MINUTES REGULAR MONTHLY BOARD MEETING
THURSDAY, FEBRUARY 28, 2013
After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order @ 7:00 P.M. @ the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.
Board Members Present: Supervisor Gary W. Thomas; Clerk Harry L. Sweet, Jr.; Trustees: William J. Gerdes, Tal B. Beckman, James E. Bailey and Brian B. Fengel.
The Supervisor announced a quorum was present.
The Road Commissioner Dennis Beckman attended this meeting. The Tax Assessor Alice Dailey was not available.
Visitors: Residents, Paul Hibser and Russell Zeine, Jr.
APROVE MINUTES of Previous Meetings:
Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, January 31, 2013 were distributed to Board Members for their review.
MOTION to accept the Minutes as presented made by Brian Fengel; second Tal Beckman. The motion passed unanimously with all ayes.
AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:
1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary February 28, 2013.
Motion Tal Beckman; second Bill Gerdes. The motion passed with all ayes on a roll call vote.
2. MOTION to accept for payment the General Assistance Fund Invoice as presented to the Board on the Disbursement Summary February 28, 2013.
Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.
3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary February 28, 2013.
Motion Bill Gerdes; second Tal Beckman. The motion passed with all ayes on a roll call vote.

This transfer is reimbursement to Town Fund for the Annual Salary for the Supervisor as Treasurer of the Road District for the current fiscal year 2012-2013. This $1,000. is included in the Supervisor’s Annual Salary of $7,040.

5. MOTION to accept for payment the Joint Bridge Fund Invoices as presented to the Board on the Disbursement Summary February 28, 2013.

COMMUNICATIONS & Correspondence:
1. Peoria County Economic Development ~ Strategic Planning Community Focus Groups –
Invitation to attend Tuesday, March 5, 2013 from 7:30-8:30 A.M. @ the Chillicothe City Hall, 908 N. Second Street, Chillicothe. For more information: contact John Hamann, Rural Economic Development Director @ (309) 495-4968 or jhamann@peoriacounty.org.
2. Notice of Filing by Ameren Illinois Company of an Application, etc.
Information regarding petitioning the Illinois Commerce Commission for authorization to construct, operate and maintain a new 345 kV electric transmission line --- refers to the “Fargo-Mapleridge Project”
Supervisor has full document.
3. 2013 Rural Residential Recycling Grant Application ~
Applications due March 5, 2013. Supervisor will explain document.
ROAD BUSINESS ~ Highway Commissioner:
1. Remodeling of the break-room in the Maintenance Shed is near completion.
2. At this time, no update from Peoria County regarding a contract with a vendor who will pick-up the discarded tires we have found along our roadsides. Currently, the tires are stockpiled at the Township; we are waiting for solution to get rid of them at no cost to the Township.
3. The Peoria County Highway Department Motor Fuel Tax Report for Hollis Township:
Report received through February 6, 2013. The balance due on our 2012 Seal Coating Invoice ($52,818.34) has been paid using the remainder of our 2012 MFT funds through December 2012 which were posted January 3, 2013; there was a balance to be credited to Hollis from December ~ $141.00.
Hollis Township’s January 2013 Allotment (dated 2-1-2013) is $2,775.92. Then, adding the $141.00 balance the from the December allotment, our current MFT Balance is $2,916.92.

Refer to the November 29, 2012 Minutes for a more accurate description of the various monies used to pay the $52,818.34 ~ 2012 Seal Coating Costs.
TRUSTEES/ Information / Business:
Information presented from Trustee Brian Fengel regarding a “fund raising event” to benefit the “Canine Squad” of the Bartonville Police Department. “flyers available”
The event will be held on Sunday, March 24th beginning @ 1:00 P.M. at Club Phoenix @ 4602 Pfeiffer Road in Bartonville ~ Offering an “all you can eat” fish dinner. Everyone is welcome!!
TAX ASSESSOR’S OFFICE / Information: Alice Dailey unable to attend this meeting.
1. To date, Alice has found a few more Senior Exemption residents ~ she is still checking records looking for additional people who qualify.
2. According to the Peoria County Tax Assessor’s Office, our property taxes may increase by 1% ; however, since we have a few new homes under construction, the additional 1% tax may spread out enough that it won’t be as noticeable to the rest of us.

1. MOTION to approve the SCHEDULE OF HOLLIS TOWNSHIP MEETINGS for the fiscal year April 1, 2013 through March 31, 2014 as presented: (copies were given to Board Members)
Meetings shall be held at the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois.
All Meetings shall begin at 7:00 P.M. unless noted otherwise
