HOLLIS TOWNSHIP REGULAR MONTHLY BOARD MEETING MINUTES

The Clerk announced the Pledge of Allegiance to the Flag @ 7:00 P.M. The Supervisor called the meeting to order.

CORRECTIONS OR ADDITIONS TO AGENDA: Additions to agenda may be discussed; however, if action is needed by the Board such action must be taken at another meeting when the topic is posted on agenda 48 hours prior to the meeting.
APPROVE MINUTES OF PREVIOUS MEETING(S):
Prior to tonight’s meeting, copies of minutes from the Regular Monthly Meeting held on November 17, 2020 was distributed to the board members for their review. Two corrections are noted:

Number one under Road Business – Highway Commissioner to read: D. Beckman discussed damage to Hurst Lane with Pat Meyer when the gas line was installed. Repair of damage will be compensated to our Road District.

Number one under New Business – to read: Approval for Dwayne R. Allen to assume duties of Clerk.

Prior to tonight’s meeting copies of minutes from the Special Board Meeting held on Monday, November 20, 2020 at 7:00 P.M. concerning the approval of the Tax Levy Ordinance for Township Road District, Township Road and Bridge, Hollis Township and Hollis Township General Town Fund was distributed to the board members for their review.

R. Zeine stated that he has a drawing from the Solar Farm, but it does not have the Kilowatt hours on it.

R. Zeine informed the Board of Trustees that the Tuscarora Volunteer Fire Department needs volunteers or consolidation may become necessary.
TOWN BUSINESS – SUPERVISOR:
Engagement letter from Gorenz and Associates for Auditing services was received for $8200.00 commitment for audit year 2021. This charge was felt to be excessive considering the size of our township and the amount of auditing required. Supervisor Gerdes has spoken with the auditor of Medina and Tremont Townships, but they need to examine our books to determine a cost. After considerable discussion, it is the consensus of the Township Board to table action until further information becomes available.
CLERK BUSINESS:
Every elected or appointed member of a township board or committee is required to take an Electronic Training Course developed and administered by the Public Access Counselor. The training must be completed within 90 days after the township official took his or her oath of office. In addition, the township is required to designate an employee officer or elected official to receive training on compliance with the Open Meetings Act and to submit a list of those individuals who have been so designated to the Public Access Counselor. See page 108 of the Laws and Duties Handbook.
ROAD BUSINESS – HIGHWAY COMMISSIONER:

One load of salt has been delivered and we are obligated to take 80% of our bid of 400 tons, or we can receive 20% above our bid if needed. In the event we do not require this much road salt, it will be necessary to store it and may have to canvas cover it for storage.

Due to the damages caused by the installation of the gas line to our roads, we have received $210,000 and another $29,000 for the repairs to Hurst Lane. This is in resolution to our damage claim.
PEORIA COUNTY HIGHWAY DEPARTMENT MOTOR FUEL TAX REPORT:
No further information.
TRUSTEES – INFORMATION/ BUSINESS:
None.
TAX ASSESSOR’S OFFICE – INFORMATION/ BUSINESS:
The EAV may be down 2% if we levy the same as last year. As a result, our taxes will increase for Hollis township residences. CILCO has appealed their taxes for a $2,000,000 decrease. Currently the Solar Farm is not up and running for any support.
