VISITORS ADDRESSING THE BOARD: Bill Gerdes spoke about Lobby Days he attended saying there is a need for more auditors for townships. He also said it is almost impossible to make appointments with representatives. He was asked if there was a conversation about the bill to consolidate townships and he said there are just more and more bills coming out. Russ said there are 300 new bills coming out.
TOWN BUILDING, GROUNDS & EQUIPMET:
Russ said he started mowing. He sprayed weeds around the building and will rake them out once they die to make it look better. He also put up a new flag as the old one was worn out.
COMMUNICATIONS & CORRESPONDENCE:
Russ said he has received emails about training coming up for elected officials if anyone has the time to go. He reminded all the newly elected officials that they need to take the OMA (Open Meetings Act) training which can be done online. Rhonda will check to see who is required to take the OMA training. Perspective magazine shows training available. Russ passed out Election certificates to new officials.
TOWN BUSINESS ~ Supervisor:
GA minimum is now $425. We do not have any recipients at present.
CLERK BUSINESS:
ROAD BUSINESS ~ Highway Commissioner:
Peoria County wants a number of tires we expect to have for the tire roundup. Dennis said they took two truckloads and had 30 left last time.
They are ???? pouring on S. Lafayette, but are not nearly done with it yet. They are doing work at the school, so we’ll get some of the dirt from that. Grass is growing quickly and we’re trying to get it mowed. Tandems were hauling dirt and one of the two died and had to be towed. It would be $50,000 for a new motor and the truck is only worth $25-30K. Dennis said he will try to sell the equipment from it. Money has been allocated for a new one already, but we won’t have a trade-in now. Limestone is interested in the tires and box.
TRUSTEES/ Information / Business:
Rhonda checked, and everyone has to take OMA.
TAX ASSESSOR:
Alice stated that she cannot do anything about your relatives or your taxes, because we’re all on the board and it is a conflict of interest. Everything will have to go to her supervisor.
Copy of a tax bill 2023/2024. Tax 1/3 of total value .09 630 3300 added to the next year. $500,000 house 1% is a hefty amount to their tax bill. 1% came amount from all the sales in Hollis Township.
Rich asked who is valuing it. Alice said the County Assessor determined the 1%
As soon as the bond is paid off for the new pool the taxes will go down.
Solar panels on Lafayette are not moveable per Alice. Russ says they aren’t set up yet.
Alice said to beware of telling people they have farm ground. They must have plantings on 5 acres for two years and show on federal tax return.
Alice said she hadn’t heard anything from the zoning guy about 10020 W McCullough Rd. It is a residential property, and he is now running a business. Tree companies are dumping the brush, wood, mulch, etc. on his property. The whole property is solid mulch, and he is burning brush. He now has a log splitter and is selling wood. Peoria County says there is no ordinance against it but the EPA can be notified, and the township could write an ordinance. Peoria County dump is not allowing anything to be brought in so the tree places have nowhere to dump it so they pay to dump it on his place.
Alice also said the community garden is not residential.
OLD UNFINISHED BUSINESS:
None
NEW BUSINESS:
Motion to Approve: Ordinance 2025-03 Requiring Right-of-way Opening Application for any Construction Required.
Dennis said he is having water company and Ameren. We charge them $100 for a permit and $500 for holes. Ameren damaged Lafayette road and won’t pay us. They did pay for the damage on Hurst Lane. This ordinance is to make sure all our I’s are dotted and t’s are crossed as lawyers are involved now. Maurice asked if we can we put a weight limit sign up? Russ said we need to get pictures of trucks applying brakes that are tearing up the roads. We just sent a letter for Cameron Lane to get it taken care of.
Motion __R. Murray______; second D. Allen .

Review tentative Town and Road budgets (will be voted on at June meeting)
Budget line items were read and reviewed. Budget will be voted on at the June meeting.
Alice asked if anyone went to the meeting about the ED Edwards Plant. Russ talked with someone who said there is still no movement on permits. Semis coming out of there are hauling residual coal. They were not hauling any fly ash out of there.
Powerton screens their ash, but they now charge for it.
MOTION to adjourn made by __R.Zeine_____; second __R.Murray___. The motion passed unanimously.
The Meeting adjourned at 8:47 pm.
