TOWNSHIP OF HOLLIS - COUNTY OF PEORIA – STATE OF ILLINOIS
MINUTES – MONTHLY BOARD AUDIT MEETING
TUESDAY, MAY 19, 2020
The Supervisor called the meeting to order @ 7:00 P.M. @ the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.
Board Members Present for Roll Call:
Supervisor William J Gerdes; Clerk Linda A Phillips; Trustees: Russell L Zeine Jr, Rhonda L Hodges, Maryann S Morrison, and Rich D. Murray.
The Supervisor announced a quorum was present.
The Road Commissioner, Dennis R. Beckman, and the Tax Assessor, Alice B. Dailey attended this meeting.
There were no visitors. There were no corrections or additions to the agenda.

APPROVE MINUTES of Previous Meetings:
1. Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on Tuesday, April 21, 2020 were distributed to Board Members for their review.
MOTION to accept the Minutes as presented made by Maryann Morrison; second Rich Murray.
Motion passed unanimously with all ayes.

AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:
1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary dated May 19, 2020 in the amount of $ 14,783.28
Motion Rich Murray; second Rhonda Hodges. The motion passed with all ayes on a roll call vote.

2. MOTION to accept for payment the General Road Fund Invoices as presented to the Board on the Disbursement Summary May 19, 2020 in the amount of $ 24,334.36
Motion Russ Zeine; second Rich Murray. The motion passed with all ayes on a roll call vote.

3. MOTION to accept for payment all Supplemental Invoices as presented to the Board on the Disbursement Summary dated May 19, 2020 in the amount of $ 33,675.88
Motion Rhonda Hodges; second Russ Zeine. The motion passed with all ayes on a roll call vote.

VISITORS ADDRESSING THE BOARD: None
TOWN BUILDING, GROUNDS & EQUIPMENT: Nothing as this time.

COMMUNICATIONS & Correspondence: Received e-mail from TOI regarding COVID-19 Update. (see attached)
TOWN BUSINESS ~ Supervisor: Nothing.

CLERK BUSINESS / Business & Comments: After the Tentative Budgets are approved tonight the clerk will make them available for public inspection by invitation to the public to make an appointment with the clerk to view the Budgets which will be posted in the administrative offices on the bulletin board in the meeting room. Notification of such was published in the Glasford Gazette dated May14,2020.
Discussion regarding how long a check to board members would be valid. Quickbooks should solve this question when it is implemented.

ROAD BUSINESS ~ Highway Commissioner:
1. Plan to widen Hurst Road hill with white rock.
2. Seal coating will happen this year.
3. At this time we are behind on mowing.
4. Peoria County Highway Department Motor Fuel Tax Fund ~ Report for Hollis Road District: No report received.

TRUSTEES/ Information / Business: Russ Zeine suggested having all invoices initialed by the authorizing board member before it is given to Diane to initiate payment. Hopefully that would end all the last minute confusion before the Board Meeting of every invoice being initialed by every board member plus signing off on each Board Audit Report. As it stands now Supervisor Bill Gerdes will get with the auditor to see if this will suffice.
TAX ASSESSOR’S OFFICE / Information / Business: .Alice Dailey was informed that the assessors division at the courthouse would be closed until July 6, 2020 due to Covid-19.

OLD UNFINISHED BUSINESS: A MOTION to hire Katie Redman, CPA, to change our accounting system from AMS to Quickbooks for an August 2020 implementation.
Motion Russ Zeine; second Rich Murray. The motion passed with all ayes on a roll call vote.

NEW BUSINESS:
Copies of the Tentative Budget & Appropriation Ordinances for the Town and Road District were presented to Board Members for their review and discussion.
We will approve the Tentative Budgets tonight and we will adopt the final Budgets on June 16, 2020 at hearings to be held at 7:00 and 7:15 P.M. prior to our Regular Monthly Board Meeting.
Tonight, the following motions were made after the Board reviewed the Ordinances:
TOWNSHIP
1. MOTION to approve ORDINANCE NO. 2020 ~ 02: (as presented)
Tentative Budget & Appropriation Ordinance for the Township of Hollis
for the fiscal year beginning April 1, 2020 and ending March 31, 2021.
Motion Rhonda Hodges; second Maryann Morrison. The motion passed with all ayes on a roll call vote.

2. MOTION to approve ORDINANCE NO. 2020 ~ 03: (as presented)
Tentative Budget & Appropriation Ordinance for the Single Road District of Hollis
for the fiscal year beginning April 1, 2020 and ending March 31, 2021.
Motion Maryann Morrison; second Rhonda Hodges. The motion passed with all ayes on a roll call vote.
