APPROVE MINUTES of Previous Meetings:

  1. Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on June 19, 2025 were distributed to the Board Members for their review. Correction: Remove Gerdes Rd. from Roads and Bridges report, as Gerdes Rd was not seal coated.

TOWN BULIDING, GROUNDS & EQUIPMENT: Nothing

COMMUNICATIONS & Correspondence:
CDs are due on 7/22/25 and will be renewed for 8 months at 3.75%.

TOWN BUSINESS – Supervisor:
Russ wants to make sure that everyone is getting Perspective Magazine at their addresses. Russ ordered 8 tickets for the TOI event in Springfield so there should be plenty for anyone who wishes to go.

Russ stated that he vacuumed the carpet today and thinks it might need to be replaced. There are lots of bare spots and it’s been in since the building was built in the 80’s. He will look into getting the square footage and see what is in the budget.

CLERK BUSINESS: Clerk asked if there was a reason the minutes were not sent out earlier, while the meeting was still fresh in people’s minds, instead of at the same time as the Agenda, two days before the meeting. She was told she could send them out earlier and it was suggested doing so a week earlier.

ROAD BUSINESS – Highway Commissioner: Dennis said the last seal coating was finished. They swept up Tuscarora Hill and Stranz. They are supposed to come in next Monday, but the weather may prevent it. It looks more uniform and more like blacktop. They put black oil on that dries within 20 minutes that fills in a lot of loose spots. It’s expensive, but it seems to be panning out.

He also is looking for a new phone service as Verizon is too expensive.

There is a lot of boom mowing to do. Trees and bushes have really grown out this year and are hanging over the roads. It can’t be done when it is too hot because it will tear up the roads. Dwayne said the boom mowing on Lafayette two weeks ago was a beautiful job.

Kingston Mines mayor contacted Dennis about doing another intergovernmental agreement with them for mowing. He recommended they call the state about the trees blocking the view on the roads.


TRUSTEES/ Information / Business: Dwayne doesn’t understand how to read the balance sheet. Rhonda will explain it to him.

TAX ASSESSOR’S OFFICE: Alice explained that while working with Dennis on Mr. Thompson’s issues she discovered her maps are old and incorrect. She spent $400 on new maps explaining that when 911 went into effect the county changed a lot of road names. She also stated she is almost connected to remote access to Peoria County, but the link keeps dropping.

OLD UNFINISHED BUSINESS: Dennis met with the county over Tommy Thompson’s complaints about Hickory Road. It shows that the road was never dedicated. We will take over 10’ only, as the state is paying motor fuel tax on it. It only goes to the middle of his lot which is at the top of the hill. There is no right of way to ditches or anything else, just 10’ of the road and was seal coated. The water is not the problem of the township.

Routes 9 and 24 are a problem with the panhandlers. The Department of Transportation has talked with them and the State Police were there the other day. This has nothing to do with Hollis Township.

NEW BUSINESS: Approve funding for fall training in November.
TOI training is in East Peoria Holiday Inn on September 5th during the day and is the closest one. Dwayne said he might be interested in going. There is plenty of time before the November conference to decide who wants to go and which classes they might be interested in.
