MINUTES MONTHLY BOARD AUDIT MEETING
THURSDAY, JANUARY 30, 2020
After the Clerk led the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order at 7:00 P.M. @ the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.
Board Members Present for Roll Call:
Supervisor William J. Gerdes; Trustees: Rhonda L. Hodges; Rich D. Murray; Clerk: Linda A. Phillips. Maryann Morrison was excused.
The Supervisor announced a quorum was present.
The Road Commissioner, Dennis R. Beckman and the Tax Assessor, Alice B. Dailey attended this meeting.
Visitors were: Russ Zeine, Diane Peacock, Jack Rendleman, Chris Cummins.
There were no corrections or additions to the agenda.

APROVE MINUTES of Previous Meetings:
Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, December 19, 2019 were distributed to Board Members for their review.
MOTION to accept the Minutes as presented made by Hodges; second Murray.
Motion passed unanimously with all ayes.

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:
1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary January 30, 2020 in the amount of $11,379.54.
Motion Hodges; second Murray. The motion passed with all ayes on a roll call vote.

2. MOTION to accept for payment all General Road Fund Invoices as presented to the Board on the Disbursement Summary Janaury 30, 2020 in the amount of $ 27,130.41.
Motion Murray; second Hodges. The motion passed with all ayes on a roll call vote.

3. MOTION to accept for payment all Joint Bridge Fund Invoices as presented to the Board on the Disbursement Summary Janaury 30, 2020 in the amount of $ 1,326.03.
Motion Murray; second Hodges. The motion passed with all ayes on a roll call vote.

VISITORS ADDRESSING THE BOARD: Chris Cummins from Better Banks gave a presentation explaining the ICS accounts. A Q&A followed. (a copy of our investment report is attached) There was interest in pursuing this in the near future.
Jack Rendleman of the Tuscarora Fire Protection District spoke on the lack of volunteers for fire service. (a copy of a letter from the District is attached)

TOWN BUILDING, GROUNDS & EQUIPMENT: It was noted that due to ice on our sidewalks we needed Ice Melt.

COMMUNICATIONS & Correspondence:
1. Received e-mail from Cory Cowan of Gorenz and Associates, Ltd. Regarding estimate of audit fee and engagement letter. (copy attached)
Motion to hire Gorenz and Associates, Ltd. as our auditors by Hodges; second by Murray. The motion passed with all ayes.
2. Received memo from TOI regarding 2019 Revised Laws & Duties Handbook. (copy attached)
Motion to purchase two 2019 Revised Laws & Duties Handbooks by Hodges; second by Murray. The motion passed with all ayes.
3. Received a letter from Rachael Parker, Peoria County Clerk, regarding local officials that must file an Economic Interest Statement. Diane Peacock e-mailed the governing body member list to her on January 28,2020. Those on the list were advised by the Township Clerk that once their Statement is filled out it will need to be printed out and a copy given to the Township Clerk for our records.
4. Received two letters from Bryan Smith, TOI Executive Director. One regarding registration for the 38th Annual Township Topics Day—April 1, 2020, the other regarding Education District Registration—various dates.
Motion to approve any board member interested in attending the 38th Annual Township Topics Day made by Hodges; second by Murray. The motion passed with all ayes.
Motion to approve any board member interested in attending any of the Educational meetings made by Hodges; second by Murray. The motion passed with all ayes.

TOWN BUSINESS ~ Supervisor: Discussed continuing our lawn mowing services by Darcy Ray and increasing the rate of pay.
Motion to continue lawn services of Darcy Ray at a rate of $45.00 per mow and $15.00 an hour for trimming made by Hodges; second by Murray. The motion passed with all ayes.

CLERK BUSINESS : Will complete a survey form received from TOI regarding the salaries of all township officers.

ROAD BUSINESS ~ Highway Commissioner:
1. Dennis Beckman advised that after the three days of snow last week we had used over half of our salt quota for the year
2. Looks like Ameren Illinois will agree to repair Hurst Lane before, during, and after the gas line repair they are doing on adjoining properties.
3. Discussing with homeowner on Nagle Lane the solution regarding run off flooding his property.
4. Discussion using Bill Conner as our attorney.
Motion to request Bill Conner to act as the attorney for Hollis Township made by Murray; second by Hodges. The motion passed with all ayes.
5. The Peoria County Highway Department Motor Fuel Tax Report for Hollis Township
No current update.

TRUSTEES/ Information / Business: Jim Bailey’s position needs to be filled.
Motion made by Murray to appoint Russell Zeine to replace the position vacated by Jim Bailey; second by Hodges. The motion passed with all ayes.

TAX ASSESSOR’S OFFICE / Information:
1. Alice Dailey will submit her Tax Assessor’s Budget for fiscal year 2020-2021 to the Peoria County Clerk’s office January 31, 2020.
2. Alice will be in training most of January 31, 2020.
3. Discussed if there was any knowledge of people living in trailers in the township.

NEW BUSINESS: Board members received their W-2’s at the meeting tonight.
