MINUTES REGULAR MONTHLY BOARD MEETING
THURSDAY, APRIL 25, 2013
After the Pledge of Allegiance to the Flag, the Supervisor called the meeting to order at 7:00 P.M. at the Hollis Town Hall, 6430 West Wheeler Road, Mapleton, Illinois 61547-9615.
Board Members present:
Supervisor Gary W. Thomas; Clerk Harry L. Sweet, Jr.; Trustees: William J. Gerdes, Tal B. Beckman and James E. Bailey. Trustee Brian B. Fengel was excused.
The Supervisor announced a quorum was present.
The Road Commissioner, Dennis Beckman and the Tax Assessor, Alice Dailey attended this meeting.
Visitors: Hollis residents, Keith Hacker and Russell Zeine.
APROVE MINUTES of Previous Meetings:
1. Prior to tonight’s meeting, copies of Minutes from the Regular Monthly Meeting held on Thursday, March 28, 2013 were distributed to Board Members for their review.
MOTION to accept the Minutes as presented made by Tal Beckman; second Bill Gerdes. The motion passed unanimously with all ayes.
2. Prior to tonight’s meeting, copies of Minutes from the Trustees Annual Accounting Meeting held on Monday, April 15, 2013 were distributed to Board Members for their review.
MOTION to accept the Minutes as presented made by Tal Beckman; second Gary Thomas. The motion passed unanimously with all ayes.
3. Prior to tonight’s meeting, copies of Minutes from the Annual Town Meeting held on Tuesday, April 16, 2013 were distributed to Board Members for their review and for corrections only.
These Minutes have been signed by the Moderator and the Town Clerk and will be approved by the electors at the next Annual Town Meeting, Tuesday, April 08, 2014.
No motion at this meeting.
AUDIT CURRENT EXPENDITURES, Investments, Transfer of Funds, Budget Line Item Transfers:
1. MOTION to accept for payment all Town Fund Invoices as presented to the Board on the Disbursement Summary April 25, 2013.
Motion Bill Gerdes; second Tal Beckman. The motion passed with all ayes on a roll call vote.
2. MOTION to accept for payment the General Assistance Fund Invoice as presented to the Board on the Disbursement Summary April 25, 2013.
Motion Jim Bailey; second Bill Gerdes. The motion passed with all ayes on a roll call vote.
3. MOTION to accept for payment all Road & Bridge Fund Invoices as presented to the Board on the Disbursement Summary April 25, 2013.

4. MOTION to accept for payment the Joint Bridge Fund Invoice as presented to the Board on the Disbursement Summary April 25, 2013.

VISITORS ADDRESSING THE BOARD:
Keith Hacker, who lives at 4616 W. Nagel Road, asked the Road Commissioner to post signs on Nagel Lane to help slow the traffic. Mr. Hacker suggested “Watch for Children” signs.
COMMUNICATIONS & Correspondence:
Hollis Township received a letter from Hollis Park District asking for donations to purchase prizes for each participant in their Ron Draper Kids Fishing Derby on Saturday, June 1. See copies of the letter and the promotion flyer for the event.
The Park District is also a taxing district; therefore, any donations would have to be personal, out-of-pocket.
A collection was taken to give to the Park District.
TOWN BUSINESS ~ Supervisor:
1. The proposed low income housing project in Bartonville is receiving resistance from some Limestone Township residents.
2. The Supervisor received a call regarding the flood waters in our area and information regarding the sandbagging effort which would then take place on April 20.
3. The Supervisor received a letter from Peoria County Zoning regarding variance changes which do not effect Hollis Township.
CLERK BUSINESS / Comments:
At our last meeting on March 28, most of the Statements of Economic Interest were given to our Clerk for him to file the Statements with the Peoria County Clerk. Those Statements were filed and date stamped April 5, 2013,. Three of our elected officials have filed their own Statements with the County Clerk.
The deadline for filing is May 1, 2013.
ROAD BUSINESS ~ Highway Commissioner:
1. Gollon Road ~ Many complaints have been received regarding the large trucks using Gollon Road to haul rock to the far end of the road. Gollon is a narrow road and the road base may not handle the additional weight and frequency of these large trucks
2. Water damage to roads~ We have hauled lots of rock to reinforce South Cameron Lane due to the excessive rain last week. If our area is declared a Disaster, there is a possibility of some reimbursement for costs of materials and labor incurred due to the water damage. The Road Commissioner will keep track of all costs related to securing the road base for South Cameron Lane as well as other costs for repairs throughout the Township. He and our full time Road employee have worked many hours hauling rock and fixing washed-out areas on our roads.
3. Saturday, April 20, 2013 ~ There was a sand bagging effort to build-up the dike on South Cameron Lane at the railroad tracks to help contain the rising water and hopefully prevent flooding in the bottoms – the farm fields.
There was a joint effort with the Army Corp of Engineers, the Pekin & LaMarsh Drainage & Levee District , local farmers, some Hollis Township Board Members and Hollis residents, as well as a bus load of prisoners from the Peoria County Jail who arrived at our Township Maintenance Building Property to fill sand-bags.
A truck from the Red Cross (Peoria’s John Gwyn Location) arrived to deliver sandwiches, fruit, snacks and beverages to feed the people filling sand bags here at the Township. There were also several Red Cross volunteers who came from Indiana to help fill bags.
The Road Commissioner is watching the areas close to our Township buildings to see if we need to take action to prevent flooding of our buildings.
4. Joint Bridge Fund received a check in the amount of $36,038.75 as partial reimbursement for costs incurred regarding improvements made under our bridge on Tuscarora Road in fiscal year 2010. The total cost of our project was $65,525.
This Grant came from the U.S. Environmental Protection Agency as reimbursement for
Tri-County Stormwater Infrastructure Improvement Projects.
Hollis Township Road District was financially required to join the Tri-County Regional Planning Commission to be eligible to share in the distribution of grant money available. Our $4,509.97 fee to join the Commission was paid in December of 2011.
Also, please find an additional expense related to this Grant money ~ $6,552.50 paid to Patrick N. Meyer & Associates, Inc. for professional services to help us secure this grant money. His fee is 10% of the total cost of our project. See expenditure paid from Joint Bridge Fund with this Board Audit ~ April 25, 2013.
5. The Peoria County Highway Department Motor Fuel Tax Report for Hollis Township:
No report has been received for April.
TRUSTEES/ Information / Business:
1. Trustee Bailey attended the Central Illinois Healthy Community Alliance Meeting @ 7:00 P.M. Thursday, April 18, 2013 at Alpha Park Library. Jim shared information regarding that meeting.
TAX ASSESSOR’S OFFICE / Information:
OLD UNFINISHED BUSINESS: none.
NEW BUSINESS:
Copies of the Tentative Budget & Appropriation Ordinances for the Town and Road District were presented to Board Members for their review and discussion.
We will approve the Tentative Budgets tonight and we will adopt the final Budgets on May 30, 2013 @ 7:00 & 7:15 P.M. prior to our Regular Monthly Meeting.
The following motions were made after the Board reviewed the Ordinances:
1. MOTION to approve ORDINANCE NO. 2013 ~ 06: Tentative Budget & Appropriation Ordinance for the Township of Hollis for fiscal year beginning April 1, 2013 and ending March 31, 2014.
Motion Jim Bailey; second Tal Beckman. The motion passed with all ayes on a roll call vote.
2. MOTION to approve ORDINANCE NO. 2013 ~ 07: Tentative Budget & Appropriation Ordinance for the Single Township Road District of Hollis for fiscal year beginning April 1, 2013 and ending March 31, 2014.
Motion Jim Bailey; second Tal Beckman. The motion passed with all ayes on a roll call vote.
3. MOTION to adjourn made by Jim Bailey; second Tal Beckman. The motion passed unanimously. Meeting adjourned at 8:25 P.M.
