MINUTES – TUESDAY JANUARY 19 2021 @ 7:00 P.M.

The Clerk announced the Pledge of Allegiance to the Flag @ 7:00 P.M. The Supervisor called the meeting to order.

CORRECTIONS OR ADDITIONS TO AGENDA: Additions to agenda may be discussed; however, if action is needed by the Board such action must be taken at another meeting when the topic is posted on agenda 48 hours prior to the meeting.

APPROVE MINUTES OF PREVIOUS MEETINGS:

  1. Prior to tonight’s meeting, copies of minutes from the Regular Monthly Meeting held on December 15, 2020 was distributed to the board members for their review.

AUDIT CURRENT EXPENDITURES, Investments, transfer of funds, Budget Line Item Transfers:

VISITORS ADRESSING THE BOARD:

TOWN BUILDING, GROUNDS & EQUIPMENT:

Trimming of township Office Bushes and trees are still needed.

COMMUNICATION & CORRESPONDENCE:

Beginning on January 1, 2021, the IRS issued standard mileage rates for 2021. The standard mileage rates for the use of a car (also vans, pickups or panel trucks) will be 56 cents per mile driven for business use, down 1.5 cents from the rate for 2020.

TOWN BUSINESS – SUPERVISOR:

None

CLERK BUSINESS:

On or before February 1, 2021, the supervisor or designee must certify to the County Clerk an alphabetical list of names/addresses of people who must file Economic Interests Statements. This was done per this requirement on January 4, 2021.

ROAD BUSINESS – HIGHWAY COMMISSIONER:

  1. The Ice Storm on January 1, 2021, created major problems in the community with trees and branches broken. He had to call in additional equipment to remove overweighted limbs, down trees and branches on the roads. Reed city road was impassable and required major work to reopen it. This was critical in case of fire or other emergencies. All salt on hand was used because of the storm to treat slippery roads.

PEORIA COUNTY HIGHWAY DEPARTMENT MOTOR FUEL TAX REPORT:

(no current information)

TRUSTEES – INFORMATION/ BUSINESS:

R. Zeine reported that he attended a meeting with Edwards Station CILCO with other organizations including schools, fire departments, park district, because CILCO is appealing their real estate taxes. They are requesting a reduction of 3.5M. This reduction, if approved, will result in a burden on these institutions and the community as a whole. CILCO will close in December of 2022. The future of the property after closing is uncertain.

TAX ASSESSOR’S OFFICE – INFORMATION/ BUSINESS:

Alice Dailey reported that the assessment for 2021 will remain the same as 2020, however, the tax payers will see and increase in taxes due to CILCO and a deferred tax incentive for the Solar Farm.

OLD UNFINISHED BUSINESS:

The Engagement letter for Gorenz and Associates Ltd. needs approval to retain them for auditing services. Their cost will be $8200.00 for audit year 2021. It is requested that the Supervisor ask why their cost is so high when they informed us that this charge would be reduced after the initial 2020 audit was completed.

MOTION by R. Zeine to approve Gorenz and Associated Ltd. bid of $8200.00 to perform our auditing service for 2021. Second R. Hodges:
