that he can update the Township website.

TAX ASSESSOR’S OFFICE / Information / Business: Alice wanted to let the board know that Microsoft has announced they are discontinuing support for windows 7 which is the system she has on her computer. Therefore sometime in the future she will need to get a different operating system or a different computer.

OLD UNFINISHED BUSINESS:
A motion was tabled from the May 30, 2019 Regular Board Meeting asking to approve a salary increase of $2.00 per hour for our Administrative Assistant requested to begin June 1, 2019.
Current salary is $25.00 per hour which was established June 1, 2018. The $2.00 increase would be less than $100. per month for the Administrative Assistant. If approved, this would only be the 3rd raise in salary in the past 11 years.
There was discussion. Trustee Rich Murray asked to abstain from voting.
No action was taken by the Board.

NEW BUSINESS:
1. Motion to approve discontinuing payment of the Medical Assistance Catastrophic Insurance premium $ 823. for General Assistance recipients which is due July 1, 2019. General Assistance applicants are required to have a medical card issued by the State of Illinois Department of Human Services; therefore this insurance is not needed.
Motion Maryann Morrison; second Rich Murray. Motion passed with all ayes on a roll call vote.
