Dwayne R. Allen, announced the Pledge of Allegiance to the Flag @ 7:00 P.M. William J. Gerdes called the meeting to order.

APPROVE MINUTES OF PREVIOUS MEETING:

Copies of minutes from the Regular Monthly Board Meeting held on Thursday April 15, 2021 at 7:00 P.M. was distributed to the board members for their review.

VISITORS ADRESSING THE BOARD: None

TOWN BUILDING, GROUNDS & EQUIPMENT: D. Beckman stated they are filling holes on the roads and have quite a bit more due to garbage trucks plus they are mowing in between the rain. R. Zeine stated the bushes will be taken care of after the rain also.

COMMUNICATION & CORRESPONDENCE: None

TOWN BUSINESS – SUPERVISOR: R. Zeine thanked Rachael Parker, Peoria County Clerk for attending and administering the Oath of Office.

CLERK BUSINESS:

  1. Just a reminder, Statements of Economic Interests must be filed yearly and must be filed by May 1, 2021 or will result in a $15.00 late fee. You may file online at the County Clerk’s Office.

  2. The Glasford Gazette has been acquired by AD Scott Company LLC locally owned and operated by Tony Scott. Items can be mailed to or dropped off to - 114 N. Roosevelt St. Bartonville, Il 61607. His E- Mail address is (REMOVED)

  3. Quick Books contract service agreement must be approved by the Board of Trustees at a premium of $2500 for the premium package, $1500.00 for the full package or $800.00 for the basic package. Diane our secretary, has prepared most of the reports and has only used their assistance on two occasions at a cost of $200.00. She recommends the Board of Trustees approve the basic package at $800.00 annually.

  1. TOIRMA Program will be issuing the Supervisor’s Bond for the period of May 17, 2021 thru May 18, 2025. The Bond Application must be signed by the Supervisor, witnessed, and returned to TOIRMA. Both certificates must be signed by the Highway Commissioner and the Township Clerk. This was completed and Rachael Parker, Peoria County Clerk, took forms.

  2. Every elected and appointed member of a township board or committee is required to take an electronic training course developed and administered by PAC. The training must be completed within 90 days after township officials took his or her oath of office. In addition, the township is required to designate an employee officer or elected official to receive training in compliance with Open Meetings Act and to submit a list of those individuals who have been so designated to the Public Access Counselor. Every new person designated must receive the training and successfully complete the course within 30 days after that designation. Every person who has received that training must hereafter successfully complete an annual training program.

 

TRUSTEES – INFORMATION/ BUSINESS: W. Gerdes stated there is an educational conference in November.

 

TAX ASSESSOR’S OFFICE – INFORMATION/ BUSINESS: Alice Dailey, Tax Assessor, stated there are businesses contesting taxes and the Edwards Station is set to close December 2022. The solar farm is setting up training for the fire districts and they were not taxed for 2020 due to they were not considered “live” at that time. The solar farm also produces 218k per megawatt. Mosaic is tearing down the warehouse and rebuilding. Supervisor Zeine asked if there is any information on Edwards Station receiving a reduction and Tax Assessor Dailey stated she does not have that information.
