MINUTES

The Clerk will announce the Pledge of Allegiance to the Flag @ 7:00 pm.

The Supervisor called the meeting to order.

APPROVE MINUTES of Previous Meeting

  1. Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on September 18, 2025, were distributed to Board Members for their review.

VISITORS ADDRESSING THE BOARD None

TOWN BUILDING, GROUNDS & EQUIPMENT:
Russ explained that the auger parked nearby was not located on township property.

COMMUNICATIONS & CORRESPONDENCE:

Denny sent his money in for the convention and It will be on the township credit card. Dwayne will not be able to attend the convention.

TOWN BUSINESS – Supervisor:

Russ explained that he had a quote for the locks and handles on the doors that would be gone over later in the meeting. Also, the holiday gift for seniors on the agenda later in the meeting.

CLERK BUSINESS:

Clerk shared that there will be changes to FOIA and OMA. Russ stated that TOIRMA will probably do classes instead of us having to go online to do it and they won’t go into effect until January 1, unless the bill isn’t signed.

ROAD BUSINESS – Highway Commissioner:

Denny explained that the Operating Engineers wanted to come down and do a presentation because they want schoolhouse road. He told them that wasn’t necessary, as we are not opposed to it. There will need to be a stipulation that drainage goes all the way to the creek, and they said they are going to take care of that. Denny let them know that it will all have to go through their attorney and he will have to vacate the road at a public hearing. Russ also stated that if even one person complains about vacating the road, then they can’t do it. Rhonda Hodges, Village of Mapleton mayor, stated that they have also agreed to vacate the portion of the road the village owns as well.

Russ said that there are a lot of millings piled up from roadwork on Route 24. The company that is doing the milling is storing them at Operating Engineers and the school is getting paid for the use of their property.

Denny said they are seal coating bridges right now while the weather is still nice. This is the concrete, not the deck, 18” off the edges because of the salt and it seems to be helping. He also said he will be talking to the county about doing some seal coating next year before January.

Salt is lined up. We have a lot stored and a lot coming in and we got some slag as well. We’re getting 2 -3 tons at a time from Keystone.

He is still looking at the old truck to see if the engine can be repaired. He had a picture to put in TOIRMA to sell and let them it needs motor work. The box is worth a lot and it includes spreader. He is hoping to get $20,000 for it.

TRUSTEES / Information / Business:

Dwayne had questions about the Balance Sheet and Rhonda Hodges explained that it is the same figure at the top of the sheet and the bottom, as the liabilities have to match.

TAX ASSESSOR’S OFFICE / Information / Business:

Talked with county about the Stoltz solar farm going down and it is because of depreciation. E.D. Edwards plant is slowly being decommissioned every year until it is nothing. Pusey’s property is 2 megawatts and won’t go in effect until January. Ameren thought they were up and live and producing.

Alice said she is going to look at new property that is being built next week so we’re ready in January.

Alice would like her title changed from tax assessor, as she isn’t a tax assessor. She would like it to just be Assessor.

Property zoning (TOI)- When we are looking at property, we should be looking at the zoning to make sure that zoning codes and regulations are being complied with. She has been notified that someone is building something but doesn’t have a permit and neighbors are complaining.

She said she was trying to do OMA training and ended up doing FOIA as well and wasn’t sure why. Russ says she has to answer any requests about zoning.

OLD UNFINISHED BUSINESS:

Rhonda asked about the property behind the township hall and Russ said he hadn’t talked to anyone about it yet.

NEW BUSINESS:

Resolution No. 2025-10-01supports the Illinois America250 Commemoration. Russ read the Resolution before voting. MOTION by Rich Murray and second by Maurice Super. 5 - Ayes 0 – Nays. Resolution passed.

Discuss and act on new oiled bronze locks and handle levers for doors throughout the township building from S&S Hardware. Total quote is $4,4045.35 for replacing all the door hardware in the building from round knobs to levers. Russ explained that the vault room is locked all the time but the supply room is open all the time so he ordered a passive set for that one and for the meeting room. We’ll have new keys for the doors as well. This is for lockset/latch and bathroom privacy locks. “Schlage locks are top quality. Motion: Rich Murray Second: Dwayne Allen.

Discuss and act on 2025 Annual Financial Report.

Russ had a draft that he approved and signed off on it two weeks ago and Rhonda Hodges reviewed it.

Discuss gift and date to send to senior citizens.
We gave them $30 gift cards last year. Alice shared Farm Bureau pamphlet with Russ for holiday gift giving that would be $35 per box and would include apples, oranges, grapefruit, pears, clementines, lemons, limes, pineapple, gourmet popcorn kernels and cheese curds. This would come to $2905 for 83 people, which would be a little more than last year but there is plenty of money. The difficulty would be we would have to hand deliver to everyone, and this could be a problem with people not home and weather conditions. They would be delivered to us on December 17th. We did it before Thanksgiving last year and mailed out the cards. Rich said they had good feedback last year. It could be a problem to get all the boxes to everyone, and we don’t have a way to store them, as they need to be refrigerated. The consensus was to get the residents what they want and would be less labor intensive, so gift cards. Russ ran into a problem last year because Aldi wouldn’t take a check. He thought maybe he would go to Kroger’s instead. Rhonda Hodges suggested getting cash from the bank instead of using the credit card(s). The motion is for $30 gift cards from Aldi this year.
