MINUTES, REGULAR MONTHLY BOARD MEETING
THURSDAY, MAY 26, 2011 @ 7:00 P.M.
After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order @ 7:00 P.M. @ the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615
Board Members Present:
Supervisor Gary W. Thomas; Clerk Roger D. Hostetter, Sr.; Trustees: William J. Gerdes, and James E. Bailey. Trustee Brian B. Fengel expected to arrive late. Trustee Tal B. Beckman was excused.
The Supervisor announced a quorum was present to start the meeting.
The Road Commissioner Dennis R. Beckman and the Tax Assessor Alice B. Dailey were not available for this meeting.
Visitors: Hollis Township residents: Karen Hostetter, Harry L. Sweet, Jr., and Mandy Thomas with no business to present to the Board.
APROVE MINUTES of Previous Meeting:
1. Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, April 28, 2011 were distributed to Board Members for their review.
MOTION to accept the Minutes as presented made by Jim Bailey; second Bill Gerdes. The
motion passed unanimously with all ayes.
AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:
1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary May 26, 2011.
Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.
2. MOTION to accept for payment the General Assistance Invoices as presented to the Board on the Disbursement Summary May 26, 2011.
Summary of expenses: Two $245. General Assistance, Monthly Flat Grant payment to 2 residents. (We currently have two payments per month: we pay one Flat Grant on the 19th and the other is paid on the 29th – both residents are waiting SSI)

3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary May 26, 2011.

TOWN BUILDING, GROUNDS & EQUIPMENT:
The Board briefly discussed the lawn care and the driveway to the Town Hall. No action.
COMMUNICATIONS & Correspondence:
The Board discussed the recent Census Survey and noted that a report is to be filled out and returned to the Census Board.

TOWN BUSINESS ~ Supervisor:
The Board noted that a replacement is being considered to fill the pending vacancy of Town Clerk, Roger D. Hostetter, Sr.; the person to fill the vacancy is Harry L. Sweet, Jr.

CLERK BUSINESS / Comments:
Notices of Budget Hearings for the Town & Road District were published in the Glasford Gazette on May 11, 2011 which meets our legal requirement to publish at least 30 days prior to the June 23 Budget Hearings. This notice was also posted on our Bulletin Boards in 4 locations in the Township.
A copy of this publication verification was forwarded to the Peoria County Clerk, which is an additional legal requirement for our Township. Copies of all publications are mailed or faxed to the Peoria County Clerk .
ROAD BUSINESS ~ Highway Commissioner: Road Commissioner left this information for the Board.
1. Carri-Scharf - no update
2. Our Road Commissioner has submitted $11,002. to IEMA as the expense Hollis incurred during the snow blizzard in February 2011. Hollis may receive 75% of that amount which would be about $8,250.
3. Follow-up: The Restitution Hearing has been set for Friday, June 17, 2011 for the individual who went off the road into a ditch in the Pekin Bottoms (South Cameron Lane) and damaged the right-of-way. The Road Commissioner will appear at that hearing.
4. Information received after this May meeting:
As of May 31, 2011 the Hollis Road District Motor Fuel Tax Balance (with the Peoria County Highway Department) is $14,389.54 after adding the April Allotment which was $2,894.43.
TRUSTEES/ Information / Business:
The Board voiced their appreciation to outgoing Clerk Hostetter and thanked Mr. Sweet for accepting the opportunity to serve the remaining amount of the four year term.

OLD / UNFINISHED BUSINESS:
A MOTION to approve theAppointment of Harry L. Sweet, Jr. to fill the Vacancy in the Office of the Hollis Town Clerk effective June 1, 2011 for the remainder of the four year term of office which will end April 30, 2013.
Motion Jim Bailey; second Brian Fengel. The motion passed with all ayes on a roll call vote.
Vacancy in this Office was declared by motion on March 29, 2011 after the acceptance of the resignation of our Town Clerk, Roger D. Hostetter, Sr. which is effective May 31, 2011.
